Authority of DOE Protective Force Officers That Are Federal Employees To Make Arrests Without a Warrant for Certain Crimes
Section 161 k. of the Atomic Energy Act, as amended, empowers the Secretary of Energy (``the Secretary'') to authorize designated U.S. Department of Energy (DOE) employees and contractors to make an arrest without a warrant for certain crimes. Specifically, the Secretary may authorize the arrest of any individual who has committed a federal crime in the presence of a DOE protective force officer regarding the property of the United States in the custody of DOE or DOE contractors. The Secretary may also authorize the arrest of any individual who is reasonably believed to have committed or to be committing a felony regarding the property of the United States in the custody of DOE or DOE contractors. Pursuant to this authority, DOE adds misdemeanor and felony violations of Assaulting a Federal Officer to the enumerated criminal violations for which DOE protective force officers that are federal employees may execute an arrest without a warrant, as set forth in DOE regulations.
Application for Proposed Project for Clean Line Plains & Eastern Transmission Line
The Department of Energy (DOE) requests public comment on the first complete application submitted in response to its June 10, 2010 Request for Proposals for New or Upgraded Transmission Line Projects Under Section 1222 of the Energy Policy Act of 2005 in the Federal Register (75 FR 32940) (2010 RFP). In response to the 2010 RFP, Clean Line Energy Partners, LLC, submitted an application for its Plains & Eastern Clean Line project. The project would include an overhead 600-kilovolt (kV) high voltage, direct current electric transmission system and associated facilities with the capacity to deliver approximately 3,500 megawatts primarily from renewable energy generation facilities in the Oklahoma and Texas Panhandle regions to load-serving entities in the Mid-South and Southeast United States via an interconnection with the Tennessee Valley Authority electrical grid. DOE has concluded that Clean Line's application was responsive to the 2010 RFP and is making it available for public review.
Interconnection of the Grande Prairie Wind Farm, Holt County, Nebraska (DOE/EIS-0485)
Western Area Power Administration (Western) received a request from Grande Prairie Wind, LLC (Grande Prairie Wind), a subsidiary of Geronimo Wind Energy, LLC d.b.a. Geronimo Energy, LLC to interconnect their proposed Grande Prairie Wind Farm (Project) to Western's power transmission system. The proposed interconnection point would be on Western's existing Fort Thompson to Grand Island 345-kilovolt (kV) transmission line, approximately seven miles east of the town of O'Neill in Holt County, Nebraska. The Project would be built on private and State cropland and pasture. On January 16, 2015, the Notice of Availability (NOA) of the Final Environmental Impact Statement (EIS) for the Interconnection of the Grande Prairie Wind Farm, Holt County, Nebraska (DOE/EIS-0485) was published in the Federal Register (80 FR 2414). After considering the environmental impacts, Western has decided to execute an interconnection agreement with Grande Prairie Wind to interconnect the proposed Project to Western's transmission system and to construct, own, and operate a new switchyard adjacent to its Fort Thompson to Grand Island 345-kV transmission line to accommodate that interconnection.

On March 30, 2015, CPV Valley, LLC, as owner and operator of a new base load electric powerplant, submitted a coal capability self- certification to the Department of Energy (DOE) pursuant to Sec. 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations in 10 CFR 501.60, 61. FUA and regulations thereunder require DOE to publish a notice of filing of self- certification in the Federal Register. 42 U.S.C. 8311(d) and 10 CFR 501.61(c).

Coordination of the Scheduling Processes of Interstate Natural Gas Pipelines and Public Utilities
In this Final Rule, the Federal Energy Regulatory Commission (Commission) is revising its regulations to better coordinate the scheduling of wholesale natural gas and electricity markets in light of increased reliance on natural gas for electric generation, as well as to provide additional scheduling flexibility to all shippers on interstate natural gas pipelines. The revised regulations in this Final Rule modify the scheduling practices used by interstate pipelines to schedule natural gas transportation service and provide additional contracting flexibility to firm natural gas transportation customers through the use of multi-party transportation contracts. The revisions in this Final Rule, together with the Commission's action in certain related proceedings, will better ensure the reliable and efficient operation of both the interstate natural gas pipeline and electricity systems.
