The NATO STANAG 4703 CST is seeking points of contact (POC) from U.S. UAS Unmanned Aircraft System Industry who are interested in participating in a formal review of STANAG 4703 Edition 1. The STANAG 4703 CST is seeking written comments and/or concerns from industry that will be provided to the CST for review and consideration for incorporation in future editions of the STANAG. NATO STANAG 4703 contains a set of technical airworthiness requirements intended for the airworthiness certification of fixed-wing light military UAS with a maximum take-off weight not greater than 150 kg that intend to regularly operate in non-segregated airspace over all population densities. These requirements represent the minimum acceptable airworthiness requirements for design and construction of military fixed-wing UAS intended to operate in non-segregated airspace. STANAG 4703 is intended to be implemented for airworthiness certification of Light UAS within each nation's national regulatory framework. Interested participant POC information will be forwarded to the STANAG 4703 CST Chairman by the STANAG 4703 U.S. Head of Delegation. A copy of STANAG 4703 will be provided to interested participants once the POC information is received by the U.S. Delegation. The intent of this effort is to collect comments from NATO member Fixed Wing UAS Industries, to disposition the comments, and at a future date hold an Industry Day to discuss industry comments provided in an open forum. This rulemaking proposes comprehensive revisions to the TRICARE regulation to reduce administrative barriers to access to mental health benefit coverage and to improve access to substance use disorder (SUD) treatment for TRICARE beneficiaries, consistent with earlier Department of Defense and Institute of Medicine recommendations, current standards of practice in mental health and addiction medicine, and governing laws. This proposed rule has four main objectives: (1) To eliminate quantitative and qualitative treatment limitations on SUD and mental health benefit coverage and align beneficiary cost-sharing for mental health and SUD benefits with those applicable to medical/surgical benefits; (2) to expand covered mental health and SUD treatment under TRICARE, to include coverage of intensive outpatient programs and treatment of opioid use disorder; (3) to streamline the requirements for mental health and SUD institutional providers to become TRICARE authorized providers; and (4) to develop TRICARE reimbursement methodologies for newly recognized mental health and SUD intensive outpatient programs and opioid treatment programs.

The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS MONTGOMERY (LCS 8) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The U.S. Army Corps of Engineers (USACE) is providing notification of public meetings to obtain comment on the Draft EIS noted above to facilitate compliance with, in part, the National Environmental Policy Act of 1969. The Bureau of Land Management (BLM) is providing notification of Alaska National Interest Lands Conservation Act (ANILCA) Section 810 Hearings related to the preliminary ANILCA 810 Findings contained in the above Draft EIS. Section 810 of the Alaska National Interest Lands Conservation Act requires the BLM to evaluate the effects of plans presented in this Draft EIS on subsistence activities in the area of the proposed action and its alternatives, and to hold public hearings if it finds that any alternative may significantly restrict subsistence activities. The analysis of environmental consequences indicates the proposed action may significantly restrict subsistence in some portions of the proposed project area. Therefore, the BLM is holding public hearings on potential subsistence impacts in conjunction with the public meetings discussed below. BLM's preliminary ANILCA 810 Findings are contained in Appendix N of the Draft EIS.

In compliance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i), the Department of the Army hereby gives notice of its intent to grant to Schafer Aerospace; a corporation having its principle place of business at 2309 Renard Place SE., Suite 300, Albuquerque, NM 87106, exclusive license in the field of fiber laser array systems with specific application in the areas of laser communication, beam aberration correction, Light Detection and Ranging (LIDAR/LADAR), beam steering (random access) and precision pointing and tracking. The proposed license would be relative to the following: U.S Patent Application Number 2014/0231618 entitled ``Apparatus for Coherent Beam Combining in an Array of Laser Collimators'', Inventors Beresnev et al, Filing date September 27, 2013. U.S Patent Application Number 2014/0241665 entitled ``Light Beam Collimator Particularly Suitable for a Densely Packed Array'', Inventor Beresnev, Filing date February 28, 2013. U.S Patent Application Number 2013/0342078 entitled ``Apparatus and Method of Making a Multi-Layered Piezoelectric Actuator'', Inventor Beresnev, Filing Date August 27, 2013.
Intent To Prepare an Integrated Draft Feasibility Report and Environmental Impact Statement for Proposed Reallocation of Flood Storage to Water Supply at Wright Patman Lake on the Sulphur River in Cass and Bowie, Counties in Northeast Texas

The study is being conducted under the authority contained in the 1958 Water Supply Act (Pub. L. 85-500), Section 301, as amended in 43 United States Code (U.S.C.) 390b and by the River and Harbor Flood Control Act of 1970 (Pub. L. 91-611), as amended, under Section 216 and under guidance provided in ER 1105-2-100. The U.S. Army Corps of Engineers (USACE) will prepare an integrated Draft Feasibility Report and Draft Environmental Impact Statement (EIS) that describes the results of investigations and analyses used to make determinations as to whether and/or what amount of flood storage might be reallocated to water supply to meet the needs of Region C and Region D. The Sulphur River Basin Authority (SRBA) is the non-federal sponsor to study the feasibility of reallocation (converting flood storage to water supply or raising the pool level) while protecting the City of Texarkana's water rights of 180,000 acre-feet (AF) per year. SRBA's sponsorship is for the study only. If reallocation is determined feasible and is pursued, the USACE will require a non-federal sponsor or sponsors for reallocation.
