Expanding Bioeconomy
DOE's Bioenergy Technologies Program on behalf of the interagency Biomass Research and Development (R&D) Board today announces an open meeting and call for information to solicit information and viewpoints from interested parties on the challenges and opportunities of expanding the bioeconomy. This notice is being published less than 15 days prior to the meeting date due to logistical issues that had to be resolved prior to the meeting date.
Appliance Standards and Rulemaking Federal Advisory Committee (ASRAC)-Manufactured Housing Working Group
This notice announces an open meeting for the Manufactured Housing Working Group (MH Working Group). The purpose of the working group will be to discuss and, if possible, reach consensus on a proposed rule for the energy efficiency of manufactured homes, as authorized by section 413 of the Energy Independence and Security Act of 2007 (EISA).
Refinements to Policies and Procedures for Market-Based Rates for Wholesale Sales of Electric Energy, Capacity and Ancillary Services by Public Utilities
The Federal Energy Regulatory Commission (Commission) is proposing to amend its regulations governing market-based rates for public utilities pursuant to the Federal Power Act (FPA). The Commission is proposing to revise its current standards for market- based rates for sales of electric energy, capacity, and ancillary services to streamline certain aspects of its filing requirements to reduce the administrative burden on applicants and the Commission. The Commission seeks comment on the proposed revisions. In addition, the Commission provides some clarification regarding the standards for obtaining and retaining market-based rate authority.
Format and Dimensions of Maps and Drawings Required by the Commission's Hydropower Program
The Commission is issuing this Final Rule to make minor changes to its regulations. This Final Rule amends requirements pertaining to the format and dimensions of maps and drawings submitted to the Commission by applicants and licensees in the Commission's hydropower program. Specifically, the amendments: remove the requirement that applicants and licensees submit copies of certain project maps and drawings in microfilm format on aperture cards; and change the minimum and maximum dimensions applicable to submitted maps and drawings. These amendments modernize the regulations to reflect technological advances and relieve burdens placed on applicants and licensees.
Agency Information Collection Extension
EIA has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Petroleum Marketing Program, OMB Control Number 1905-0174. The proposed collection will expand the number of states that participate in the State Heating Oil and Propane Program (SHOPP) using Form EIA-877. No changes are proposed for the remaining survey forms within this collection. The following forms comprise the Petroleum Marketing collection:
Physical Security Reliability Standard
Pursuant to the section regarding Electric Reliability of the Federal Power Act, the Federal Energy Regulatory Commission (Commission) proposes to approve Reliability Standard CIP-014-1 (Physical Security). The North American Electric Reliability Corporation, the Commission-certified Electric Reliability Organization, submitted the proposed Reliability Standard for Commission approval in response to a Commission order issued on March 7, 2014. The purpose of proposed Reliability Standard CIP-014-1 is to enhance physical security measures for the most critical Bulk-Power System facilities and thereby lessen the overall vulnerability of the Bulk-Power System against physical attacks. The Commission proposes to approve Reliability Standard CIP-014-1. In addition, the Commission proposes to direct NERC to develop two modifications to the physical security Reliability Standard and seeks comment on other issues.
Generator Relay Loadability and Revised Transmission Relay Loadability Reliability Standards
Pursuant to the section regarding Electric Reliability of the Federal Power Act, the Commission approves a new Reliability Standard, PRC-025-1 (Generator Relay Loadability), submitted by the North American Electric Reliability Corporation (NERC), the Commission- approved Electric Reliability Organization. In addition, the Commission approves Reliability Standard PRC-023-3 (Transmission Relay Loadability), also submitted by NERC, which revises a currently- effective standard pertaining to transmission relay loadability.
Payment of Dividends From Funds Included in Capital Account
The Commission issues this policy statement to provide guidance that the Federal Power Act (FPA) should be interpreted as not prohibiting the payment of dividends from funds included in capital account by any public utility that has a market-based rate tariff on file with the Commission, does not have captive customers, and does not provide transmission or local distribution services. The Commission has concluded that the payment of dividends from funds included in capital account by such public utilities does not implicate the concerns underlying the enactment of the provision of the FPA that prohibits the payment of dividends from funds included in capital account. Thus, it is unnecessary for any public utility that meets the criteria identified in this policy statement to file a petition for declaratory order in order to seek assurances that dividends paid from capital account are not unlawful under this provision of the FPA.
Quadrennial Energy Review: Notice of Public Meeting
The Department of Energy published in the Federal Register on July 1, 2014, a notice of a public meeting to discuss and receive comments on issues related to the Quadrennial Energy Review. The notice is being corrected to change the time of the meeting.
Commission Information Collection Activities (FERC-725E, FERC-583, FERC-512, and FERC-588); Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 USC 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collections FERC-725E (Mandatory Reliability StandardsWECC), FERC-583 (Annual Kilowatt Generating Report), FERC-512 (Application for Preliminary Permit), FERC-588 (Emergency Natural Gas Transportation, Sale, and Exchange) to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice in the Federal Register (79 FR 19888, 4/2/ 2014) requesting public comments. The Commission received no comments on the FERC-725E, FERC-583, FERC-512, or FERC-588 and is making this notation in its submittal to OMB.

This document is being issued under the authority of the Atomic Energy Act of 1954, as amended. The Department is providing notice of a proposed subsequent arrangement under the Agreement for Cooperation Concerning Civil Uses of Nuclear Energy Between the Government of the United States of America and the Government of Canada and the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy Between the United States of America and the European Atomic Energy Community.

Waller LNG Services, LLC (d/b/a Waller Point LNG); Application for Long-Term Authorization To Export Liquefied Natural Gas Produced From Domestic Natural Gas Resources to Non-Free Trade Agreement Countries for a 25-Year Period
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on November 26, 2013, by Waller LNG Services, LLC (d/b/a Waller Point LNG) (Waller Point), requesting long-term, multi-contract authorization to export liquefied natural gas (LNG) produced from domestic sources in a volume up to 1.5 million metric tons per year (mtpa), which Waller Point states is equivalent to approximately 70 billion cubic feet per year (Bcf/yr) of natural gas, or 0.19 Bcf per day (Bcf/d).\1\ Waller Point seeks authorization to export the LNG from the proposed Waller Point LNG Terminal (the Terminal), to be located in the Calcasieu Ship Channel in Cameron Parish, Louisiana, for a 25-year term commencing on the earlier of the date of first export or five years from the date the authorization is granted. Waller Point requests authorization to export the LNG by vessel to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas (non-FTA countries), and with which trade is not prohibited by U.S. law or policy. Waller Point requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export. The Application was filed under section 3 of the Natural Gas Act (NGA). Protests, motions to intervene, notices of intervention, and written comments are invited.
Energy Efficiency Program for Consumer Products: Energy Conservation Standards for Computer and Battery Backup Systems
The U.S. Department of Energy (DOE) is initiating this rulemaking and data collection process to consider establishing energy conservation standards for computer and battery backup systems (computer systems). To inform interested parties and to facilitate this process, DOE has prepared a framework document that details the analytical approach and scope of coverage for the rulemaking, and identifies several issues on which DOE is particularly interested in receiving comments. DOE will hold a public meeting to discuss and receive comments on its planned analytical approach and issues it will address in this rulemaking proceeding. DOE welcomes written comments and relevant data from the public on any subject within the scope of this rulemaking. Energy Conservation Program for Consumer Products: Test Procedures for Refrigerators, Refrigerator-Freezers, and Freezers; Correction
On April 21, 2014, the U.S. Department of Energy (DOE) published a final rule in the Federal Register that amended the test procedure for refrigerators, refrigerator-freezers, and freezers (79 FR 22320). Due to drafting errors, that document incorrectly listed the name of a third-party test procedure that was incorporated by reference. This final rule corrects those errors.
