Tetrahydrofurfuryl Alcohol From the People's Republic of China: Final Results of the Second Expedited Sunset Review of the Antidumping Duty Order
As a result of this sunset review, the Department of Commerce (``Department'') finds that revocation of the antidumping duty order on tetrahydrofurfuryl alcohol (``THFA'') from the People's Republic of China (``PRC'') would be likely to lead to continuation or recurrence of dumping. Commodity Matchbooks From India: Final Results of the Expedited First Sunset Review of the Antidumping Duty Order
On November 3, 2014, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty order on commodity matchbooks from India pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).\1\ The Department has conducted an expedited (120-day) sunset review for this order \2\ pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Review'' section of this notice.
Stainless Steel Bar From Brazil: Final Results of Antidumping Duty Administrative Review; 2013-2014
On December 19, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from Brazil.\1\ The period of review (POR) is February 1, 2013, through January 31, 2014. The review covers one producer/exporter of the subject merchandise, Villares Metals S.A. (Villares). We invited parties to comment on the Preliminarily Results. None were received. Accordingly, for the final results, we continue to find that Villares did not make sales of subject merchandise at less than normal value.
Large Residential Washers From the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on large residential washers from the Republic of Korea (Korea). The period of review (POR) is June 5, 2012, through December 31, 2013. We preliminarily determine that Samsung Electronics Co., Ltd. (Samsung) and Daewoo Electronics Corporation (Daewoo) received countervailable subsidies during the POR. Interested parties are invited to comment on these preliminary results.
Stainless Steel Bar From Spain: Final Results of Antidumping Duty Administrative Review; 2013-2014
On November 18, 2014, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from Spain.\1\ The period of review (POR) is March 1, 2013, through February 28, 2014. The review covers one producer/ exporter of the subject merchandise, Gerdau Aceros Especiales Europa, S.L. (Gerdau). We invited parties to comment on the Preliminary Results. None were received. Accordingly, these final results are unchanged from the Preliminary Results, and we continue to find that Gerdau did not have reviewable entries during the POR.
Final Results of Expedited Sunset Review of Countervailing Duty Order: Prestressed Concrete Steel Wire Strand From India

We preliminarily find that subject merchandise has not been sold at less than normal value (NV) during this POR. We are also rescinding this review for one other producer/exporter, Ambica Steels Limited (Ambica). We invite interested parties to comment on these preliminary results.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
In response to requests from interested parties, the Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'') for the period of review February 1, 2013, through January 31, 2014. The Department selected three mandatory respondents based on a sampling methodology, using the information available at the time of selection.\1\ The Department preliminarily determines that sales of subject merchandise by the Minh Phu Group \2\ and Thuan Phuoc \3\ were made below normal value (``NV''). The Department preliminarily determines that sales of subject merchandise by Fimex VN \4\ were not made below NV. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on large residential washers from Mexico. The period of review (POR) is August 3, 2012, through January 31, 2014. This review covers two companies, Electrolux Home Products Corp. N.V. and Electrolux Home Products de Mexico, S.A. de C.V. (collectively, Electrolux) and Samsung Electronics Mexico S.A. de C.V. (Samsung). We preliminarily determine that Electrolux made sales of subject merchandise at less than normal value. In addition, we preliminarily find that no shipments of subject merchandise were made by Samsung during the POR. Interested parties are invited to comment on these preliminary results.
Low-Enriched Uranium From France; Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on low-enriched uranium (LEU) from France.\1\ The period of review (POR) is February 1, 2013, through January 31, 2014. The review covers one producer/exporter of the subject merchandise, Eurodif S.A., AREVA NC, and AREVA NC, Inc. (collectively AREVA). The Department preliminarily determines that AREVA sold subject merchandise at less than normal value in the United States during the POR. We invite interested parties to comment on these preliminary results.

The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on utility scale wind towers (``wind towers''), from the Socialist Republic of Vietnam (``Vietnam''). The period of review (``POR'') is February 13, 2013, through January 31, 2014. The review covers one mandatory respondent, CS Wind Vietnam and CS Wind Corporation (``collectively, CS Wind Group''). We preliminarily find that the respondent has not made sales below (``NV'') during the POR. Interested parties are invited to comment on these preliminary results.
Certain Frozen Warmwater Shrimp from India: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. The review covers 211 producers and/or exporters of the subject merchandise. The Department selected two mandatory respondents for individual examination, Devi Fisheries Limited (Devi Fisheries) \1\ and Falcon Marine Exports Limited and its affiliate K.R. Enterprises (collectively, Falcon). The period of review (POR) is February 1, 2013, through January 31, 2014. We preliminarily determine that sales to the United States have been made below normal value and, therefore, are subject to antidumping duties. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. We invite all interested parties to comment on these preliminary results.
Hand Trucks and Certain Parts Thereof From the People's Republic of China: Initiation and Preliminary Results of Changed Circumstances Review, and Intent To Revoke Order In Part
In response to a request by Positec USA, Inc., and RQ Direct, Inc. (collectively, Positec), and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c)(3)(ii), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC). Based on the information received, we preliminarily intend to revoke, in part, the Order.\1\ Interested parties are invited to comment on these preliminary results.
Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with January anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Certain Pasta From Italy: Final Results of Countervailing Duty Administrative Review; 2012
The Department of Commerce (Department) conducted an administrative review of the countervailing duty (CVD) order on certain pasta from Italy. On August 25, 2014, we published the Preliminary Results for this administrative review.\1\ The period of review (POR) is January 1, 2012 through December 31, 2012. We find that DeMatteis Agroalimentare S.p.A. (also known as, De Matteis Agroalimentare SpA) (DeMatteis) received countervailable subsidies during the POR, and that Fratelli DeCecco di Filippo Fara San Martino S.p.A. (also known as, F.lli De Cecco di Filippo Fara San Martino S.p.A.) (DeCecco) received de minimis countervailable subsidies during the POR. As such, we are applying DeMatteis' rate to the other firms subject to this review that were not individually examined.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/ CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
Polyethylene Terephthalate Film, Sheet, and Strip from India: Final Results of Countervailing Duty Administrative Review; 2012
On August 25, 2014, the Department published the preliminary results of the administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India.\1\ The period of review (POR) is January 1, 2012, through December 31, 2012. Based on an analysis of the comments received, the Department has made changes to the subsidy rate determined for Jindal Poly Films Limited (Jindal) and SRF Limited (SRF). The final subsidy rates are listed in the ``Final Results of Administrative Review'' section below.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) published its preliminary results of the administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET Film) from India on August 25, 2014.\1\ The period of review is July 1, 2012, through June 30, 2013. This review covers respondents Jindal Poly Films Limited (Jindal) and SRF Limited (SRF). For the final results, we continue to find that Jindal did, and that SRF did not, make sales of subject merchandise at less than normal value.

Certain Cased Pencils From the People's Republic of China: Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
The Department of Commerce (the Department) has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain cased pencils (pencils) from the People's Republic of China (PRC).\1\ Based upon the request, the Department is initiating a changed circumstances review (CCR) to determine whether pencils exported by Beijing FILA Dixon Stationery Co., Ltd.\2\ (Beijing Dixon) continue not to be subject to the Order. In response to the request, and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.216, and 19 CFR 351.221(c)(3), the Department preliminarily determines that Beijing Dixon, after the changed circumstances, is the successor-in-interest to Beijing Dixon at the time of the Revocation, such that the revocation of the antidumping duty order with respect to Beijing Dixon \3\ continues to apply to Beijing Dixon as currently structured. We invite interested parties to comment on these preliminary results.

Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Final Results of Antidumping Duty Administrative Review; 2012-2013
On August 21, 2014, the Department of Commerce (``the Department'') published its preliminary results of the administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (PET film) from Taiwan.\1\ Based upon our analysis of the comments received, we have made no changes to the margin calculations for these final results and continue to determine that Nan Ya Plastics Corporation (``Nan Ya'') made sales of subject merchandise to the United States at below normal value. The final dumping margin is listed below in the ``Final Results of Review'' section of this notice.

Uncovered Innerspring Units From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on uncovered innerspring units (``innerspring units'') from the People's Republic of China (``PRC''). The period of review is February 1, 2013, through January 31, 2014. The review covers two exporters of subject merchandise: Comfort Coil Technology Sdn Bhd (``Comfort Coil'') and Creative Furniture & Bedding Manufacturing (``Creative Furniture''). The Department preliminarily determines that Comfort Coil had no shipments of subject merchandise during the POR. The Department also preliminarily determines that Creative Furniture did not cooperate to the best of its ability and is, therefore, applying adverse facts available (``AFA'') to Creative Furniture's PRC-origin merchandise. Interested parties are invited to comment on these preliminary results.

Certain Pasta From Italy: Final Results of Antidumping Duty Administrative Review; 2012-2013
On August 25, 2014, the Department of Commerce (the Department) published the Preliminary Results of the antidumping duty administrative review of certain pasta from Italy and provided interested parties an opportunity to comment.\1\ The review initially covered two mandatory respondents, Molino e Pastificio Tomasello S.p.A. (Tomasello), and Rummo,\2\ and eight non-selected companies.\3\ We rescinded the review with respect to Alica and Lensi in the Preliminary Results.\4\ The period of review (POR) is July 1, 2012, through June 30, 2013. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results. Steel Wire Garment Hangers From the People's Republic of China; 2013-2014; Partial Rescission of the Sixth Antidumping Duty Administrative Review
On November 28, 2014, the Department of Commerce (``Department'') published a notice of initiation of an administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'') based on multiple timely requests for an administrative review. The review covers 42 companies. Based on withdrawals of the requests for review of certain companies from M&B Metal Products Co., Ltd. (``Petitioner''), and Hangzhou Yingqing Material Co. Ltd (``Yingqing Material''), we are now rescinding this administrative review with respect to 35 companies.
