Other standards may be prescribed in the event of mobilization or national emergency. This rule sets standards designed to ensure that individuals under consideration for enlistment, appointment, and/or induction are able to perform military duties successfully, and to select those who are the most trainable and adaptable to Service life.

The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The Department of the Army announces the availability of the Final Environmental Impact Statement (EIS) for proposed training and operations at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. PCMS is the maneuver site for Fort Carson and is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson. The Final EIS evaluates the environmental impacts associated with the proposed action, which is to conduct realistic, coordinated, large-scale training that integrates the ground and air resources of Fort Carson's mechanized, infantry, support, and combat aviation units. In addition to the No Action Alternative, the Final EIS considers two alternatives: Alternative 1A, which would establish new brigade- level training intensity measures, update brigade training and equipment requirements, and enable the Stryker family of vehicles to train at PCMS; and Alternative 1B, which would include Alternative 1A and add enhanced readiness training, to include new activities and infrastructure at PCMS. The proposed action does not include, nor would it require, land expansion of PCMS.

The Defense Information Systems Agency (DISA) is announcing that it has prepared an Environmental Assessment (EA) and issued a Finding of No Significant Impact (FONSI) relating to DISA's evaluation of the Proposed Action and Alternatives to installing Submarine Fiber Optic Cable (SFOC) for communication purposes between the DISN Facilities at Miami FL and U.S. Naval Station Guantanamo Bay, Cuba (GTMO) in order to supply high Bandwidth to DoD activities at GTMO. This SFOC will improve long-haul communications between the continental U.S. (CONUS) and GTMO. The FONSI reports the studies that prove that there will be no significant environmental impact from the installation of this SFOC. This notice announces the availability of the final EA and FONSI to concerned agencies and the public.

This notice announces an opportunity to request funding from the Office of Economic Adjustment (OEA), a Department of Defense (DoD) field activity, for community planning assistance and economic diversification in response to major reductions or cancellations in DoD spending, including the cancellation or termination of DoD contracts or failure to proceed with a major weapon system program. Assistance may be granted if the DoD action has a direct and significant adverse effect on a community or its residents. This notice includes proposal submission requirements and instructions, eligibility, and selection criteria that will be used to evaluate proposals from eligible respondents. OEA grants to a state or local government may result from any proposal submitted under this notice, subject to the availability of appropriations.

The Department of the Army (Army) announces the availability of the Final Environmental Impact Statement (EIS) for the Modernization and Repair of Piers 2 and 3 at Military Ocean Terminal Concord, California (MOTCO). The Final EIS evaluates the potential environmental and socioeconomic effects that could result from demolition and reconstruction of structural elements, replacement of infrastructure, upgrades to shore-side roads and electrical infrastructure, repair of piles at Pier 3, and maintenance dredging. Environmental consequences were evaluated for noise; air quality; geology, topography, and soils; water resources; biological resources; land use and coastal zone management; transportation; infrastructure; visual resources; recreational resources; socioeconomics; environmental justice and protection of children; cultural resources; and hazardous materials, hazardous waste, toxic substances, and contaminated sites. Based on the analysis described in the EIS, all impacts are anticipated to be less than significant. The potential for environmental impacts is greatest for the following resource areas: water resources; biological resources; transportation; infrastructure; and cultural resources.

The Air Force is issuing this notice of intent (NOI) (40 CFR 1508.22) to prepare an Environmental Impact Statement (EIS) to assess the proposed action to base two (2) F-35A squadrons (48 Primary Assigned Aircraft (PAA)) at Eielson Air Force Base (AFB), Alaska. The proposed action will also include the use of related airspace and ranges, particularly the Joint Pacific Alaska Range Complex (JPARC). The F-35A is the conventional take-off and landing version of the Joint Strike Fighter (JSF). It is a multiple-role fighter with an emphasis on air-to-ground missions. A No-Action Alternative will be included in the EIS, whereby no F- 35A squadrons would be based at Eielson AFB. The analysis of the no- action alternative will provide a benchmark to enable Air Force decision-makers to compare the magnitude of the environmental effects of the proposed action. No-action means the proposed action would not take place, and the resulting environmental effects from taking no- action will be compared with the effects of allowing the proposed activity to go forward. Scoping: The public scoping process will be used to identify community concerns and local issues to be considered during the draft EIS development process. Federal, state, and local agencies; Alaska Native Tribes and organizations; as well as interested persons are encouraged to provide written comments of environmental concern associated with the proposed action to the Air Force. Comments should be provided by the methods and dates indicated below.

This interim final rule establishes policy and assigns responsibilities for addressing child abuse and domestic abuse through the FAP. The Family Advocacy Program (FAP): Guidelines for Clinical Intervention for Persons Reported as Domestic Abusers provides clinical guidelines for the FAP assessment, clinical rehabilitative treatment, and ongoing monitoring and risk management of individuals who have reported to FAP by means of an unrestricted report for domestic abuse against current or former spouses, or intimate partners. This rule is being published as an interim final rule to broaden the scope of FAP services to include former and current same-sex spouses in a legal union recognized as a marriage by a state or other jurisdiction. This rule extends benefits to same-sex spouses of Military Service members and DoD civilians following the June 26, 2013 U.S. Supreme Court decision to declare Section Three of the Defense of Marriage Act unconstitutional.
Revised Non-Foreign Overseas Per Diem Rates

The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 295. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 295 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.
