HQ USAF Scientific Advisory Board Notice of Meeting
The Air Force Scientific Advisory Board (SAB) will meet on 28- 29 June, 2007 at the Arnold and Mabel Beckman Center of the National Academies of Sciences and Engineering in Irvine, CA. The purpose of the meeting is to present the findings and recommendations of the FY 2007 SAB studies. The meeting will be closed to the public to discuss matters covered under subsection (c), subparagraphs (1), (4), and (9)(B) of Section 552b, Title 5, United States Code.
Air University Board of Visitors Meeting

Active Duty Service Determinations for Civilian or Contractual Groups
On May 1, 2007, the Secretary of the Air Force, acting as Executive Agent of the Secretary of Defense, determined that the service of the groups known as: a. The U.S. and Foreign Civilian Employees of CAT, Inc., Who Operated in Korea Under Operation Book Lift During 1950 and 1951 and Any Ground Support Personnel Necessary to Support That Mission; b. The U.S. and Foreign Civilian Employees of CAT, Inc., Who Operated Air Force C-119 Aircraft to Drop Ammunition and Other Supplies to French Troops at Dien Bien Phu in 1954 and Any Ground Support Personnel Necessary to Support that Mission; c. The U.S. and Foreign Civilian Employees of CAT, Inc., Who Operated B-26 Aircraft in Indonesia From 1958 Through 1962, and Any Ground Support Personnel Who Supported That Mission: d. The U.S. and Foreign Civilian Employees of Air America, Inc., who Operated Fixed Wing or Helicopter Aircraft in Support of U.S. Army Special Forces in Laos as Part of Operation Hot Foot and Operation White Star From 1959 Through 1962, and in Support of Operation Mill Pond, the Airlift from Thailand to Tibet, and Any Ground Support Personnel Necessary to Support Those Missions; e. The U.S. and Foreign Civilian Employees of Air America, Inc., Who Operated Fixed Wing or Helicopter Aircraft in Direct Support of the U.S. Air Force Operating in Laos in the Steve Canyon Program (Ravens), the Site 85 Operation, Photo Reconnaissance, the Harp (sic) Program, and Search and Rescue (SAR) Operations for U.S. Military Flight Crews from 1964 Through 1974, and Any In-Country Ground Support Personnel, Who Were Necessary to Support Those Missions and Held Supervisory Positions; and f. The U.S. and Foreign Civilian Employees of Air America, Inc., Who Operated Fixed Wing or Helicopter Aircraft in Vietnam in Direct Support of the U.S. Army Special Forces from 1964 through 1975, and Any In-Country Ground Support Personnel, Who Were Necessary to Support those Missions and Held Supervisory Positions shall not be considered ``active duty'' for purposes of all laws administered by the Department of Veterans Affairs (VA).
U.S. Air Force Academy Board Of Visitors Meeting
Pursuant to 10 U.S.C. 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will meet at USAFA, Colorado Springs, Colorado, on 4-5 May 2007. The purpose of this meeting is to review morale and discipline, curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other matters relating to the Academy. Pursuant to 5 U.S.C. 552b, as amended and 41 CFR 102-3.155, the Department of Defense has determined that portions of this meeting shall be closed to the public. The Administrative Assistant to the Secretary of the Air Force, in consultation with the Office of the Air Force General Counsel, has determined in writing that the public interest requires that portions of this meeting be closed to the public because it will be concerned with matters listed in Sec. 552b(c)(6) and (9) of Title 5 United States Code. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act (FACA) and the procedures described in this paragraph. Written statements should be no longer than two type-written pages and must address the following details: the issue, discussion, and a recommended course of action. Supporting documentation may also be included as needed to establish the appropriate historical context and provide any necessary background information. Written statements can be submitted to the Designated Federal Officer (DFO) at the address detailed below at any time. However, if a written statement is not received at least 10 days before the first day of the meeting which is the subject of this notice, then it may not be provided to, or considered by, the BoV until its next open meeting. The DFO will review all timely submissions with the BoV Chairperson and ensure they are provided to members of the BoV before the meeting that is the subject of this notice. For the benefit of the public, rosters that list the names of BoV members and any releasable materials presented during open portions of this BoV meeting shall be made available upon request. If, after review of timely submitted written comments, the BoV Chairperson and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present their issue during an open portion of the BoV meeting that is the subject of this notice. Members of the BoV may also petition the Chairperson to allow specific persons to make oral presentations before the BoV. Any oral presentations before the BoV shall be in accordance with 41 CFR 102- 3.140(c), section 10(a)(3) of the FACA, and this paragraph. The DFO and BoV Chairperson may, if desired, allot a specific amount of time for members of the public to present their issue for BoV review and discussion. Direct questioning of BoV members or meeting participants by the public is not permitted except with the approval of the DFO and Chairperson.
Realistic Bomber Training Initiative
On March 20, 2007, the United States Air Force signed a Record of Decision for the Realistic Bomber Training Initiative Supplemental Environmental Impact Statement. This decision was based on information, analysis, and public comments contained in both the Environmental Impact Statement for the Realistic Bomber Training Initiative (Federal Register Notice of Availability February 4, 2000) and the Supplemental Environmental Impact Statement for the Realistic Bomber Training Initiative (Federal Register Notice of Availability published August 11, 2006), along with other relevant factors. After carefully considering the issues addressed in the Supplemental Environmental Impact Statement and the comments submitted, the Air Force decided not to change the decision described in the initial Record of Decision and to continue implementation of Alternative B of the Realistic Bomber Training Initiative. This alternative includes the use of appropriate training assets associated with Instrument Route IR-178/Lancer Military Operations Area. As indicated above, a Notice of Availability of the Final Supplemental Environmental Impact Statement was published in the Federal Register on August 11, 2006 (Volume 71, Number 155, Page 46220). The required 30-day waiting period for a Record of Decision has been completed.

Record of Decision-Barry M. Goldwater Range Integrated Natural Resource Management Plan Environmental Impact Statement
The United States Air Force and the United States Marine Corps completed Barry M. Goldwater Range Integrated Natural Resource Management Plan Environmental Impact Statement (EIS) by signing a Record of Decision (ROD). The ROD is based on matters discussed in the Final EIS, inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available on May 26, 2006 through a notice in the Federal Register (Volume 71, Number 102) with a waiting period ending June 26, 2006. The ROD documents the decisions of the Air Force and the Marine Corps as analyzed in the Final EIS, in furtherance of the Military Lands Withdrawal Act of 1999 (Pub. L. 106-65) and the Sikes Act (16 U.S.C. 670) prescribing a management plan for the natural resources present on the BMGR.

United Launch Alliance Industry Day To Inform Industry of the Federal Trade Commission's Consent Order Regarding United Launch Alliance
The purpose of the United Launch Alliance (ULA) Industry Day is to inform industry of the Federal Trade Commission's Consent Order regarding ULA and the role of the Compliance Officer to oversee compliance with the Consent Order. The Order is intended to ensure that ULA affords all satellite manufacturers non-discriminatory treatment for launch services and that Lockheed and Boeing, as satellite manufacturers, consider all qualified launch vehicle providers on a non-discriminatory basis. The order also requires firewalls to prevent information from a satellite or other launch vehicle provider from being shared by ULA with its Boeing or Lockheed Martin parent. The role of the Compliance Officer is to oversee compliance with the Consent Order by all three respondents and to investigate any complaint or representation arising in relation to or connected with compliance of this order.
New Mexico Training Range Initiative, Cannon Air Force Base, NM
On February 13, 2007, the United States Air Force signed the ROD for the New Mexico Training Range Initiative, Cannon Air Force Base, New Mexico. The ROD states the Air Force decision to implement Alternative A (Preferred Alternative) that will expand the size, operational altitudes and usefulness of the Pecos Military Operations Area and Associated Air Traffic Controlled Assigned Airspace. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available on October 20, 2006 in the Federal Register (Volume 71, Number 203, Pages 61967-61968) with a wait period ending November 20, 2006. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS.
Housing Privatization Phase II, Hickam Air Force Base, HI and Bellows Air Force Station, HI
On February 13, 2007, the United States Air Force signed the ROD for the Housing Privatization Phase II, Hickam Air Force Base, Hawaii, and Bellows Air Force Station, Hawaii. The ROD states the Air Force decision to implement Alternative B (Privatization Excluding Fort Kamehameha) that will convey and privatize 1,297 of the remaining 1,330 Government-owned military housing units on Hickam AFB and six family housing units on Bellows AFS. Privatization would exclude the 25.75 acres of land and 33 historic housing units on Fort Kamehameha. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available on December 22, 2006 in the Federal Register (Volume 71, Number 246, Page 77013) with a wait period ending January 22, 2007. Establishment and Operation of an Intelligence, Surveillance, Reconnaissance, and Strike Capability, Andersen Air Force Base, Guam
On January 12, 2007, the United States Air Force signed the ROD for the Establishment and Operation of an Intelligence, Surveillance, Reconnaissance, and Strike Capability, Andersen Air Force Base, Guam. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available on November 24, 2006 in the Federal Register (Volume 71, Number 226, Page 67864) with a wait period ending December 26, 2006. The Air Force was the National Environmental Policy Act (NEPA) lead agency with the Department of the Navy acting as a Cooperating Agency under NEPA. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS.
Notice of Intent To Prepare an Environmental Impact Statement (EIS) for Construction and Operation of a Panoramic Survey Telescope and Rapid Response System (Pan-STARRS) at the Summit of Mauna Kea, HI
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 United States Code 4321, et. seq.), the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulation (CFR) Parts 1500- 1508), and U.S. Air Force (USAF) policy and procedures (32 CFR part 989), the USAF is issuing this notice to advise the public of its intent to prepare an EIS evaluating potential environmental impacts associated with construction and operation of the proposed Panoramic Survey Telescope and Rapid Response System (Pan-STARRS) by the University of Hawaii (UH) Institute for Astronomy (IfA). Public scoping meetings will be held to assist in identifying reasonable alternatives, their potential impacts and the relative significance of impacts to be analyzed in the EIS. Pan-STARRS is a USAF-funded, UH IfA research program to discover, characterize and track Near-Earth Objects (NEOs), primarily asteroids and comets, whose trajectories pass close enough to Earth that they may pose a danger of collision. Pan-STARRS could also map the large-scale structure of the Universe, searching for astronomical objects that move or change such as exploding stars, variable stars, and planets around other stars. The Pan-STARRS design involves four individual wide-field optical systems, each with a dedicated digital camera. The digital cameras would be the largest ever built. Each night Pan-STARRS would image one-fifth of the visible sky, allowing it to survey the entire visible sky once per week. Exposed images would be downloaded through existing data transmission infrastructure to a UH-operated computer facility for processing and analysis. The UH IfA intends to publish the data generated. Since 2002, the USAF has funded UH IfA's research into the technology behind Pan-STARRS, including fabrication of a single optical system prototype unit and its installation into an existing observatory on Maui. Although the USAF would fund its construction, the Pan-STARRS facility would be owned, operated, and maintained by UH IfA and used for IfA-directed research. The EIS will analyze three alternatives: rebuilding an existing IfA observatory for Pan-STARRS use at the preferred site on Mauna Kea on the island of Hawaii, constructing a new observatory at an undeveloped site on Haleakala on the island of Maui, and the No Action alternative. The EIS will be prepared as a joint federal-state document in compliance with both NEPA and the State of Hawaii Environmental Impact Statements law (Chapter 343, Hawaii Revised Statutes). Biological resources of concern to be addressed in the EIS include the rare Wekiu bug (Nysius wekiucola) on Mauna Kea and the `ua'u (Hawaiian petrel) on Haleakala. Cultural resources of concern include prehistoric or historic districts, archeological sites, shrines, trails, cultural objects and Traditional Cultural Properties with links to cultural and religious practices of Native Hawaiians; possible human remains issues; sacred sites; landscapes; and broader variables of aesthetics. The USAF intends to use the EIS process and documentation to fulfill its National Historic Preservation Act, Section 106 consultation requirements (36 CFR 800.8). The USAF and UH will host public scoping meetings on the Islands of Hawaii, Maui and Oahu in late January or early February to solicit public participation in this environmental analysis. Exact dates, times and location(s) of meetings will be announced through local media. The scoping process will help identify the full range of reasonable alternatives, potential impacts and key issues to be emphasized in the environmental analysis. Recognizing that open communication of issues is a critical element of the EIS process, the USAF and UH intend to ensure that the scoping experience is meaningful and productive for all participants. Accordingly, the project team is putting strong emphasis on an EIS process that fosters beneficial dialogue and relationship building among all stakeholders, particularly those in the native Hawaiian community. Handicap assistance and translation service will be made available; please provide requests in advance to the point of contact listed below. Oral and written comments presented at the public scoping meetings, as well as written comments received by the USAF during this scoping period and throughout the EIS process, will be considered in the preparation of the EIS. To ensure the USAF has sufficient time to consider public input in preparation of the Draft EIS, written comments should be submitted to the address below by 28 Feb 07. Letters and other written or oral comments received may be published in the EIS along with the names of the individuals making the comments. HQ USAF Scientific Advisory Board Notice of Meeting
Pursuant to Public Law 92-463, notice is hereby given of the forthcoming meeting of the Air Force Scientific Advisory Board. The purpose of the meeting is to hold the winter quarterly meeting, discuss the results of the Fiscal Year 2007 Science and Technology Quality Review, and plan for accomplishing the five, Air Force leadership- directed studies for Fiscal Year 2007. The titles of the five studies are: Implications of Cyber Warfare, Operational Utility of Small Satellites, Theater Ballistic Missile Threat Assessment, Thermal Management Technology Solutions, Use and Sustainment of Composites in Aircraft. The meeting will be open to the public from 8 a.m. to 9 a.m. for opening remarks from the Chair and a briefing from Public Affairs on relations with the media. The remainder of the meeting will be closed to the public to discuss matters covered under subsection (c), subparagraphs (1), (4), and (9)(B) of Section 552b, Title 5, United States Code.
