This notice amends the Department of Commerce, International Trade Administration Notice of Request for Applicants for Appointment to the United States Section of the United States-Turkey Business Council (Council) of February 2, 2015 (80 FR 5511) to revise the eligibility criteria to permit federally-registered lobbyists to apply for appointment to the Council. The Department of Commerce recently revised its policy regarding appointment of federally-registered lobbyists to Department advisory committees and related entities following a policy clarification by the Office of Management and Budget that the eligibility restriction does not apply to persons serving on advisory committees, boards, or commissions if they are specifically appointed to represent the interests of a nongovernmental entity, a recognizable group of persons or nongovernmental entities (an industry sector, labor unions, environmental groups, etc.), or state or local governments (see 79 FR 47482). The Under Secretary for International Trade will now consider applications of federally-registered lobbyists for appointment on the Council. This notice also extends the deadline for submitting applications to March 6, 2015. All other eligibility criteria continue to apply. In December 2009, the Governments of the United States and Turkey agreed to establish a U.S.-Turkey Business Council. This notice announces membership opportunities for appointment as American representatives to the U.S. Section of the Council. The current U.S. Section term expired on November 5, 2014.

On December 18, 2014, the United States Court of International Trade (``the Court'') issued final judgments in Catfish Farmers of America et al. v. United States, Consol. Court No. 11-00109 and Catfish Farmers of America et al. v. United States, Court No. 11-00110, sustaining the Department of Commerce's (``the Department'') AR6 Remand final results which included an aligned new shipper review.\1\ On December 19, 2014, the Court issued final judgment in Catfish Farmers of America et al. v. United States, Court No. 11-00252, sustaining the Department's NSR7 Remand final results.\2\ In the AR6 Remand, the Department recalculated the weighted-average dumping margin for Vinh Hoan Corporation (``Vinh Hoan'') using revised surrogate values for by- products (fish waste, broken meat, and fish skin) and made adjustments for the inventory changes in the surrogate financial statements.\3\ Because Vinh Hoan's margin is now above de minimis, it also becomes the margin for those companies not individually examined but receiving a separate rate.\4\ The margins for the voluntary respondent Vinh Quang Fisheries Corporation (``Vinh Quang'') and the new shipper Cuu Long Fish Joint Stock Company (``CL-Fish'') did not change and remain de minimis.

The United States Travel and Tourism Advisory Board (Board) will hold the fourth meeting of the current term on Wednesday, February 24, 2015. The Board was re-chartered on August 2013, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. During this meeting, the Board will present recommendations on infrastructure strategy, cultural and natural heritage, and possibly other topics. Board members will also hear an update on the Presidential Memorandum to develop a national goal to improve the entry process and reduce wait times for international travelers to the United States, and action plans at the 15 largest airports for international arrivals. The Secretary of Commerce will provide an update on the recommendations conveyed at the Board's meeting in November 2014. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https://trade.gov/ttab, at least one week in advance of the meeting.

The AR covers 28 exporters of subject merchandise, of which the Department selected one company for individual examination. The NSR covers one exporter and producer of subject merchandise. The period of review (``POR'') for the AR and NSR is January 1, 2013, through December 31, 2013. The Department preliminarily determines that the mandatory respondent in the NSR has not made sales of subject merchandise at less than normal value. Additionally, the Department preliminarily determines that it will treat the mandatory respondent in the AR as part of the PRC-wide entity. On July 25, 2014, the Department of Commerce (the Department) published its Preliminary Results of the administrative review of the antidumping duty order on chlorinated isocyanurates (chloro isos) from the People's Republic of China (PRC).\1\ The period of review (POR) is June 1, 2012, through May 31, 2013. This review covers five producers/ exporters: (1) Arch Chemicals (China) Co. Ltd. (Arch China); (2) Hebei Jiheng Chemical Co., Ltd.(Jiheng); (3) Heze Huayi Chemical Co. Ltd. (Heze); (4) Juancheng Kangtai Chemical Co., Ltd. (Kangtai); and (5) Zhucheng Taisheng Chemical Co., Ltd. (Zhucheng). Jiheng and Kangtai are the two producers/exporters being individually examined as mandatory respondents. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Jiheng and Kangtai. The final dumping margins for this review are listed in the ``Final Results'' section below.

On July 25, 2014, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results of the sixth administrative review of the antidumping duty order on certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results.

The Department of Commerce (``the Department'') is conducting new shipper reviews of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam''). The period of review is August 1, 2013, through January 31, 2014. The review covers two companies that are producers and exporters of subject merchandise, Nam Phuong Seafood Co., Ltd. (``Nam Phuong'') and NTACO Corporation (``NTACO''). The Department preliminarily determines that Nam Phuong's and NTACO's sales to the United States were not bona fide and is preliminarily rescinding these new shipper reviews. Interested parties are invited to comment on these preliminary results.

On December 31, 2014, the United States Court of International Trade (CIT) entered its final judgment in Papierfabrik August Koehler AG v. United States, Court No. 11-00147, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to remand of the 2008-2009 antidumping duty administrative review of lightweight thermal paper from Germany (Remand Redetermination).\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review of the antidumping duty order on lightweight thermal paper from Germany covering the period of review (POR) November 20, 2008, through October 31, 2009,\2\ and is amending the Final Results with respect to the weighted-average dumping margin assigned to Papierfabrik August Koehler AG (Koehler).

On September 30, 2014, the Department of Commerce (``Department'') published its preliminary intent to rescind the new shipper review (``NSR'') of the antidumping duty order on drawn stainless steel sinks (``drawn sinks'') from the People's Republic of China (``PRC'') covering the period of review (``POR'') of October 4, 2012 through October 14, 2013 for Hubei Foshan Success Imp. & Exp. Co. Ltd. (``Foshan Success'').\1\ Based on our analysis of comments received subsequent to the Preliminary Rescission, the Department continues to find that Foshan Success' sale was not bona fide. As a result, the Department is rescinding this NSR.
