3506 of the Paperwork Reduction Act of
1995 (44 U.S.C. Chapter 35) requires
that the Office of Management and
Budget (OMB) provide interested
Federal agencies and the public an early
opportunity to comment on information
collection requests. OMB may amend or
waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The Acting
Director, Information Collection
Clearance Division, Regulatory
Information Management Services,
Office of Management, publishes that
notice containing proposed information
collection requests prior to submission
of these requests to OMB. Each
proposed information collection,
grouped by office, contains the
following: (1) Type of review requested,
e.g., new, revision, extension, existing
or reinstatement; (2) Title; (3) Summary
of the collection; (4) Description of the
need for, and proposed use of, the
information; (5) Respondents and
frequency of collection; and (6)
Reporting and/or Recordkeeping
burden. OMB invites public comment.
Abstract: The EADA amended the
Higher Education Act of 1965 as
amended (HEA) to require
coeducational institutions of higher
education that participate in any
program under Title IV of the HEA and
have an intercollegiate athletic program
annually to make available upon request
a report on institutional financing and
student and staff participation in men’s
and women’s intercollegiate athletics.
The HEA of 1993 amended the EADA to
require additional disclosures, to
require that an institution submit its
report to the Department of Education,
and to require the Department to make
the institutions’ EADA reports publicly
available.

I. Funding Opportunity Description
Purpose of Program: The purposes of
the Technology and Media Services for
Individuals with Disabilities program
are to: (1) Improve results for children
with disabilities by promoting the
development, demonstration, and use of
technology; (2) support educational
media services activities designed to be
of educational value in the classroom
setting to children with disabilities; and
(3) provide support for captioning and
video description that are appropriate
for use in the classroom setting.
Priority: In accordance with 34 CFR
75.105(b)(2)(v), this priority is from
allowable activities specified in the
statute, or otherwise authorized in the
statute (see sections 674 and 681(d) of
the Individuals with Disabilities
Education Act (IDEA)).
Absolute Priority: For FY 2010 and
any subsequent year in which we make
awards based on the list of unfunded
applications from this competition, this
priority is an absolute priority. Under 34
CFR 75.105(c)(3), we consider only
applications that meet this priority.
