The Water Resources Reform and Development Act (WRRDA) 2014, as amended, requires the Secretary of the Army annually submit to the Congress a report (Annual Report) that identifies feasibility reports, proposed feasibility studies submitted by non-Federal interests, proposed modifications to authorized water resources development projects or feasibility studies, and proposed modifications to environmental infrastructure program authorities that meet certain criteria. The Annual Report is to be based, in part, upon requests for proposals submitted by non-Federal interests.
Notice of Virtual Public Meetings for the Draft Environmental Impact Statement for Testing and Training Activities in the Patuxent River Complex
Pursuant to the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality, the Department of the Navy (DON) has prepared and filed with the United States Environmental Protection Agency a Draft Environmental Impact Statement (EIS) for Testing and Training Activities in the Patuxent River Complex (PRC), Naval Air Station (NAS) Patuxent River, Maryland. The Draft EIS evaluates the potential environmental effects of continuing to conduct military research, development, test and evaluation (also referred to as ``testing'') and training activities within the PRC. Activities include those analyzed in the December 1998 PRC Final EIS and subsequent environmental assessments, as well as adjustments to current testing and training activities required to support projected DON military readiness requirements into the foreseeable future. This notice announces the public review and comment period and the dates of the virtual public meetings, includes information about how the public can review and comment on the document, and provides supplementary information about the environmental planning effort.

Revised Non-Foreign Overseas Per Diem Rates
Defense Human Resources Activity publishes this Civilian Personnel Per Diem Bulletin Number 317. Bulletin Number 317 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year (FY) 2021 lodging rate review resulted in lodging rate changes in certain locations.

Due to the special construction and purpose of this vessel, the Deputy Assistant Judge Advocate General (DAJAG)(Admiralty and Maritime Law) has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.

Privacy Act of 1974; System of Records
The Department of the Army is modifying and renaming the United States Military Entrance Processing Command (USMEPCOM) Integrated Resource System (USMIRS), A0601-270. As the executive agent, the Department of the Army uses the USMIRS to determine the qualifications of applicants for the Armed Forces of the United States through aptitude testing, medical examination, identity verification, background screening, and administrative processing. Records will also be used to determine patterns and trends in the military population, and for statistical analyses.

The Department of the Air Force (DAF) and the U.S. Navy, acting as a Cooperating Agency, are issuing this Notice of Intent to prepare an Environmental Impact Statement (EIS) to assess the potential social, economic, and environmental impacts associated with proposed Infrastructure Upgrades at Andersen Air Force Base (AFB), Guam. The EIS will analyze the potential impacts of constructing proposed infrastructure upgrades at Andersen AFB and using this infrastructure consistent with existing installation operations once construction is completed.

On February 24, 2021, President Biden issued the Executive Order ``America's Supply Chains,'' which directs several Federal agency actions to secure and strengthen America's supply chains. One of these directions is for the Secretary of Defense (as the National Defense Stockpile Manager pursuant to the Strategic and Critical Materials Stock Piling Act), in consultation with the heads of appropriate agencies, shall submit a report, within 100 days, identifying risks in the supply chain for strategic and critical materials as well as policy recommendations to address these risks.

On March 29, 2021, the Department of the Air Force (DAF) signed the Record of Decision (ROD) for the Special Use Airspace Optimization at Holloman Air Force Base Environmental Impact Statement.
Notice of Intended Disinterment
The Office of Army Cemeteries (OAC) is honoring the requests of the Rosebud Sioux family members and an Aleut family member to disinter the human remains of 10 Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are: Sophia Tetoff from the Alaskan Aleut; and from the Rosebud Sioux: Lucy Take the Tail (Pretty Eagle); Rose Long Face (Little Hawk); Ernest Knocks Off (White Thunder); Dennis Strikes First (Blue Tomahawk); Maud Little Girl (Swift Bear); Friend Hollow Horn Bear; Warren Painter (Bear Paints Dirt); Alvan (Kills Seven Horses); Dora Her Pipe (Brave Bull). These students died between 1880 and 1910 while attending the Carlisle Indian Industrial School. At the request of the closest living relative for each decedent, OAC will disinter and facilitate the transport and reinterment of the remains in private cemeteries chosen by the families at government expense. This disinterment will be conducted in accordance with Army Regulation 290- 5. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection. They are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.
