Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air University Board of Visitors' Air Force Institute of Technology (AFIT) Subcommittee meeting will take place on Monday, 25 April 2016, from approximately 8:00 a.m. to approximately 4:00 p.m. and Tuesday, 26 April, 2016, from approximately 8:00 a.m. to approximately 4:00 p.m. The meeting will be held at AFIT, on Wright-Patterson, Air Force Base, in Dayton, Ohio. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational policies, programs, and direction of the Air Force Institute of Technology. Specific to this agenda is AFIT laboratory visits. In addition, the Air University Board of Visitors' spring meeting will take place on Tuesday, April 26th, 2016, from approximately 8:00 a.m. to approximately 4:00 p.m. and Wednesday, April 27th, 2016, from approximately 7:30 a.m. to approximately 3:00 p.m. The meeting will be held at the Air Force Institute of Technology, on Wright-Patterson, Air Force Base, in Dayton, Ohio. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155 all sessions of the Air University Board of Visitors' meetings' will be open to the public. Any member of the public wishing to provide input to the Air University Board of Visitors' should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements can be submitted to the Designated Federal Officer at the address detailed below at any time. Statements being submitted in response to the agenda mentioned in this notice must be received by the Designated Federal Officer at the address listed below at least ten calendar days prior to the meeting which is the subject of this notice. Written statements received after this date may not be provided to or considered by the Air University Board of Visitors until its next meeting. The Designated Federal Officer will review all timely submissions with the Air University Board of Visitors' Board Chairperson and ensure they are provided to members of the Board before the meeting that is the subject of this notice. Additionally, public attendance at either the AFIT Subcommittee or AU/BOV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. Any member of the public wishing to attend this meeting should contact the Designated Federal Officer listed below at least ten calendar days prior to the meeting for information on base entry procedures.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning cost accounting standards administration.

The Office of the Secretary of Defense proposes to alter a system of records notice DA&M 01, entitled ``Civil Liberties Program Case Management System'' to receive, log and track the processing of allegations of civil liberties violations by the DoD, its civilian employees, members of the Military Services, DoD contractors, or others acting under the authority of the DoD and document the review, investigation, and redress provided. Records may also be used as a management tool for statistical analysis, tracking, reporting, evaluating program effectiveness and conducting research.

Under the provisions of the Paperwork Reduction Act Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning use of the Data Universal Numbering System (DUNS) as primary contractor identification. The DUNS number is the nine-digit identification number assigned by Dun and Bradstreet Information Services to an establishment.

The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11:00 a.m. to 12:00 p.m. on March 21, 2016, will include discussions of new and pending administrative/minor disciplinary infractions and non-judicial punishment proceedings involving midshipmen attending the Naval Academy to include but not limited to individual honor/conduct violations within the Brigade; the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.

The Servicemembers Civil Relief Act, as codified at 50 U.S.C. App. Sec. 3951, prohibits a landlord from evicting a Service member (or the Service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to dwellings with monthly rents of $2,400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation and to publish the new amount in the Federal Register. We have applied the inflation index required by the statute. The maximum monthly rental amount for 50 U.S.C. App. Sec. 3951 (a)(1)(A)(ii) as of January 1, 2016, will be $3,451.20.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. The Department of the Army announces the availability of the Record of Decision (ROD) to lease land and grant easements on Schofield Barracks and Wheeler Army Airfield to Hawaiian Electric Company (Hawaiian Electric) for the construction, ownership, operation, and maintenance of a 50-megawatt (MW) capacity, biofuel-capable generating station, referred to as the Schofield Generating Station, and associated power poles, high-tension power lines, and related equipment and facilities. The action was the preferred alternative identified in the final Environmental Impact Statement (EIS) for proposed Schofield Generating Station Project (SGSP). The ROD identifies the potential environmental and socioeconomic impacts associated with the SGSP, none of which were determined to be significant adverse effects. The selected action will provide improved energy security to the Army and citizens of Oahu, support renewable energy goals, and improve future electrical generation capabilities on Oahu by providing a new secure, firm, dispatchable, flexible, and renewable energy generation to the grid on Oahu, Hawaii. Implementation of the preferred alternative will not result in significant impacts. The Army and Hawaiian Electric will implement numerous best management practices to avoid or minimize adverse environmental effects.
