The Department of Defense is publishing this notice to announce the following Federal Advisory Committee meeting of the U.S. Strategic Command Strategic Advisory Group. This meeting will be closed to the public.

The Department of the Navy hereby gives notice of its intent to grant to IRFlex Corporation, a revocable, nonassignable, exclusive license to practice in the field of use of nonlinear, mid-infrared fiber and fiber devices to generate and/or guide mid-infrared sources over long distances (1-500 meters) in the United States, the Government-owned invention described in U.S. Patent No. 8,710,470 entitled ``Wavelength and Power Scalable Waveguiding-Based Infrared Laser System'', Navy Case No. 101,907 and any continuations, divisionals or re-issues thereof.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning schedules for construction contracts. A notice was published in the Federal Register at 81 FR 7799 on February 16, 2016. No comments were received.

On Wednesday, April 20, 2016 (81 FR 23279-23280), the Department of Defense published a notice titled Privacy Act of 1974; System of Records. Subsequent to the publication of the notice, DoD discovered an error in the SUPPLEMENTARY INFORMATION section. This notice corrects the error.

On April 4, 2016, the United States Air Force signed the ROD for the United States Air Force F-35A Operational BeddownPacific Final Environmental Impact Statement (EIS). This ROD states the Air Force decision is to select the Proposed Action. The decision means that the Air Force will beddown two squadrons of F-35A aircraft (48 Primary Assigned Aircraft and 6 Backup Inventory) at Eielson Air Force Base, Alaska. The F-35A aircraft will use related airspace and ranges, particularly the Joint Alaska Pacific Range Complex (JAPRC); no new airspace has been proposed to accommodate the F-35A operations. The decision was based on matters discussed in the Final EIS; inputs from the public, Native American tribes, and Federal, State and local units of government, and regulatory agencies; and other relevant factors. The Final EIS was made available to the public on March 4, 2016 through a NOA in the Federal Register (Volume 81, Number 43, Page 11557) with a post-filing waiting period that ended on April 3, 2016. This ROD documents only the Air Force decision on the proposed actions analyzed in the Final EIS. In compliance with the Paperwork Reduction Act of 1995, the Office of the Assistant Secretary of Defense for Research and Engineering announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Under the provisions of the Paperwork Reduction Act Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning use of the Data Universal Numbering System (DUNS) as primary contractor identification. The DUNS number is the nine-digit identification number assigned by Dun and Bradstreet Information Services to an establishment. A notice was published in the Federal Register at 81 FR 6860 on February 9, 2016. Two respondents submitted eight comments that were received.

The Department of the Army is deleting a system of records notice from its existing inventory of record systems subject to the Privacy Act of 1974, as amended. The system of records notice is AAFES 0604.02, entitled ``Unfair Labor Practice Claim/Charges Files.''

The Office of the Secretary of Defense proposes to amend a system of records, DWHS P18, entitled ``Office of the Secretary of Defense Identification Badge System.'' The system is used by officials of the Military Personnel Division, Human Resources Directorate, Washington Headquarters Services to temporarily issue the badge at arrival and determine who is authorized permanent award after a one- year period and then prepare the certificate to recognize this event.

Pursuant to the requirements of the National Environmental Policy Act of 1969, as amended (NEPA), 42 U.S.C. 4321-4370, as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), the U.S. Army Corps of Engineers (USACE), on behalf of the Arlington National Cemetery (ANC), plans to prepare an Environmental Assessment (EA) to evaluate environmental impacts from reasonable project alternatives and to determine the potential for significant impacts related to the proposed ANC Southern Expansion Project and Associated Roadway Realignment. If the ANC and the USACE determine that there is a potential for a significant environmental impact, the USACE will issue a Notice of Intent to prepare an Environmental Impact Statement (EIS) in the Federal Register.

Consistent with the Defense Health Agency's creation on October 1, 2013, the existing system of records, DHA 20 DoD, entitled ``Department of Defense Suicide Event Report (DoDSER) System,'' is being realigned to the Defense Health Agency's compilation of Privacy Act System of Records Notices (SORNs). The realignment of this system requires a change in its system identifier to reflect the numbering system used by the Defense Health Agency. The Defense Health Agency also proposes to alter this system of records. This system establishes, collects, and maintains integrated DoD enterprise and survey data to be used for direct reporting of Reportable Events involving individuals on active duty or serving in the Reserves, supporting ongoing population-based health surveillance activities and public health within DoD, and for analysis. Surveillance activities include the systematic collection, analysis, interpretation, and reporting of outcome-specific data for use in planning and development of best practices, education, public health within DoD, and training on protocols for identifying, responding to, and managing individuals at increased risk of suicide; and implementation, evaluation, and prevention of suicide behaviors and Reportable Events within the DoD.
