Energy Conservation Program for Consumer Products: Representative Average Unit Costs of Energy
In this notice, the U.S. Department of Energy (DOE) is forecasting the representative average unit costs of five residential energy sources for the year 2013 pursuant to the Energy Policy and Conservation Act. The five sources are electricity, natural gas, No. 2 heating oil, propane, and kerosene.
Upper Great Plains Wind Energy Draft Programmatic Environmental Impact Statement (DOE/EIS-0408)
In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Council on Environmental Quality (CEQ) regulations, the U.S. Department of Energy, Western Area Power Administration (Western) and the U.S. Department of the Interior, Fish and Wildlife Service (Service), have, as joint lead agencies, prepared the Upper Great Plains Wind Energy Draft Programmatic Environmental Impact Statement (Draft PEIS).\1\ The Draft PEIS evaluates issues associated with wind energy development within Western's Upper Great Plains Customer Service Region (UGP Region), which encompasses all or parts of the states of Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota, and upon the Service's landscape-level grassland and wetland easements in the same area. The U.S. Department of the Interior, Bureau of Reclamation (Reclamation) and Bureau of Indian Affairs (BIA), and the U.S. Department of Agriculture, Rural Utility Services (RUS) have participated as cooperating agencies. Public hearings will be held during the public comment period on the Draft PEIS. Trunkline LNG Export, LLC; Application for Long-Term Authorization to Export Liquefied Natural Gas Produced from Domestic Natural Gas Resources to Non-Free Trade Agreement Countries for a 25-Year Period
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application) filed on January 10, 2013, by Trunkline LNG Export, LLC (TLNG Export), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in an amount up to of 15 million metric tons per annum (mtpa), the equivalent of 730 billion cubic feet (Bcf) per year (Bcf/y) of natural gas (equal to 2 Bcf/day of natural gas), from the LNG terminal in Lake Charles, Louisiana (Lake Charles Terminal). TLNG Export requests this authorization for a 25- year term commencing on the earlier of the date of first export or 10 years from the date the requested authorization is granted.

Agency Information Collection Activities: Submission for OMB Review; Comment Request
The EIA has submitted an information collection request to the Office of Management and Budget (OMB) under the provisions of the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.) for review and reinstatement of the Form DOE-887, ``DOE Customer Surveys,'' OMB Control Number 1901-0302, which expired on December 31, 2012. Form DOE- 877 will garner qualitative customer and stakeholder feedback in an efficient, timely manner, in accordance with the Administration's commitment to improving service delivery. By qualitative feedback we mean information that provides useful insights on perceptions and opinions, but are not statistical surveys that yield quantitative results that can be generalized to the population of study.
International Energy Agency Meetings
The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on March 25 and 26, 2013, at the headquarters of the IEA in Paris, France in connection with a meeting of the IEA's Standing Group on Emergency Questions (SEQ), and on March 27, 2013, in connection with a joint meeting of the SEQ and the IEA's Standing Group on the Oil Market (SOM).

Energy Efficiency Program for Consumer Products: Energy Conservation Standards for Ceiling Fans and Ceiling Fan Light Kits
The U.S. Department of Energy (DOE) is initiating the rulemaking and data collection process to consider amending the energy conservation standards for ceiling fans and ceiling fan light kits. DOE also plans to conduct a test procedure rulemaking for these products. To inform interested parties and to facilitate this process, DOE has prepared a Framework Document that details the analytical approach and scope of coverage for the rulemaking, and identifies several issues on which DOE is particularly interested in receiving comment. DOE will hold an informal public meeting to discuss and receive comments on its analytical approach and issues it will address in this rulemaking proceeding. DOE welcomes written comments and relevant data from the public on any subject within the scope of this rulemaking.
