This will allow agencies to better meet the greenhouse gas emission reduction goals and reporting requirements of the Executive Order (E.O.) 13693 of March 25, 2015, Planning for Sustainability in the Next Decade. E.O. 13693 subsumes both E.O. 13423 of January 24, 2007, Strengthening Federal Environmental, Energy, and Transportation Management as well as E.O. 13514 of October 5, 2009, Federal Leadership in Environmental, Energy, and Economic Performance.

The U.S. Army (Army) has prepared a Record of Decision (ROD) for the Modernization and Repair of Piers 2 and 3 at Military Ocean Terminal Concord, California (MOTCO) to document the Army's selection of Alternative 1 of the Final Environmental Impact Statement (EIS) for the action. Alternative 1 was selected because it meets the purpose and need of the proposed action, and balances environmental impacts with operational flexibility by providing MOTCO with safe, functional, and efficient facilities. Alternative 1 will fully implement repairs to Pier 3 and will re-orient and modernize Pier 2 to provide more efficient access for the types of vessels that use the pier. Implementation of Alternative 1 will include extensive demolition of existing Pier 2 and reconstruction of structural elements, replacement of pier-side infrastructure and supporting facilities at Pier 2, upgrades to shore-side roads and electrical infrastructure in the immediate vicinity of Piers 2 and 3, repair piles at Pier 3, and maintenance dredging waterward of Pier 2. The ROD adopts mitigation and management measures.

On April 23, 2015, the United States Air Force signed an Addendum to the 26 June 2014 ROD for the Final F-35 Beddown Supplemental Environmental Impact Statement (SEIS). The Addendum to the 26 June 2014 Record of Decision (AROD) documents the Air Force's decisions to: (1) Temporarily shift the primary runway to Runway 01/19 (RW 01/19) and allow a temporary increase in previously limited F-35 operations for construction-related closure of Runway 12/30 (RW 12/30), and (2) approve the Department of the Navy's (DoN's) request to add fifteen (15) Backup Aircraft Inventory (BAI) F-35C aircraft at Eglin AFB. The AROD augments the 26 June 2014 ROD by allowing a one-time, temporary increase in certain F-35 operations on Runway 01/19 (RW 01/ 19) due to required construction-related closure of Runway 12/30 (RW 12/30) for up to four months from approximately 1 May 2015 through 31 August 2015. During this up to four-month period of construction partially closing RW 12/30, but only after all mitigations measures have first been implemented and/or exhausted, limited additional F-35 operations up to the number and type of average daily operations analyzed in Alternative 1A (predominantly departures/take-offs on RW 01 and approaches/landings on RW 19) of the SEIS and published in Table E- 16 at pages E-84 and E-85 in Appendix E, will be allowed on RW 01/19. The additional Navy F-35C BAI will not alter the number or type of F- 35C operations analyzed in the SEIS and approved in the 26 June 2014 ROD. The Final SEIS was made available to the public on February 28, 2014 through a NOA in the Federal Register (Volume 79, Number 40, Page 11428) with a wait period that ended on March 31, 2014. The 26 June 2014 SEIS ROD was made available to the public, through a NOA in the Federal Register (Volume 79, Number 131, Page 38857), on July 9, 2014. Authority: This NOA is published pursuant to the relevant subsection of the regulations (40 CFR part 1506.6(b)2)) implementing the provisions of the NEPA of 1969 (42 U.S.C. 4321, et seq.) and the relevant subsections of the Air Force's Environmental Impact Analysis Process (EIAP) (32 CFR parts 989.21(b) and 989.24(b)(7)).

Draft Environmental Impact Statement for the Schofield Generating Station Project, United States Army Garrison, Hawaii

The Department of the Army announces the availability of the Draft Environmental Impact Statement (DEIS) for the proposed lease of land and granting of easements on Schofield Barracks and Wheeler Army Airfield to Hawaiian Electric Company (Hawaiian Electric) for the construction, ownership, operation, and maintenance of a 50-megawatt (MW) capacity, biofuel-capable power generation plant, referred to as the Schofield Generating Station, and associated power poles, high- tension power lines, and related equipment and facilities. In accordance with the National Environmental Policy Act (NEPA), the DEIS analyzes the environmental impacts associated with construction and operation of the Schofield Generating Station and associated infrastructure. The Army has determined that there are historic properties nearby, but that the undertaking will have no effect upon them as defined in 36 CFR 800.16(i). The Draft EIS documents this finding and it is now being made available for public review. The Draft EIS comment process is also an opportunity for public to provide input about the effects of the proposed actions on historic property, for consideration in Army decision making.

The system will provide human resource information and system support for the OSD/WHS civilian and military workforce; and track the status of personnel actions, benefit queries, in-processing, out- processing, and military billets. This system will also manage civilian honorary and military award records along with tracking for the purpose of validation and analysis throughout the lifecycle. Records may also be used as a management tool for statistical analysis, reporting, evaluating program effectiveness, and conducting research.
