The Defense Health Agency is proposing to alter an existing system of records, EDHA 23, entitled ``Pharmacy Data Transaction Service (PDTS)'', in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system is used to establish a central repository for coordinating benefits pertaining to prescriptions dispensed and/or filled at military treatment facilities, via TRICARE mail-order, the TRICARE retail pharmacy network, and privately owned pharmacies.

In compliance with the Paperwork Reduction Act of 1995, the United States Army Corps of Engineers announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The JSC is conducting its annual review of the Manual for Courts-Martial (MCM), United States. The committee invites members of the public to suggest changes to the MCM. Please provide supporting rationale for any proposed changes. In light of the significant changes to the military justice system resulting from the National Defense Authorization Acts for Fiscal Years 2014 and 2015, the JSC will not consider proposed changes submitted prior to October 1, 2014 during this annual review. If the proponent of any proposed change submitted prior to October 1, 2014 would like a previously submitted proposal to be considered by the JSC, it must be resubmitted as explained in this notice.

On February 1, 2006, the Omaha District, U.S. Army Corps of Engineers (USACE) published a Notice of Intent to Prepare an Environmental Impact Statement (EIS) to jointly analyze the direct, indirect and cumulative effects of two water supply projects that were proposed collectively as the Halligan-Seaman Water Management Project. USACE has determined that the two projects will be separated and independently evaluated as the Halligan Water Supply Project EIS and the Seaman Water Supply Project EIS. Constructing the proposed Projects would impact jurisdictional waters of the United States, thereby requiring Clean Water Act Section 404 permits. The Cities of Fort Collins and Greeley (Cities) have proposed the Projects to meet existing and future water demands during droughts, more efficiently manage the Cities' existing or future water rights, provide some operational redundancy, and possibly enhance river functions. The proposed Projects involve enlarging two existing reservoirs, Halligan Reservoir and Milton Seamen Reservoir (Seaman Reservoir), which would provide approximately 56,125 acre-feet of additional storage capacity in the Cache la Poudre River Basin. The Halligan and Seaman Water Supply Projects would both be non-federal projects constructed, owned and operated by the Cities.

The hotel listed for the Inland Waterways Users Board meeting scheduled on February 25, 2015 that was published in the Federal Register on Wednesday, January 21, 2015 (80 FR 2921) has changed. The Congressional response to the devastation in the wake of Hurricane Sandy included a mandate to collaborate with federal, state, tribal and local government agencies to regionally address the vulnerability of coastal populations at risk within the boundaries of the U.S. Army Corps of Engineers (USACE) North Atlantic Division. The goals of the North Atlantic Coast Comprehensive Study (NACCS), authorized under the Disaster Relief Appropriations Act, Public Law 113-2, were to: (1) Provide a risk management framework, consistent with National Oceanic and Atmospheric Administration/USACE Infrastructure Systems Rebuilding Principles; and (2) support resilient coastal communities and robust, sustainable coastal landscape systems, considering future sea level and climate change scenarios, to manage risk to vulnerable populations, property, ecosystems, and infrastructure. In addition, the NACCS evaluated institutional and other barriers to providing comprehensive coastal storm risk management, along with other activities warranting additional analysis. NACCS draft analyses were made available to stakeholders for review and validation in March 2014. Throughout the study process several additional opportunities for stakeholder input were made available, including a webinar collaboration series, agency and public engagements, and a feedback link on the NACCS Web page. Full NEPA and other environmental compliance would be required as part of future detailed evaluations and/or feasibility studies before any actions could be implemented. The final report was submitted to Congress and all associated documents and tools are now accessible on the NACCS Web page at: https://www.nad.usace.army.mil/compstudy.

The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11:00 a.m. to 12:00 p.m. on March 2, 2015, will address new, pending, administrative and minor disciplinary infractions and non-judicial punishments involving the Midshipmen attending the U.S. Naval Academy to include, but not limited to, individual honor or conduct violations within the Brigade, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.

The comment period for the DEIS published in the Federal Register on January 23, 2015, required comments be submitted on or before March 9, 2015. The DEIS comment period has been changed to March 16, 2015. Additionally, the Public Hearing date has been changed to March 3, 2015.

Section 302 of Public Law 99-662 established the Inland Waterways Users Board. The Board is an independent Federal advisory committee. The Secretary of the Army appoints its 11 (eleven) representative organizations. This notice is to solicit nominations for 1 appointment to a two-year term that will begin after May 28, 2015.

The U.S. Army Corps of Engineers (Corps), New Orleans District intends to prepare a Draft Supplemental Environmental Impact Statement (EIS), integrated with a General Reevaluation Report, for the Mississippi River, Baton Rouge to the Gulf of Mexico Mississippi River- Gulf Outlet, Louisiana New Industrial Canal Lock and Connecting Channels Project, hereinafter referred to as ``the Project''. This project is sometimes referred to as the Inner Harbor Navigation Canal (IHNC) Lock Replacement Project. This will be the second supplemental EIS prepared for this project.

On August 26, 2014, DLA published an NOA in the Federal Register (79 FR 50895) announcing the publication of the EA Addressing Implementation of the Real Property Master Plan (RPMP) at Defense Distribution Center, Susquehanna, Pennsylvania. The EA was available for a 30-day public comment period that ended September 25, 2014. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the EA complied with DLA Regulation (DLAR) 1000.22. No comments were received during the public comment period. This FONSI documents the decision of DLA to implement the RPMP and its component plans at Defense Distribution Center, Susquehanna, Pennsylvania. DLA has determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to strengthen protections against trafficking in persons in Federal contracts. These changes are intended to implement Executive Order (E.O.) 13627, entitled ``Strengthening Protections Against Trafficking in Persons in Federal Contracts,'' and title XVII of the National Defense Authorization Act for Fiscal Year 2013.

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to update the clause entitled ``Contractor Personnel Supporting U.S. Armed Forces Deployed Outside the United States.''

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to state the policy that the Electronic Document Access (EDA) system is DoD's online repository and distribution tool for contract documents and contract data, require internal control procedures for contract document and data verification in EDA, and remove outmoded language that is not consistent with electronic document processes.

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to further implement DoD trafficking in persons policy, and to supplement Governmentwide changes proposed in connection with Executive Order 13627, to improve awareness, compliance, and enforcement.

The Servicemembers Civil Relief Act prohibits a landlord from evicting a Service member (or the Service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to dwellings with monthly rents of $2,400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation and to publish the new amount in the Federal Register.

This rule updates the established policies, guidance, and assigned responsibilities of the DoD Privacy Program pursuant to The Privacy Act and Office of Management and Budget (OMB) Circular No. A- 130; authorizes the Defense Privacy Board and the Defense Data Integrity Board; prescribes uniform procedures for implementation of and compliance with the DoD Privacy Program; and delegates authorities and responsibilities for the effective administration of the DoD Privacy Program. This rule is part of DoD's retrospective plan, completed in August 2011, under Executive Order 13563, ``Improving Regulation and Regulatory Review.'' Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force (USAF) Scientific Advisory Board (SAB) Winter Board meeting will take place on 27 January 2015 at the Secretary of the Air Force Technical and Analytical Support Conference Center, 1550 Crystal Drive, Arlington, VA 22202. The meeting will occur from 8:00 a.m.-4:30 p.m. on Tuesday, 27 January 2015. The sessions open to the general public will be held from 8:00 a.m. to 8:45 a.m. and 10:00 a.m. to 12:00 p.m. on 27 January 2014. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to officially commence FY15 SAB studies, which consist of: (1) Cyber Vulnerabilities of Embedded Systems on Air And Space Systems, (2) Enhanced Utility of Unmanned Air Vehicles In Contested and Denied Environments, (3) Utility of Quantum Systems for the Air Force. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, a number of sessions of the USAF SAB Winter Board meeting will be closed to the public because they will discuss classified information and matters covered by section 5 U.S.C. 552b(c) (1). Due to difficulties beyond the control of the Department of Defense, the Designated Federal Officer was unable to submit the Federal Register notice concerning the January 27, 2015 scheduled meeting of the U.S. Air Force Scientific Advisory Board according to 41 CFR 102-3.150(a). Accordingly, the Advisory Committee Management Officer for the Department of Defense, waives the 15-calendar day notification requirement pursuant to 41 CFR 102-3.150(b).

This proposed rule requests public comment on proposed implementation for Long Term Care Hospitals (LTCHs) the statutory provision at title 10, United States Code (U.S.C.), section 1079(j)(2) that TRICARE payment methods for institutional care be determined, to the extent practicable, in accordance with the same reimbursement rules as those that apply to payments to providers of services of the same type under Medicare. This proposed rule sets forth the proposed regulation modifications necessary to implement a TRICARE reimbursement methodology similar to that applicable to Medicare beneficiaries for inpatient services provided by LTCHs.

Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 and regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations (CFR) parts 1500- 1508), the Department of the Navy (DoN) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement (EIS) to assess the potential environmental impacts of ongoing and proposed military training activities within the FRTC EIS Study Area. The Bureau of Land Management is a cooperating agency for this EIS. With the filing of the Draft EIS, the DoN is initiating a 46-day public comment period beginning on January 23, 2015 and ending on March 9, 2015 and has scheduled a public meeting to inform the public and receive comments on the accuracy and adequacy of the Draft EIS. This notice announces the date and location of the public meeting and provides supplementary information about the environmental planning effort. Dates and Addresses: The DoN will hold a public meeting to inform the public about the proposed action and alternatives under consideration and to provide an opportunity for the public to comment on the accuracy and adequacy of the environmental analysis presented in the Draft EIS. Federal, state, and local agencies and officials, Native American Indian Tribes and Nations, and interested organizations and individuals are encouraged to provide comments in person at the public meeting or in writing during the public review period. A public meeting will be held between 5:00 p.m. and 7:00 p.m. on Thursday, February 19, 2015, at the Churchill County Commission Chambers, 155 North Taylor Street, Fallon, Nevada 89406. The public meeting will be an open house session with informational poster stations staffed by DoN representatives. A brief DoN presentation will be given at 5:30 p.m. Attendees will be able to submit oral and written comments during the public meeting. Oral comments from the public will be recorded by a certified court reporter. Equal weight will be given to oral and written statements. The purpose of this notice is to initiate the scoping process for the preparation of a Dredged Material Management Plan (DMMP) and Environmental Assessment for continued maintenance dredging at Crescent City Harbor. The goal of the plan will be to identify suitable sites for placement of dredged material to accommodate maintenance dredging over the next twenty years.
