Promotion of a More Efficient Capacity Release Market
In this Final Rule the Federal Energy Regulatory Commission revises its regulations governing interstate natural gas pipelines to reflect changes in the market for short-term transportation services on pipelines and to improve the efficiency of the Commission's capacity release program. The Commission permits market based pricing for short- term capacity releases and facilitates asset management arrangements by relaxing the Commission's prohibition on tying and on its bidding requirements for certain capacity releases. The Commission further clarifies that its prohibition on tying does not apply to conditions associated with gas inventory held in storage for releases of firm storage capacity. Finally, the Commission waives its prohibition on tying and bidding requirements for capacity releases made as part of state-approved retail open access programs.
Willow Creek Wind Project
The Bonneville Power Administration (BPA) has decided to offer contract terms for the electrical interconnection into the Federal Columbia River Transmission System (FCRTS) of up to 72 megawatts of power to be generated by the proposed Willow Creek Wind Project (Wind Project). Willow Creek Energy, LLC proposes to construct and operate the proposed Wind Project in Gilliam and Morrow counties, Oregon, and has requested interconnection to the FCRTS at a point along BPA's existing Tower Road-Alkali 115-kilovolt transmission line in Gilliam County, Oregon. BPA will construct a tap to allow the Wind Project to interconnect to BPA's transmission line, and will install new equipment at BPA's existing Boardman Substation in Morrow County, Oregon to accommodate this additional power in the FCRTS. This decision to interconnect the Wind Project is consistent with and tiered to BPA's Business Plan Final Environmental Impact Statement (DOE/EIS- 0183, June 1995), and Business Plan ROD (August 1995).
Revisions to Forms, Statements, and Reporting Requirements for Natural Gas Pipelines
In this order on rehearing, the Commission affirms its basic determinations in Order No. 710, grants in part and denies in part rehearing and grants clarification regarding certain revisions to its forms and reporting requirements for natural gas pipelines.

Bright Tomorrow Lighting Competition (L PrizeTM
Pursuant to the Energy Independence and Security Act (EISA) of 2007; Subtitle E; Section 655, the National Energy Technology Laboratory, on behalf of the Office of Energy Efficiency and Renewable Energy's Building Technologies Program, intends to accept entrants to the Bright Tomorrow Lighting Competition (L PrizeTM). As outlined in the EISA, the DOE is accepting entries of Solid-State Lighting (SSL) products for full performance evaluation which have the technical potential to qualify for one of two entrant categories: 60- watt incandescent replacement and PAR type 38 halogen replacement lamps. The DOE anticipates release of the twenty-first century lamp category at a future date.
Energy Planning and Management Program; Integrated Resource Planning Rules
The Western Area Power Administration (Western) is publishing this final rule to adopt revisions to current regulations that require customers to prepare integrated resource plans (IRP). These revisions are the result of a periodic review of IRP regulations. On August 21, 2007, Western published a Federal Register notice proposing three changes to its integrated resource planning rules. The first change proposed to eliminate the requirement that a member-based association's (MBA) members unanimously approve the MBA's IRP. Approval would only be required by the MBA's governing body. The second change proposed language to encourage customers to prepare regional IRPs even if a customer is not a member of an MBA. The third change proposed to make customer IRPs more readily available to the public by requiring customers to post their IRPs on a publicly available Web site.
