National Institute on Disability and Rehabilitation Research-Disability and Rehabilitation Research Projects and Centers Program-Rehabilitation Research and Training Centers (RRTCs)
The Assistant Secretary for Special Education and Rehabilitative Services announces a priority on vocational rehabilitation under the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2007 and later years. We take this action to focus research attention on areas of national need. We intend this priority to improve rehabilitation services and outcomes for individuals with disabilities.
Charter Schools Program (CSP)
On June 20, 2007, we published in the Federal Register (72 FR 33986) a notice inviting applications for new awards for two fiscal year (FY) 2007 competitions under the Charter Schools Program (CFDA 84.282B and CFDA 84.282C). That notice incorrectly included Alaska, Missouri, and New Hampshire in the list of States that currently have approved applications under the CSP. Non-State educational agency (Non- SEA) eligible applicants in States that currently have approved applications under the CSP are ineligible to apply under these competitions and must contact the SEA for information related to the State's CSP subgrant competition. Because Alaska, Missouri, and New Hampshire do not currently have approved applications under the CSP, non-SEA eligible applicants from these three states are, in fact, eligible to apply directly to the Department for CSP grants under these competitions. For these reasons, we are removing Alaska, Missouri, and New Hampshire from the list of States that currently have approved applications under the CSP. The Note on page 33986, in the third column, under III. Eligibility Information, 1. Eligible Applicants: Planning and Initial Implementation (CFDA No. 84.282B) is corrected to read as follows:

Privacy Act of 1974; System of Records-Impact Evaluation of Upward Bound's Increased Focus on Higher-Risk Students
In accordance with the Privacy Act of 1974, as amended, (Privacy Act) the Department of Education (Department) publishes this notice of a new system of records entitled ``Impact Evaluation of Upward Bound's Increased Focus on Higher-Risk Students'' (18-13-17). The National Center for Education Evaluation and Regional Assistance at the Department's Institute of Education Sciences (IES) commissioned this evaluation. It will be conducted under a contract that IES awarded in September 2006. IES has been collaborating with the Department's Office of Postsecondary Education (OPE) to coordinate the study of the impacts of the Upward Bound program on higher-risk students and students as a whole. The study will address the following questions: (1) What are the impacts of Upward Bound on student outcomes including course taking, grades received, test scores, retention in high school, college preparation services received, and college and career expectationsboth overall and for higher-risk students? (2) Does the impact of Upward Bound vary according to grantee practices and characteristics, such as the ratio of higher-risk students to total students served by the grantee? (3) Does there appear to be a relationship between program impacts and control group students' receipt of similar services, such as tutoring, mentoring, after-school and summer enrichment programs, and college application and financial aid assistance? The system will contain information about approximately 3,600 students applying for admission at approximately 90 Upward Bound grantees for the 2007-2008 academic year, of which approximately 1,800 will have been offered admission to Upward Bound and 1,800 will serve as a control group for the purposes of this evaluation. These students will be in either 9th or 10th grade during the 2007-2008 academic year. The Upward Bound grantees included in the evaluation will be a sample of all Upward Bound grantees. The system of records will include information about these sampled students, including their names, addresses, demographic information such as race/ethnicity, gender, age, and educational background, attitudes toward school, and educational aspirations.

Federal Perkins Loan Program, Federal Family Education Loan Program, and William D. Ford Federal Direct Loan Program
The Secretary proposes to amend the Federal Perkins Loan (Perkins Loan) Program, Federal Family Education Loan (FFEL) Program, and William D. Ford Federal Direct Loan (Direct Loan) Program regulations. The Secretary is amending these regulations to strengthen and improve the administration of the loan programs authorized under Title IV of the Higher Education Act of 1965, as amended.
Elementary and Secondary Education Act; Implementation; Single-Sex Classes and Schools; Guidelines
The Secretary of Education gives notice that ``Guidelines on current title IX requirements related to single-sex classes and schools,'' published in the Federal Register on May 8, 2002 (67 FR 31102), for use by State educational agencies (SEAs) and local educational agencies (LEAs) in certain applications for Innovative Programs funds, is withdrawn. The Secretary also gives notice that the new final regulations implementing Title IX of the Education Amendments of 1972 (Title IX), which prohibits sex discrimination in federally assisted education programs and activities, published in the Federal Register on October 25, 2006 (71 FR 62530), which expand flexibility for recipients to provide single-sex classes and schools and include a preamble explaining the requirements of these new regulations, are deemed guidelines on Title IX requirements for single-sex classes and schools for the purposes of the requirements of 20 U.S.C. 7215(c) and 20 U.S.C. 7215b(b)(9) with respect to applications for Innovative Programs funds to support single-sex classes and schools.

A Framework for Developing High-Quality English Language Proficiency Standards and Assessments
The Secretary of Education (Secretary) seeks recommendations on developing a Framework for States to consider in examining the quality of their standards and assessments for English language proficiency (ELP) under Title III of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB). The Framework, once developed, will be provided to States for their use in evaluating their ELP standards and assessments. The Framework also will help States identify their technical assistance needs related to ELP standards and assessments and, therefore, help the U.S. Department of Education (Department) provide States with the assistance they need to implement the Title III standards and assessment requirements effectively.

The Secretary announces the annual updates to the tables that will be used in the statutory ``Federal Need Analysis Methodology'' to determine a student's expected family contribution (EFC) for award year 2008-2009 for the student financial aid programs authorized under Title IV of the Higher Education Act of 1965, as amended (HEA). An EFC is the amount a student and his or her family may reasonably be expected to contribute toward the student's postsecondary educational costs for purposes of determining financial aid eligibility. The Title IV programs include the Federal Pell Grant, Academic Competitiveness Grant, National Science and Mathematics Access to Retain Talent Grant, Federal Perkins Loan, Federal Work-Study, Federal Supplemental Educational Opportunity Grant, Federal Family Education Loan, and William D. Direct Grant Programs
The Secretary proposes to amend the regulations in 34 CFR part 75, regarding the determination and recovery of indirect costs by grantees. The proposed amendments would address procedural aspects related to the establishment of temporary indirect cost rates, specify the temporary rate that would apply to grants generally, and clarify how indirect costs are determined for a group of applicants that apply for a single training grant.
