Melvin R. Sampson Hatchery, Yakima Basin Coho Project
Document Number: 2015-28936
Type: Notice
Date: 2015-11-16
Agency: Bonneville Power Administration, Department of Energy
In accordance with the National Environmental Policy Act (NEPA), BPA intends to prepare an EIS to determine whether to fund the Confederated Tribes of the Yakama Nation's proposal to construct and operate a hatchery for coho salmon in the upper Yakima basin. The Melvin R. Sampson Hatchery would involve construction of a hatchery on 50 acres of land owned by the Yakama Nation in Kittitas County, Washington. Hatchery operations would include collection of adult coho for broodstock at the existing Roza and Sunnyside dams, incubation and rearing of up to 200,000 juvenile coho salmon, and release of smolts into the Yakima and Naches rivers. Coho were extirpated from the Yakima basin by the early 1980s. The proposal would augment anadromous fish populations available for harvest and aid natural spawning of coho in the Yakima basin. With this Notice of Intent, BPA is initiating the public scoping process for the EIS. BPA is requesting comments about potential environmental impacts that should be considered as an EIS is prepared. In accordance with DOE floodplain and wetland regulations, BPA will analyze impacts to floodplain and wetlands as well as measures to avoid or minimize potential effects. The assessment will be included in the EIS.
Notice of Public Meeting to Provide Comments on Draft Materials to Improve FERC-USACE Coordinated Regulatory Processes for Non-Federal Development of Hydropower at USACE Non-Hydropower Dams
Document Number: 2015-28875
Type: Notice
Date: 2015-11-13
Agency: Department of Energy
This notice announces a meeting to obtain individual public input on new ideas developed collaboratively by the Department of Energy (DOE), Federal Energy Regulatory Commission (FERC) and U.S. Army Corps of Engineers (USACE) aimed at improving coordination of FERC and USACE regulatory processes regarding non-federal development of hydropower at USACE non-powered dams. DOE estimates that there is a potential for 12 gigawatts of new hydropower capacity in the U.S. by adding power at non-powered dams.\1\ Adding power at USACE non-powered dams requires federal authorizations, potentially including authorizations via: The FERC licensing process \2\, the USACE 408 process \3\, and the USACE regulatory 404 process \4\ (impacts to waters of the U.S. pursuant to Section 404 of the Clean Water Act). All three of these processes require project proposal identification, information gathering, and environmental and engineering analyses to support licensing, permitting, or agency decisions.

Notice of Availability of the Plains & Eastern Clean Line Transmission Project Final Environmental Impact Statement
Document Number: 2015-28574
Type: Notice
Date: 2015-11-13
Agency: Department of Energy
The U.S. Department of Energy (DOE) announces the availability of the Plains & Eastern Clean Line Transmission Project Final Environmental Impact Statement (DOE/EIS-0486; Final EIS), prepared pursuant to the National Environmental Policy Act (NEPA). This Final EIS considered public comments on the Draft EIS, which was issued in December 2014, reports on the status of consultations under section 106 of the National Historic Preservation Act (NHPA) and under section 7 of the Endangered Species Act (ESA), and identifies DOE's preferred alternative. DOE has not made a decision whether to participate in the proposed Plains & Eastern Clean Line Transmission Project.
Energy Conservation Program: Energy Conservation Standards for Walk-In Coolers and Freezers
Document Number: 2015-28728
Type: Rule
Date: 2015-11-12
Agency: Department of Energy
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, requires the Department of Energy (DOE), among other things, to prescribe performance-based energy conservation standards for walk- in coolers and walk-in freezers. On June 3, 2014, DOE complied with this requirement. Recent litigation regarding these standards resulted in a settlement agreement between DOE and the other parties to that litigation. Consistent with the parties' settlement agreement, the United States Court of Appeals for the Fifth Circuit subsequently vacated six specific standards set forth in the June 2014 rule. DOE is amending the CFR to reflect the court's order vacating the six standards found in DOE's regulations pertaining to certain refrigeration systems used in walk-in cooler and walk-in freezer applications.
Energy Conservation Standards for Commercial Prerinse Spray Valves: Availability of Provisional Analysis Tools
Document Number: 2015-28675
Type: Proposed Rule
Date: 2015-11-12
Agency: Department of Energy
The U.S. Department of Energy (DOE) published a notice of proposed rulemaking (NOPR) for the commercial prerinse spray valve (CPSV) energy conservation standards rulemaking on July 9, 2015. 80 FR 39486. In response to comments on the NOPR, DOE has revised its analyses. This NODA announces the availability of those updated analyses and results, and give interested parties an opportunity to comment and submit additional data to support DOE's CPSV rulemaking. At this time, DOE is not proposing any energy conservation standard for commercial prerinse spray valves. The NODA analysis is publically available at: https://www1.eere.energy.gov/buildings/ appliance_standards/rulemaking.aspx?ruleid=100.
