On April 23, 2015, the United States Air Force signed an Addendum to the 26 June 2014 ROD for the Final F-35 Beddown Supplemental Environmental Impact Statement (SEIS). The Addendum to the 26 June 2014 Record of Decision (AROD) documents the Air Force's decisions to: (1) Temporarily shift the primary runway to Runway 01/19 (RW 01/19) and allow a temporary increase in previously limited F-35 operations for construction-related closure of Runway 12/30 (RW 12/30), and (2) approve the Department of the Navy's (DoN's) request to add fifteen (15) Backup Aircraft Inventory (BAI) F-35C aircraft at Eglin AFB. The AROD augments the 26 June 2014 ROD by allowing a one-time, temporary increase in certain F-35 operations on Runway 01/19 (RW 01/ 19) due to required construction-related closure of Runway 12/30 (RW 12/30) for up to four months from approximately 1 May 2015 through 31 August 2015. During this up to four-month period of construction partially closing RW 12/30, but only after all mitigations measures have first been implemented and/or exhausted, limited additional F-35 operations up to the number and type of average daily operations analyzed in Alternative 1A (predominantly departures/take-offs on RW 01 and approaches/landings on RW 19) of the SEIS and published in Table E- 16 at pages E-84 and E-85 in Appendix E, will be allowed on RW 01/19. The additional Navy F-35C BAI will not alter the number or type of F- 35C operations analyzed in the SEIS and approved in the 26 June 2014 ROD. The Final SEIS was made available to the public on February 28, 2014 through a NOA in the Federal Register (Volume 79, Number 40, Page 11428) with a wait period that ended on March 31, 2014. The 26 June 2014 SEIS ROD was made available to the public, through a NOA in the Federal Register (Volume 79, Number 131, Page 38857), on July 9, 2014. The Department of the Army announces the availability of the Draft Environmental Impact Statement (DEIS) for the proposed lease of land and granting of easements on Schofield Barracks and Wheeler Army Airfield to Hawaiian Electric Company (Hawaiian Electric) for the construction, ownership, operation, and maintenance of a 50-megawatt (MW) capacity, biofuel-capable power generation plant, referred to as the Schofield Generating Station, and associated power poles, high- tension power lines, and related equipment and facilities. In accordance with the National Environmental Policy Act (NEPA), the DEIS analyzes the environmental impacts associated with construction and operation of the Schofield Generating Station and associated infrastructure. The Army has determined that there are historic properties nearby, but that the undertaking will have no effect upon them as defined in 36 CFR 800.16(i). The Draft EIS documents this finding and it is now being made available for public review. The Draft EIS comment process is also an opportunity for public to provide input about the effects of the proposed actions on historic property, for consideration in Army decision making.

Pursuant to Section (102)(2)(c) of the National Environmental Policy Act of 1969 (NEPA) (42 United States Code [U.S.C.] Sections 4321-4370h); the Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations (C.F.R) Parts 1500-1508); Department of the Navy (DoN) Procedures for Implementing NEPA (32 CFR part 775); and Marine Corps NEPA directives (Marine Corps Order P5090.2A), the United States Marine Corps (Marine Corps) has prepared and filed with the U.S. Environmental Protection Agency (EPA) a Draft Environmental Impact Statement (EIS) that evaluates the potential environmental consequences that may result from implementation of repair, renovation, and construction projects at Marine Barracks Washington (MBW), District of Columbia (DC) anticipated to occur within an approximately 5-year planning horizon from the publication of the Record of Decision anticipated in 2016). The principal project analyzed in this Draft EIS is the replacement of a Bachelor Enlisted Quarters (BEQ) Complex (including supporting facilities and parking) currently housed in Building 20 at MBW. Depending on the alternative selected, the BEQ Complex replacement project may include land acquisition in DC. The Draft EIS also evaluates renovation and improvement projects to Building 7 at the Main Post; improvements to the MBW Annex gate at 7th and K Streets; and improvements to building facades, fencing, infrastructure, pedestrian amenities, and landscaping throughout the installation. The Draft EIS includes a programmatic evaluation of several additional projects anticipated to occur beyond the 5-year planning horizon for which information sufficient to conduct detailed NEPA analysis is not yet available. Principal among these projects is the potential reuse of Building 20 or the Building 20 site once the BEQ Complex has been relocated. Other longer-term projects include renovation of Building 9 to accommodate the consolidation of various administrative functions, as well as some additional landscaping and maintenance projects. Once these actions become sufficiently ripe for detailed analysis, additional NEPA analysis will be completed. A Notice of Intent to prepare this EIS was published in the Federal Register on September 6, 2013 (Vol. 78, No. 173, p. 54873). With the filing of the Draft EIS, the DoN is initiating a 45-day public comment period and has scheduled a public open house meeting to receive written and verbal comments on the Draft EIS. Federal, state, and local agencies and interested individuals are encouraged to attend the public meeting. This notice announces the dates and locations of the public meeting, and supplementary information about the environmental planning effort.

The Defense Logistics Agency (DLA) announces the availability of an environmental assessment (EA) for the potential environmental impacts associated with the Proposed Action to upgrade and store beryllium at the DLA Strategic Materials Hammond, IN depot. The EA has been prepared as required under the National Environmental Policy Act (NEPA), (1969). In addition, the EA complies with DLA Regulation 1000.22. DLA has determined that the Proposed Action would not have a significant impact on the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement is not required.

The Office of the Secretary of Defense proposes to alter a system of records, DPR 30 DoD, entitled ``Department of Defense Readiness Reporting System (DRRS) Records'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. The Defense Readiness Reporting System (DRRS) provides the means to manage and report the readiness of the Department of Defense and its subordinate Components to execute the National Military Strategy as assigned by the Secretary of Defense in the Defense Planning Guidance, Contingency Planning Guidance, Theater Security Cooperation Guidance, and the Unified Command Plan. DRRS builds upon the processes and readiness assessment tools used in the Department of Defense to establish a capabilities-based, adaptive, near real-time readiness reporting system. All DoD components will use the DRRS information to identify critical readiness deficiencies, develop strategies for rectifying these deficiencies, and ensure they are addressed in appropriate program/budget planning or other DoD management systems. DRRS will permit commanders to obtain pertinent readiness data on personnel assigned/attached to their units.''

Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969, and regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations parts 1500-1508), Presidential E. O. 12114, Department of the Navy Procedures for Implementing NEPA (32 CFR part 775), and United States (U.S.) Marine Corps NEPA implementing regulations (Marine Corps Order P5090.2A), the U.S. Marine Corps Forces, Pacific (MARFORPAC) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS). The Draft EIS/OEIS evaluates the potential environmental impacts associated with the establishment of a series of live-fire ranges, training courses and maneuver areas in the Commonwealth of the Northern Mariana Islands (CNMI) to reduce existing joint service training deficiencies and meet U.S. Pacific Command (PACOM) Service Components' unfilled unit and combined level training requirements in the Western Pacific. The Federal Aviation Administration (FAA); International Broadcasting Bureau (IBB); U.S. Army Corps of Engineers (USACE); National Marine Fisheries Service; U.S. Air Force; and U.S. Department of Interior, Office of Insular Affairs are cooperating agencies for this Draft EIS/OEIS. MARFORPAC has also developed a Memorandum of Understanding with the PACOM Service Components regarding their support and engagement in the development of the EIS/OEIS. With the filing of the Draft EIS/OEIS, the Department of Defense (DoD) is initiating a 60-day public comment period and has scheduled three public comment meetings to receive oral and written comments on the Draft EIS/OEIS. Federal, state and local agencies and interested parties are encouraged to provide comments in person at any of the public comment meetings, or in writing anytime during the public comment period. This Notice announces the dates and locations of the public meetings and provides supplementary information about the environmental planning effort.
