The period of review (POR) is March 1, 2013, through February 28, 2014.\2\ The review covers ten producers or exporters of subject merchandise.\3\ We preliminarily find that three of the producers or exporters for which the Department initiated a review, Schwermetall, ThyssenKrupp, and Wieland, had no shipments during the POR. Further, we preliminarily find that subject merchandise has been sold at less than normal value by seven of the companies subject to this review. On February 6, 2015, the Department of Commerce (the ``Department'') published its Preliminary Results of a changed circumstances review and intent to revoke, in part, the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China (``PRC'') \1\ with respect to certain shoe cabinets.\2\ The Department preliminarily determined that the producers accounting for substantially all of the production of the domestic like product to which the Order pertains lack interest in the relief provided by the Order with respect to certain shoe cabinets. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, the Department is making no changes to the Preliminary Results.

On July 14, 2014, the Department of Commerce (the Department) published the Preliminary Results of a changed circumstances review (CCR) of the antidumping duty order on certain lined paper products from India.\1\ The Department preliminarily determined that Kokuyo Riddhi Paper Products Private Limited (Kokuyo) is the successor-in- interest to Riddhi Enterprises (Riddhi). We received comments from interested parties on the Preliminary Results. Based on our analysis of these comments, for the final results, the Department continues to find that Kokuyo is the successor-in-interest to Riddhi.

On September 22, 2014, the United States Court of Appeals for the Federal Circuit (CAFC) issued a decision that engineered steel coil rod (coil rod) imported by A.L. Patterson, Inc. (Patterson) was outside the scope of the antidumping duty order on certain steel threaded rod from the People's Republic of China on threaded rod from the PRC.\1\ On December 29, 2014, the United States Court of International Trade (CIT or Court) issued an order for the Department to take action on remand in accordance with the CAFC's decision and to find that Patterson's engineered steel coil rod is outside the scope of the AD Order.\2\ On March 3, 2015, the CIT issued final judgment in A.L. Patterson, Inc. v. United States, Consol. Court No. 11-00192, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to remand.\3\

The United States Manufacturing Council (Council) will hold the first meeting of the current members' term on Wednesday, April 1, 2015. The Council was established in April 2004 to advise the Secretary of Commerce on matters relating to the manufacturing industry. The Council will receive briefings from various leaders across the Department who are actively engaged in different aspects of manufacturing policy. The Secretary of Commerce has been invited to welcome the Council and provided introductory remarks. Following the briefings, the Council members will be asked to discuss their views on major priorities facing the manufacturing industry and issues that they propose for the Council to advise on during their appointment term. On November 21, 2014, the Department of Commerce (the ``Department'') published the preliminary results and partial rescission of the 2012-2013 administrative review of the antidumping duty order on certain cut-to-length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC''), in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') is November 1, 2012, through October 31, 2013. This review covers two PRC companies: Hunan Valin Xiangtan Iron & Steel Co., Ltd. (``Hunan Valin''), and Zhengzhou Shangdao Iron & Steel Co. (``Zhengzhou Shangdao''). The Department invited interested parties to comment on the Preliminary Results. No parties commented. Accordingly, our final results remain unchanged from the Preliminary Results.

Initiation of Antidumping Duty Changed Circumstances Review: Multilayered Wood Flooring From the People's Republic of China

The Department of Commerce (``the Department'') has received information sufficient to warrant initiation of a changed circumstances review (``CCR'') of the antidumping duty order on multilayered wood flooring from the People's Republic of China (``PRC''). Based upon a request filed by Sino-Maple (JiangSu) Co., Ltd. (``Sino-Maple''), an exporter of multilayered wood flooring to the United States, the Department is initiating a CCR to determine whether Sino-Maple is the successor-in-interest to Jiafeng Wood (Suzhou) Co., Ltd. (``Jiafeng'') for purposes of the antidumping duty order on multilayered wood flooring from PRC and, as such, is entitled to Jiafeng's cash deposit rate with respect to entries of subject merchandise.

On November 5, 2014, the Department of Commerce (``the Department'') published the Preliminary Results of the fifth administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'').\1\ We invited parties to comment on the Preliminary Results. Based on our analysis of the comments and information received, we have not made changes to the final margin calculations of Shanghai Wells Hanger Co., Ltd.
