Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The executive session of this meeting will be closed to the public.
Record of Decision for the Disposal and Re-use of Naval Station Treasure Island, CA
The Department of the Navy (DON) pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4332(2)(c), and the Council on Environmental Quality regulations (40 CFR parts 1500-1508), announces its decision to dispose of Naval Station Treasure Island (NSTI), which includes both Treasure Island and Yerba Buena Island. NSTI is located midway between the shores of the cities of San Francisco and Oakland. The disposal of NSTI will be accomplished in a manner that will allow the Treasure Island Development Authority (TIDA), the redevelopment authority established by the State of California and recognized by DoD, to reuse the property as set out in Alternative 1, described in the Final Environmental Impact Statement (FEIS) as the preferred alternative. The decision by DON to dispose of the property in a manner that allows TIDA to reuse the property as described in the preferred alternative does not make the DON responsible for any obligation or commitment, fiscal or other, made by TIDA to the State of California or to third parties. Obligations or commitments made by TIDA in the course of developing its redevelopment plan, or in obtaining approval of the redevelopment plan from the United States Department of Housing and Urban Development (HUD), remain the responsibility of TIDA.

Pursuant to Section 102(2) of the National Environmental Policy Act (NEPA) of 1969 as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Supplemental Environmental Impact Statement (Draft SEIS) to provide supplemental analyses for the Navy's employment of Surveillance Towed Array Sensor System Low Frequency Active (SURTASS LFA) sonar systems. In accordance with NEPA and its implementing regulations, this notice announces the dates and locations of public hearings.

The Department of the Navy hereby gives notice of the availability of exclusive or partially exclusive licenses to practice worldwide under the following pending patents. Any license granted shall comply with 35 U.S.C. 209 and 37 CFR Part 404. This invention relates to a pharmaceutical useful in conferring protection against diarrhea caused by Campylobacter jejuni and a method of administering said pharmaceutical. Patent application Serial Number 60/627,811 entitled ``Diagnostic Assay for Rickettsial prowazekii Disease By Detection of Responsive Gene Expression'' filed on November 10, 2004. The present invention relates to a method of diagnosing epidemic typhus caused by the bacteria Rickettsia prowazekii by analysis of modulation of host gene expression. The method contemplates the use of micro-array technology for the detection and analysis of gene up or down regulation in response to bacterial infection.
Notice of Performance Review Board Membership
Pursuant to 5 U.S.C. 4314(c)(4), the Department of the Navy (DON) announces the appointment of members to the DON's numerous Senior Executive Service (SES) Performance Review Boards (PRBs). The purpose of the PRBs is to provide fair and impartial review of the annual SES performance appraisal prepared by the senior executive's assigned rating officials; to make recommendations to authorizing officials regarding acceptance or modification of the performance rating; and to make recommendations for performance bonuses and basic pay increases.
