The Department of the Navy (DoN) announces its intent to prepare a Supplement to the Draft Environmental Impact Statement (DEIS)/Overseas Environmental Impact Statement (OEIS) for the Northwest Training and Testing (NWTT) Study Area. This Supplemental DEIS/OEIS will focus on substantial changes in the proposed action and significant new information relevant to environmental concerns per 40 Code of Federal Regulations CFR 1502.9. The Supplemental DEIS/OEIS will also provide additional updated information to further the purposes of the National Environmental Policy Act (NEPA).

Information Collection Requirement; Defense Federal Acquisition Regulation Supplement; Special Contracting Methods
In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; (b) the accuracy of the estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection under Control Number 0704-0214 for use through January 31, 2015. DoD is proposing that OMB extend its approval for use for three additional years.

Intent To Prepare a Draft Supplemental Environmental Impact Statement To Support the Decision Document for Channel Widening Found in the Original Project Report and Environmental Impact Statement for the Expansion of Shipping Channels and Approaches to the Baltimore Harbor in Chesapeake Bay Maryland and Virginia
In accordance with the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers, Baltimore District (USACE) and the non-Federal sponsor, the Maryland Port Administration (MPA), are intending to prepare a decision document and supporting Supplemental Environmental Impact Statement (SEIS) to execute Phase II of the Baltimore Harbor and Channels 50-Foot project to complete the construction of the project channels to their authorized widths and consider reformulation of the plan to develop new alternatives. Because of the lapse in time since the authorization of the original project report and EIS in 1981 and the completion of Phase I in 1990, the intention of the new decision document and SEIS is to consider whether widening the existing project channels to the authorized widths for Phase II is still in the federal Interest and to allow for reformulation of the plan for Phase II, as appropriate, to develop new alternatives.
Intent To Prepare a Draft Environmental Impact Statement/Environmental Impact Report (DEIS/EIR) for the Arroyo Seco Ecosystem Restoration Study, Los Angeles County, CA
Pursuant to the National Environmental Policy Act of 1969, as amended, the U.S. Army Corps of Engineers, Los Angeles District (Corps) in coordination with the non-Federal sponsor, Los Angeles County Department of Public Works (LACDPW), intends to prepare an Integrated Feasibility Study and Environmental Impact Statement/Environmental Impact Report for the Arroyo Seco Environmental Restoration Study. The purpose of the study is to evaluate opportunities for the restoration of a natural channel, aquatic and riparian habitat as well as associated upland habitat creek dynamics, restoration of sustainable aquatic habitat, and revitalization of riverine and associated upland habitat and constituent species, while maintaining the cultural and aesthetic quality of the Arroyo Seco. The Arroyo Seco (``dry wash'') heads in the San Gabriel Mountains north of downtown Los Angeles and flows south through the cities of Pasadena, South Pasadena, and Los Angeles before reaching its confluence with the Los Angeles River. The study area is an approximately eleven (11) -mile reach of the Arroyo Seco channel in Los Angeles County, CA. The flood control channel is maintained by the Los Angeles County Department of Public Works. The study area extends from the Angeles National Forest border through the unincorporated area of Altadena, and cities of La Ca[ntilde]ada-Flintridge, Pasadena, South Pasadena, and Los Angeles to approximately 0.5 miles from the confluence with the Los Angeles River.

This system is used to administer a centrally funded program that provides assistive (computer/ electronic) technology solutions to individuals with hearing, visual, dexterity, cognitive, and/or communications impairments in the form of an accessible work environment. The system documents and tracks provided computer/electronic accommodations. Used as a management tool for statistical analysis, tracking, reporting, evaluating program effectiveness, and for conducting research.

The Defense Finance and Accounting Service proposes to add a new system of records, T5210, entitled ``Account Management Provisioning System (AMPS)'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will maintain information operations to control and track access to controlled networks, computer systems, and databases. The records may also be used by law enforcements officials to identify the occurrence of and assist in the prevention of computer misuse and/or crime. Statistical data, with all personal identifiers removed, may be used by management for system efficiency, workload calculation, or reporting purposes.

The Office of the Secretary of Defense proposes to add a new system of records, DPR 45 DoD, entitled ``Military OneSource (MOS) Case Management System (CMS)'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. The MOS CMS allows the documentation of an individual's eligibility; identification of the caller's inquiry or issue to provide a warm hand-off, referral and/or requested information; the development towards a final solution and referral information. Records may be used as a management tool for statistical analysis, tracking, reporting, and evaluating program effectiveness, and for conducting research. Information about individuals indicating a threat to self or others will be reported to the appropriate authorities in accordance with DoD regulations and established protocols.

Notice of Public Hearing for the Draft Environmental Impact Statement for the Disposal and Reuse of Former Naval Weapons Station Seal Beach, Detachment Concord, Concord, California
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (Pub. L. 91-190, 42 United States Code [U.S.C.] 4321-4347), as implemented by the Council on Environmental Quality Regulations implementing NEPA (40 Code of Federal Regulations [CFR] parts 1500- 1508), the Department of the Navy (DoN) has prepared and filed the Draft Environmental Impact Statement (EIS) to evaluate the potential environmental consequences associated with the disposal of the former Naval Weapons Station Seal Beach, Detachment Concord, Concord, California (NWS Concord), and its subsequent reuse by the local community. The DoN is initiating a 45-day public comment period to provide the community an opportunity to comment on the Draft EIS. Federal, state, and local elected officials and agencies and the public are encouraged to provide written comments. A public meeting will also be held to provide information and receive written comments on the Draft EIS. Dates and Addresses: An open house public meeting will be held at the location listed below and will allow individuals to review and comment on the information presented in the Draft EIS. DoN representatives will be available during the open house to clarify information presented in the Draft EIS as necessary. There will not be a formal presentation.
Notice of Availability of Record of Decision for the Final Environmental Impact Statement for U.S. Navy F-35C West Coast Homebasing
The Department of the Navy, after carefully weighing the strategic, operational, and environmental consequences of the proposed action, announces its decision to provide facilities and functions to support homebasing of F-35C aircraft at Naval Air Station (NAS) Lemoore, California, by accomplishing the proposed action as set out in Alternative 2 of the Environmental Impact Statement (EIS) for U.S. Navy F-35C West Coast Homebasing. Under Alternative 2, a total of 100 F-35C aircraft in seven Navy Pacific Fleet squadrons (10 aircraft per squadron) and the Fleet Replacement Squadron (30 aircraft) will be homebased at NAS Lemoore beginning in 2016. The proposed action will be completed in the 2028 timeframe. The 100 F-35C aircraft will replace 70 aging FA-18 Hornet aircraft. As a result, aircraft loading at NAS Lemoore will gradually increase by a net of 30 aircraft over the 13- year period. There will be no changes in aircraft loading at Naval Air Facility (NAF) El Centro, California, under Alternative 2. Homebasing the F-35C at NAS Lemoore will result in an increase of approximately 68,400 operations per year at NAS Lemoore and an increase of approximately 800 operations per year at NAF El Centro.
Revised Notice of Intent To Prepare an Environmental Impact Statement for EA-18G Growler Airfield Operations at Naval Air Station Whidbey Island, WA and Notice of Request for Public Scoping Comments
This notice is to advise the public that the Department of the Navy (DoN) is revising the scope for the Environmental Impact Statement (EIS) for EA-18G Growler airfield operations at Naval Air Station (NAS) Whidbey Island, Washington. This revised Notice of Intent has been published because since the September 5, 2013 publication of the original Notice of Intent in the Federal Register (78 FR 54635), the DoN has modified its proposed action to address a potential increase in the number of EA-18G aircraft to be procured and the subsequent changes in the number of aircraft that would be home based at NAS Whidbey Island. The revised scope will evaluate the potential environmental effects of homebasing an additional 13 to 36 EA-18G Growler aircraft at NAS Whidbey Island and the effects of this home basing on EA-18G Growler airfield operations at Ault Field and Outlying Landing Field (OLF) Coupeville. Additional information concerning the proposed scope changes is available on the project Web site at www.whidbeyeis.com. The DoN invites comments on the proposed scope and content of the EIS from all interested parties. Comments on the scope of the EIS may be provided via the U.S. Postal Service or the EIS Web site at: www.whidbeyeis.com. In addition, the DoN will conduct open house information sessions to obtain comments on the scope of the EIS and to identify specific environmental concerns or topics for consideration.
