National Technical Advisory Council; Notice of Establishment and Call for Nominations

The Secretary announces her intention to establish the National Technical Advisory Council. The Federal Advisory Committee Act (Pub. L. 92-463 as amended; 5 U.S.C. Appendix 2) (FACA) will govern the Committee. Purpose: In order to help ensure that the Department is making sound technical decisions related to the approval of State-designed standards, assessments, and accountability systems under Title I of the Elementary and Secondary Education Act, the National Technical Advisory Council (NTAC) shall advise the Secretary of Education and the Assistant Secretary of Elementary and Secondary Education (Assistant Secretary) on the design and implementation of standards, assessments, and accountability systems consistent with Federal statutes and regulations. The NTAC shall consist of no more than 15 members. The members shall be experts in assessment and accountability and shall consist of academicians, researchers, and national, state, and local policymakers. At least one-third of the members must have experience working in or with State educational agencies or local educational agencies. Members will be appointed by the Secretary to terms of no more than three (3) years, and initial terms shall be staggered. The Secretary seeks nominations from the public for members to serve on the NTAC. A submission for a nomination for membership on the NTAC must include the nominee's contact information and information regarding the nominee's qualifications, such as a resume, current or recent positions, or research undertaken related to educational assessment and accountability. To submit a nomination, send an e-mail to oese@ed.gov with the subject ``NTAC'' or respond in writing to Patrick Rooney, U.S. Department of Education, Office of Elementary and Secondary Education, 400 Maryland Avenue, SW., Washington, DC 20202. The period for nominations will close three weeks from the date of this notice. The Assistant Secretary shall appoint a Designated Federal Officer for the Council. The DFO, in consultation with the NTAC Chair, will set the agenda for the NTAC and schedule meetings on an as-needed basis but at least twice a year. Meetings will be open to the public except as may be determined otherwise by the Secretary. At the request of the Chair, the DFO may create sub-councils consisting of at least three (3) members of the NTAC to provide guidance on an ad-hoc basis to the Assistant Secretary. The sub-councils' recommendations will be reviewed by the full Council before being submitted to the Assistant Secretary. In lieu of an annual report, following each meeting of the full NTAC or a sub-council of the NTAC, a summary of the proceedings will be prepared by the Department and then reviewed by the Council, and, upon approval of the Council, submitted to the Assistant Secretary. The reports will be made available to the public. The report shall, at a minimum, contain the topics discussed, a summary of the discussion, and recommendations for the Department, including research to be undertaken. The Assistant Secretary for Elementary and Secondary Education announces the addition of an eighth absolute priority to the seven current absolute priorities for the Migrant Education Program (MEP) Consortium Incentive Grant (CIG) program established in the notice of final requirements published in the Federal Register on March 3, 2004 (69 FR 10110) (March 2004 notice). The Assistant Secretary may use this proposed absolute priority and the absolute priorities established in the March 2004 notice for competitions in fiscal year (FY) 2008 and later years. We take this action to give State educational agencies (SEAs) the option to propose consortium arrangements that address the educational attainment needs of out-of-school migratory youth whose education is interrupted.

The Department requests a one-year extension of the deadline established by OMB for the 2008-2009 Free Application for Federal Student Aid (FAFSA). OMB established the current deadline, June 30, 2008, following the approval of an Emergency Clearance of the 2008-2009 FAFSA. (For chronology of events, see below). This request does not include any changes to the functionality or format of the 2008-2009 FAFSA. The public is welcome to comment on this request, but it should be noted that the 2008-2009 FAFSA is currently approved and NO CHANGES are proposed herein. Subsequent to the approval of this ``Extension of a Currently Approval Collection'', the Department will issue a full collection clearance package for the 2009-2010 FAFSA. Unlike this request, the Department anticipates that the 2009-2010 FAFSA will include substantive changes and the public is encouraged to read and comment, as desired, on that package when it is issued in the summer of 2008.
Federal Student Aid; Leveraging Educational Assistance Partnership and Special Leveraging Educational Assistance Partnership Programs

This is a notice of deadline dates for receipt of State applications for Award Year 2008-2009 funds under the Leveraging Educational Assistance Partnership (LEAP) and Special Leveraging Educational Assistance Partnership (SLEAP) programs. The LEAP and SLEAP programs, authorized under title IV, part A, subpart 4 of the Higher Education Act of 1965, as amended (HEA), assist States in providing aid to students with substantial financial need to help them pay for their postsecondary education costs through matching formula grants to States. Under section 415C(a) of the HEA, a State must submit an application to participate in the LEAP and SLEAP programs through the State agency that administered its LEAP Program as of July 1, 1985, unless the Governor of the State has subsequently designated, and the Department has approved, a different State agency to administer the LEAP Program.

On December 28, 2007, we published in the Federal Register (72 FR 73790) a notice inviting applications (Application Notice) for the Early Reading First (ERF) FY 2008 grant competition. The deadline date for eligible applicants to transmit their pre-applications for funding under this competition was February 1, 2008, and the deadline date for full applications was April 18, 2008. We are reopening the pre- application phase of the ERF FY 2008 competition for all eligible applicants, including both local educational agencies (LEAs) and eligible non-LEAs, because the originally posted State lists of eligible LEAs did not include all LEAs that were eligible as of December 28, 2007, and included some LEAs that were ineligible as of that date. We are reopening the pre-application phase of the ERF FY 2008 competition for all eligible LEAs and for eligible entities located in communities served by those LEAs, and extending the full application phase for applicants invited to submit full applications. As a result of the changes in the pre-application and full application deadline dates for the FY 2008 ERF competition, we also are extending the intergovernmental review period required under Executive Order 12372. Applicants must refer to the Application Notice for all other requirements concerning this reopened competition. Pre-Applications: The new deadline date for eligible applicants to submit pre-applications is: Deadline for Transmittal of Pre-Applications: April 7, 2008. Pre-applications for grants under this competition must be submitted electronically using the Grants.gov Apply site (Grants.gov). For information about how to submit your pre-application electronically, or by mail or hand delivery if you qualify for an exception to the electronic submission requirement, please refer to the Application Notice. The notice is available at the following Web site: www.Grants.gov. We do not consider a pre-application that does not comply with the deadline requirements. The notice provided a deadline date and other information regarding the transmittal of applications for several FY 2008 competitions under the Personnel Development to Improve Services and Results for Children with Disabilities Program. We are reopening the competition for the Special Education Preservice Training Improvement Grants (CFDA No. 84.325T) priority. We understand that eligible applicants may have been confused about the maximum award amount for the five-year project period for this particular grant, which was mentioned in a footnote to the chart in the Award Information section, and we are re-stating it here.
