In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting the information collection FERC-555, Records Retention Requirements, to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission issued a Notice in the Federal Register (78 FR 61983, 10/9/2013) requesting public comments. FERC received no comments on the FERC-555 and is making this notation in its submittal to OMB.

Pursuant to Section 14(a)(2)(A) of the Federal Advisory Committee Act, (Pub. L. 92-463), and in accordance with Title 41, Code of Federal Regulations, Section 102-3.65(a), and following consultation with the Committee Management Secretariat, General Services Administration, notice is hereby given that the Biological and Environmental Research Advisory Committee will be renewed for a two- year period, beginning December 13, 2013. The Committee provides advice and recommendations to the Director, Office of Science on the biological and environmental research programs. Additionally, the renewal of the BERAC has been determined to be essential to conduct business of the Department of Energy and to be in the public interest in connection with the performance of duties imposed upon the Department of Energy, by law and agreement. The Committee will continue to operate in accordance with the provisions of the Federal Advisory Committee Act, adhering to the rules and regulations issued in implementation of that Act.

The U.S. Department of Energy (DOE or the ``Department'') proposes to adopt into the Code of Federal Regulations the definitions for ``through-the-wall central air conditioner'' and ``through-the-wall central air conditioning heat pump'' that were established in section 5 of the American Energy Manufacturing Technical Corrections Act. This notice also proposes to remove the standards for air conditioners that were superseded effective in 2006, and the now defunct references to the ``through-the-wall air conditioner and heat pump'' product class, including the definition and standards.

The Draft EIS evaluates the environmental impacts of DOE's proposed Federal action of issuing a Presidential permit to the Applicant, Champlain Hudson Power Express, Inc. (CHPEI), to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northeastern New York State.

This is the first in a series of Records of Decision (RODs) to be issued by the U.S. Department of Energy (DOE) pursuant to the Final Tank Closure and Waste Management Environmental Impact Statement for the Hanford Site, Richland, Washington (TC&WM EIS, DOE/EIS-0391, December 2012). In this EIS, DOE considered alternatives for proposed actions in three major areas: (1) Storing, retrieving, and treating radioactive waste from 177 underground storage tanks (149 Single-Shell Tanks [SSTs] and 28 Double Shell Tanks [DSTs]) at Hanford, and closure of the 149 SSTs; (2) decommissioning of the Fast Flux Test Facility (FFTF) and its auxiliary facilities; and (3) continued and expanded waste management operations on site, including the disposal of Hanford's low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW), and limited volumes of LLW and MLLW from other DOE sites. The Final TC&WM EIS includes No Action alternatives to the proposed actions in each of the three major areas, as required under the National Environmental Policy Act (NEPA). DOE's decisions described herein pertain to all three major areas. DOE intends to issue subsequent RODs as identified under SUPPLEMENTARY INFORMATION.
Energy Conservation Program: Test Procedures for Electric Motors

The U.S. Department of Energy (DOE) is amending the energy efficiency test procedures for electric motors to allow currently unregulated motors to be tested by clarifying the test setup requirements that are needed to facilitate testing of these types of electric motors. In addition, DOE is adopting definitions, which will determine the applicability of DOE's regulations to various types of electric motors. The amendments would clarify the scope of coverage for electric motors and not otherwise affect the test procedure.

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application) filed on August 23, 2013, by Eos LNG LLC (Eos), requesting long-term, multi- contract authorization to export LNG produced from domestic sources in a volume equivalent to approximately 584 billion cubic feet per year (Bcf/yr) of natural gas, or 1.6 Bcf per day (Bcf/d). Eos seeks authorization to export the LNG for a 25-year term from the proposed Eos LNG Terminal (Project), to be located at the Port of Brownsville in Brownsville, Texas. Eos requests authorization to export LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas (non-FTA countries) with which trade is not prohibited by U.S. law or policy. Eos requests that this authorization commence on the earlier of the date of first export or 8 years from the date the authorization is granted. Eos requests this authorization both on its behalf and as agent for other parties who hold title to the LNG at the time of export. The Application was filed under section 3 of the Natural Gas Act (NGA), 15 U.S.C. 717b.
