Teacher Incentive Fund Program
The Secretary of Education (Secretary) proposes priorities, requirements, definitions, and selection criteria under the Teacher Incentive Fund (TIF) program. These proposed priorities, requirements, definitions, and selection criteria are designed to be used in two separate and distinct TIF grant competitions: The Main TIF competition, which will provide TIF funding to eligible entities to support their implementation of performance-based compensation systems (PBCSs) in accordance with the priorities, the Main TIF requirements, the definitions, and the selection criteria proposed in this document, and the TIF Evaluation competition, which will provide, in accordance with the priorities, the Main TIF requirements, the definitions, and the selection criteria as well as the Evaluation requirements proposed in this document, TIF funding to help pay for the costs of implementing these eligible entities' PBCS in exchange for an agreement to participate in the national evaluation. The Secretary may use these proposed TIF priorities, requirements, definitions, and selection criteria in fiscal year (FY) 2010 and subsequent years. We intend the proposed priorities, requirements, definitions, and selection criteria to improve student achievement in high-need schools by creating incentives for effective teachers and principals in these schools.

On February 18, 2010, the Department of Education published a 30-day comment period notice in the Federal Register (Page 7264, Column 3) seeking public comment for an information collection entitled, ``Application for Grants under the Predominately Black Institutions Program''. This notice is hereby cancelled. Interested persons are invited to submit comments during the 60-day public comment period on or before March 8, 2010. Once the 60-day comment period ends, a 30-day public comment period notice will be published. The Acting Director, Information Collection Clearance Division, Regulatory Information Management Services, Office of Management, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

National Assessment Governing Board; Meeting
The notice sets forth the schedule and proposed agenda of a forthcoming meeting of the National Assessment Governing Board. This notice also describes the functions of the Board. Notice of this meeting is required under Section 10(a)(2) of the Federal Advisory Committee Act. This document is intended to notify members of the general public of their opportunity to attend. The Intergovernmental Review Deadline date as published on page 67184 is corrected to April 26, 2010. The specific change to be made is as follows:
Full-Service Community Schools
The Secretary of Education proposes priorities, requirements, definitions, and selection criteria for the Full-Service Community Schools (FSCS) program. The Secretary may use these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2010 and later years. We take this action to focus Federal assistance on supporting collaboration among schools and entities within a community in the provision of comprehensive academic, social, and health services for students, students' family members, and community members. We intend the priorities to support the improvement of student outcomes through their promotion of strong school-community partnerships that support effective resource coordination and service delivery.

On December 3, 2009, we published in the Federal Register (74 FR 63398) a notice inviting applications for new awards for FY 2010. The notice specified a deadline date of February 18, 2010 for the submission of applications. Since publication, however, we have learned that the Department's e-Application system will be shut down for a system update from February 10, 2010 through February 15, 2010. Therefore, in order to give applicants adequate time to submit their application packages, we are changing the deadline for the submission of applications to February 25, 2010. With this change in the deadline date, we are also changing the deadline date for intergovernmental review.

Office of Safe and Drug-Free Schools; Cooperative Civic Education and Economic Education Exchange Program
On January 20, 2010, we published in the Federal Register (75 FR 3212) a notice inviting applications for FY 2010 for the Cooperative Civic Education and Economic Education Exchange Program. The notice stated that a list of eligible countries was included in the application package (75 FR 3214). The list of eligible countries included in the application package at the time the notice inviting applications for FY 2010 was published was the list that was used in the FY 2009 program grant competition. However, an updated list of eligible countries has since been approved for FY 2010. The new list of eligible countries for FY 2010 is included in an updated application package that has been posted to the following Department of Education Web sites: https://e-Grants.ed.gov and https://www.ed.gov/programs/ coopedexchange/applicant.html. Therefore, in order to give applicants adequate time to access the updated application package, we are changing the deadline for the submission of applications to March 15, 2010. With this change in the deadline date, we are also changing the deadline date for intergovernmental review. The specific changes to be made are as follows:

Submission of Data by State Educational Agencies
The Secretary announces dates for the submission by State educational agencies (SEAs) of expenditure and revenue data and average daily attendance statistics on ED Form 2447 (the National Public Education Financial Survey (NPEFS)) for FY 2009. The Secretary sets these dates to ensure that data are available to serve as the basis for timely distribution of Federal funds. The U.S. Bureau of the Census (Bureau of the Census) is the data collection agent for the National Center for Education Statistics (NCES). The data will be published by NCES and will be used by the Secretary in the calculation of allocations for FY 2011 appropriated funds.
