(Fuerjia) has not made sales of multilayered wood flooring (wood flooring) from the People's Republic of China (China) at prices below normal value during the period of review (POR) December 1, 2020, through November 30, 2021. In addition, Commerce determines that certain companies had no shipments during the POR or did not establish their eligibility for a separate rate, and that Arte Mundi Group Co., Ltd. (Arte Mundi Group) is the successor-in- interest to Arte Mundi (Shanghai) Aesthetic Home Furnishings Co., Ltd. (Arte Mundi Shanghai).

Change in Deadline for Public Comments on Climate Adaptation Export Competitiveness Request for Information
On May 2, 2023, the International Trade Administration (ITA) and the U.S. Agency Trade and Development Agency (USTDA) published in the Federal Register a request for public comment on climate adaptation and resilience-related technologies and services to enhance the U.S. government's understanding of opportunities and challenges for U.S. exporters in these sectors. ITA and USTDA have determined that an extension of the comment period until July 28, 2023, is appropriate. Comments previously submitted need not be resubmitted and will be fully considered.

Certain Aluminum Foil From the People's Republic of China: Extension of Deadline To Certify Certain Entries
On March 22, 2023, the U.S. Department of Commerce (Commerce) published in the Federal Register a notice of preliminary affirmative circumvention determinations with respect to the Republic of Korea (Korea) and Kingdom of Thailand (Thailand), concerning the antidumping duty (AD) and countervailing duty (CVD) orders on certain aluminum foil from the People's Republic of China (China) (Preliminary Determinations). On March 28, 2023, Commerce published a correction to the Preliminary Determinations. This notice informs parties that Commerce has extended the deadline for certain exporters and importers to certify entries of certain aluminum foil exported from Korea and Thailand that were entered, or withdrawn from warehouse, for consumption on or after July 18, 2022, through March 22, 2023.

Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2021-2022
The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET Film) from Taiwan. The period of review (POR) is July 1, 2021, through June 30, 2022. This review covers the following producers and exporters from Taiwan: Nan Ya Plastics Corporation (Nan Ya); and Shinkong Materials Technology Corporation (SMTC)/Shinkong Synthetic Fibers Corporation (SSFC). Commerce preliminarily determines that sales of subject merchandise have not been made below normal value (NV) by Nan Ya during the POR. In addition, we preliminarily find that SMTC/SSFC had no shipments during the POR. Interested parties are invited to comment on these preliminary results.
District Export Council Nomination Opportunity
The Department of Commerce is currently seeking nominations of individuals for consideration for appointment by the Secretary of Commerce to serve as members of one of the 61 District Export Councils (DECs) nationwide. DECs are closely affiliated with the U.S. Export Assistance Centers (USEACs) of the U.S. and Foreign Commercial Service (US&FCS), which is part of the Global Markets unit within the International Trade Administration, and play a key role in the planning and coordination of export activities in their communities.
Multilayered Wood Flooring From the People's Republic of China: Notice of Court Decision Not in Harmony With the Results of 2015-2016 Antidumping Duty Administrative Review; Notice of Amended Final Results
On June 9, 2023, the U.S. Court of International Trade (CIT) issued its final judgment in Jilin Forest Industry Jinqiao Flooring Group Co., Ltd. v. United States, Court no. 18-00191, sustaining the Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the antidumping duty (AD) order on multilayered wood flooring (MLWF) from the People's Republic of China (China) covering the period December 1, 2015, though November 30, 2016. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Jilin Forest Industry Jinqiao Flooring Group Co., Ltd. (Jilin Forest).
Certain Cold-Drawn Mechanical Tubing of Carbon and Alloy Steel From India: Final Results of Antidumping Duty Administrative Reviews of Goodluck India Limited; 2017-2019 and 2019-2020
The U.S. Department of Commerce (Commerce) determines that Goodluck India Limited (Goodluck) made sales of certain cold-drawn mechanical tubing of carbon and alloy steel (CDMT) from India in the United States at prices below normal value (NV) during the periods of review (PORs) of November 22, 2017, through May 31, 2019 (AR1) and June 1, 2019, through May 31, 2020 (AR2).

In response to a request from Global Stone Collection, LLC (Global Stone), the U.S. Department of Commerce (Commerce) is initiating changed circumstances reviews (CCR) of the antidumping duty (AD) and countervailing duty (CVD) orders on certain quartz surface products (quartz surface products) from the People's Republic of China (China) to determine whether the quartz surface products imported by Global Stone into the United States and exported by Bada Industries SDN BHD (Bada Industries) from Malaysia were manufactured in Malaysia with non-Chinese origin quartz slab.

(AM Stone), the U.S. Department of Commerce (Commerce) is initiating changed circumstances reviews (CCR) of the antidumping duty (AD) and countervailing duty (CVD) orders on certain quartz surface products (quartz surface products) from the People's Republic of China (China) to determine whether the quartz surface products imported by AM Stone into the United States and exported by Universal Quartz and Stone Industrial SDN BHD (Universal Quartz) from Malaysia were manufactured in Malaysia with non-Chinese origin quartz slab.
Certain Carbon Steel Butt-Weld Pipe Fittings From the People's Republic of China: Preliminary Results of Covered Merchandise Inquiry
In response to a covered merchandise referral by U.S. Customs and Border Protection (CBP), the U.S. Department of Commerce (Commerce) preliminarily determines that certain carbon steel butt-weld pipe fittings (butt-weld pipe fittings) exported from Vietnam to the United States that were produced using rough fittings from China are not subject to the scope of the antidumping (AD) order. Additionally, Commerce preliminarily determines that butt-weld pipe fittings exported from Vietnam to the United States that were produced using unfinished fittings from China are subject to the scope of the AD order.
Certain Steel Racks and Parts Thereof From the People's Republic of China: Amended Final Results of Antidumping Duty Administrative Review, 2020-2021
The U.S. Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty order on certain steel racks and parts thereof from the People's Republic of China (China) to correct a ministerial error. The period of review is September 1, 2020, through August 31, 2022.
Carton-Closing Staples From China: Final Results of Sunset Review and Revocation of Order
On April 10, 2023, the U.S. Department of Commerce (Commerce) initiated the first sunset review of the antidumping duty (AD) order on carton-closing staples from China. Because no domestic interested party filed a timely notice of intent to participate in this sunset review, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the AD order on carton-closing staples from China.
Carbon and Alloy Steel Cut-to-Length Plate From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review; 2021-2022
The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on carbon and alloy steel cut-to-length plate (CTL plate) from the Republic of Korea (Korea). The period of review (POR) is May 1, 2021, through April 30, 2022. The review covers one producer and/or exporter of the subject merchandise, POSCO, POSCO International Corporation and its affiliated companies (collectively, the POSCO single entity). We preliminarily determine that sales of subject merchandise by the POSCO single entity were not made at prices below normal value (NV). The President's Export Council (Council) will hold a meeting to deliberate on recommendations related to promoting the expansion of U.S. exports.
