Notice of Record of Decision for Norfolk Harbor Channel Dredging, Norfolk and Portsmouth, VA
The Department of the Navy (DON), after carefully weighing the operational and environmental consequences of the proposed action, announces its decision to deepen approximately five miles of Norfolk Harbor Channel, the Federal navigational channel in the Southern Branch of the Elizabeth River, separating Norfolk and Portsmouth, Virginia. Dredging in the heavily-used waterway would occur from the Lamberts Point Deperming Station in the Lamberts Bend Reach, south to Naval Support Activity Norfolk Naval Shipyard, commonly referred to as the Norfolk Naval Shipyard (NNSY), in the Lower Reach. Dredged material would be placed at The U.S. Army Corps of Engineers' (USACE) Craney Island Dredged Material Management Area (CIDMMA). The deepening project will establish continuously safe and expeditious transit routes for U.S. Naval Ships to Lamberts Point Deperming Station and NNSY. Dredging would occur completely within the existing USACE-maintained federal navigation channel. Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS PROVIDENCE (SSN 719) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Notice of Record of Decision for Undersea Warfare Training Range
The United States (U.S.) Department of the Navy (Navy), after carefully weighing the environmental consequences of the installation and operation of the proposed action, announces its decision to develop an undersea warfare training range (USWTR) within the Preferred Alternative Site, the Jacksonville Operating Area (JAX OPAREA). At this time the Navy is implementing only a portion of the proposed action, a decision to move forward with installation of the USWTR, which consists of installing undersea cables and up to 300 nodes over a 500 square- nautical-mile area of the ocean. This location is approximately 50 nm from the northeast coast of Florida. The underwater nodes will be linked by underwater cable to a cable termination facility located ashore on Naval Station Mayport, Florida.

The Department of the Navy (DoN) hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the test craft ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB- 1), both located at the Maritime Administration's Suisun Bay National Defense Reserve Fleet, Benicia, CA. Availability for donation was previously announced in a Federal Register Notice of Availability dated September 14, 2006. DoN is revising the requirement to display both ex- SEA SHADOW and the HMB-1 either individually or together as a single unit as a static museum/memorial. This notice cancels and supersedes the Federal Register Notice of Availability dated September 14, 2006, in Vol. 71, No. 178, of the Federal Register.
Notice of Record of Decision for Laurelwood Housing Area Access, Naval Weapons Station Earle, Colts Neck, NJ
The Department of the Navy (Navy), after carefully weighing the operational and environmental consequences of the proposed action, announces its decision to provide unimpeded access to the Laurelwood housing area located at Naval Weapons Station (NWS) Earle, Colts Neck, New Jersey, as required by its agreement with the developer of the Laurelwood housing area. Unimpeded access will be accomplished through implementing Alternative Alignment 4, described in the Final Environmental Impact Statement (FEIS) as the preferred alternative, which will access NWS Earle via a new entrance south of the main gate along New Jersey Route 34 and terminate at the Laurelwood housing area. This will require the issuance of an easement to the Laurelwood developer over the path of the access road, construction of the access road, construction of a bridge over Esperance Road, and installation of perimeter fencing.

Pursuant to section 102 of the National Environmental Policy Act of 1969, and the regulations implemented by the Council on Environmental Quality (40 CFR parts 1500-1508), the Department of Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental impacts associated with the construction and operation of a proposed new Explosives Handling Wharf (EHW) located adjacent to, but separate from, the existing EHW on Hood Canal, NBK-Bangor, WA, to support TRIDENT submarines.

For this reason the executive session of this meeting will be closed to the public.
