The Assistant Secretary for Elementary and Secondary Education (Assistant Secretary), U.S. Department of Education (Department) proposes priorities, requirements, definitions, and performance measures under the Comprehensive Centers program. The Assistant Secretary may use these priorities, requirements, definitions, and performance measures for competitions in fiscal year (FY) 2019 and later years. We intend to use the priorities, requirements, and definitions to award grants to eligible applicants seeking to provide capacity-building services to State educational agencies (SEAs), regional educational agencies (REAs), local educational agencies (LEAs), and schools that improve educational outcomes for all students, close achievement gaps, and improve the quality of instruction.

Outdated and Superseded Regulations-Career and Technical Education National Programs
The Secretary removes outdated, superseded regulations for seven programs in the State Vocational and Applied Technology Education Programs and National Discretionary Programs of Vocational Education added by a final rule in the Federal Register on August 14, 1992 (Perkins 1992 Regulations) as authorized under the Carl D. Perkins Vocational and Applied Technology Act of 1990 (Perkins II), Title IV National Programs. These programs are no longer funded by the Department.
Membership of the Performance Review Board
The Secretary publishes a list of persons who may be named to serve on the Performance Review Board that oversees the evaluation of performance appraisals for Senior Executive Service members of the Department.
Extension of Deadline for Transmittal of Application Amendments for the Temporary Emergency Impact Aid for Displaced Students Program; Hurricane Education Recovery
On April 25, 2018, the U.S. Department of Education (Department) published in the Federal Register (83 FR 18015) a notice announcing the availability of funds and application deadlines for the Temporary Emergency Impact Aid for Displaced Students (Emergency Impact Aid) under Division B, Subdivision 1, Title VIII, ``Hurricane Education Recovery,'' of Public Law 115-123, the ``Bipartisan Budget Act of 2018.'' On May 24, 2018, the Department published in the Federal Register (83 FR 24092) a notice extending the original deadline for State educational agency (SEA) transmittal of applications and establishing a due date of July 20, 2018 for any application amendments for the Emergency Impact Aid program. This notice extends the July 20, 2018 deadline for SEA transmittal of application amendments affecting allocations under the Emergency Impact Aid program to October 5, 2018.

Impact Aid Program; Corrections
The Department of Education (Department) published final regulations in the Federal Register on September 20, 2016 to amend the Impact Aid Program (IAP) regulations issued under title VII of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act. The amendatory instructions at the end of the 2016 final rule inadvertently removed some definitions from these regulations. This document corrects the regulations by adding those definitions back into the Code of Federal Regulations (CFR).

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this new notice of a system of records entitled ``Postsecondary Education Participants System (PEPS)'' (18-11-09) and a rescinded system of records entitled ``Integrated Partner Management (IPM) system'' (18-11- 21). The Department is rescinding the IPM system because the Department did not implement it and will continue using the PEPS system of records.

Draft Policy Statement on Developing Student Achievement Levels for the National Assessment of Educational Progress
The National Assessment Governing Board (Governing Board) is soliciting public comment for guidance in finalizing a revised policy on Developing Student Achievement Levels for the National Assessment of Educational Progress (NAEP). The Governing Board is authorized to formulate policy guidelines for NAEP. The NAEP legislation specifies that the Governing Board is to develop appropriate student achievement levels for each subject and grade tested. Such levels are determined by identifying the knowledge and skills that can be measured and verified using widely accepted professional assessment standards. It is anticipated that the revised policy on Developing Student Achievement Levels for NAEP will be presented for approval at the National Assessment Governing Board quarterly meeting on November 15-17, 2018. Public and private parties and organizations are invited to provide written comments and recommendations. Voluntary participation by all interested parties is urged. This notice sets forth the review schedule and provides information for accessing additional materials that will be useful for this review.
