Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with September anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Ball Bearings and Parts Thereof from France and Italy: Rescission of Antidumping Duty Changed-Circumstances Reviews
On March 2, 2007, in response to a request from an interested party, the Department of Commerce initiated a changed-circumstances review of the antidumping duty order on ball bearings and parts thereof from France. On March 9, 2007, the Department self-initiated changed- circumstances reviews of the antidumping duty orders on ball bearings and parts thereof from Italy and the United Kingdom. We are now rescinding the changed-circumstances reviews for France and Italy because we have initiated administrative reviews covering the firms in question and intend to address any considerations arising from the changed-circumstances reviews on the orders on ball bearings and parts thereof from France and Italy in the context of the 2006/2007 administrative review of these orders.
Notice of Initiation of New Shipper Antidumping Duty Review: Stainless Steel Bar from Germany
The Department of Commerce (``the Department'') has received a request for a new shipper review of the antidumping duty order on Stainless Steel Bar (``SSB'') from Germany published on March 7, 2002 (67 FR 10382). In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.214(d), we are initiating an antidumping new shipper review of Flanschenwerk Bebitz GmbH (``Flanschenwerk'').
Stainless Steel Wire Rods From India: Preliminary Results of the Antidumping Duty New-Shipper Review
The Department of Commerce (the Department) is conducting a new-shipper review of the antidumping duty order on stainless steel wire rods (wire rods) from India manufactured and exported by Sunflag Iron & Steel Co., Ltd. (Sunflag). The period of review (POR) is December 1, 2005, through November 30, 2006. We preliminarily determine to apply adverse facts available to Sunflag's U.S. sales. We invite interested parties to comment on these preliminary results. Parties who submit argument in this proceeding are requested to submit with the argument (1) a statement of the issue and (2) a brief summary of the argument.
Wooden Bedroom Furniture From the People's Republic of China: Final Results of Antidumping Duty Changed Circumstances Review
On July 30, 2007, the Department of Commerce (``Department'') issued its preliminary results in the changed circumstances review of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Preliminary Results of Antidumping Duty Changed Circumstances Review, 72 FR 41492 (July 30, 2007) (``Preliminary Results''). For these final results, we continue to find that Tradewinds Furniture Ltd. is the successor-in-interest to Nanhai Jiantai Woodwork Co. (``Nanhai Jiantai''), and that Tradewinds International Enterprise Ltd. (``Tradewinds Intl'') is not the successor-in-interest to Nanhai Jiantai's affiliated exporter, Fortune Glory Industrial Limited (``Fortune Glory'').
Antidumping Methodologies in Proceedings Involving Certain Non-Market Economies: Market-Oriented Enterprise; Request for Comment
The Department of Commerce (``the Department'') requests public comment on whether it should consider granting market-economy treatment to individual respondents in antidumping proceedings involving the People's Republic of China (``China''), the conditions under which individual firms should be granted market-economy treatment, and how such treatment might affect our antidumping calculation for such qualifying respondents.
Coated Free Sheet Paper from the People's Republic of China: Final Affirmative Countervailing Duty Determination
The Department of Commerce (Department) has made a final determination that countervailable subsidies are being provided to producers and exporters of coated free sheet (CFS) paper from the People's Republic of China. For information on the estimated countervailing duty rates, please see the ``Suspension of Liquidation'' section, below.
Targeted Dumping in Antidumping Investigations; Request for Comment
The Department of Commerce (``the Department'') seeks public comment on its development of a methodology for determining whether targeted dumping is occurring in antidumping investigations. The Department seeks input on standards and tests that may be appropriate in a targeted dumping analysis.
Notice of Final Determination of Sales at Less Than Fair Value: Coated Free Sheet Paper from Indonesia
We determine that imports of coated free sheet paper (``CFS paper'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination'' section of this notice.
Final Determination of Sales at Less Than Fair Value: Coated Free Sheet Paper from the People's Republic of China
On June 4, 2007, the Department of Commerce (the ``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of coated free sheet paper (``CFS'') from the People's Republic of China (``PRC''). The period of investigation (``POI'') is April 1, 2006, through September 30, 2006. We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes to our calculations for the mandatory respondents. The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.
Coated Free Sheet Paper from Indonesia: Final Affirmative Countervailing Duty Determination
The Department of Commerce (the Department) has reached a final determination that countervailable subsidies are being provided to producers and exporters of coated free sheet paper (CFS) from Indonesia. For information on the countervailable subsidy rates, please see the ``Final Determination'' section of this notice.
Certain Stainless Steel Butt-Weld Pipe Fittings from Taiwan: Notice of Extension of Time Limit for the Final Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is extending the time limit for the final results of the administrative review of the antidumping duty order on certain stainless steel butt-weld pipe fittings from Taiwan. The period of review is June 1, 2005, through May 31, 2006. This extension is made pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act).

Certain Small Diameter Seamless Carbon and Alloy Steel Standard, Line and Pressure Pipe from Brazil: Final Results of Antidumping Duty Administrative Review
On July 11, 2007, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping order on certain small diameter seamless carbon and alloy steel standard, line and pressure pipe (seamless pipe) from Brazil. See Certain Small Diameter Seamless Carbon and Alloy Steel Standard, Line and Pressure Pipe from Brazil; Preliminary Results of Antidumping Duty Administrative Review, 72 FR 37723 (July 11, 2007) (Preliminary Results). The review covers one producer/exporter, V&M do Brasil, S.A. (VMB). The period of review (POR) is August 1, 2005, through July 15, 2006.\1\ We invited interested parties to comment on our Preliminary Results. The Department received no comments concerning our preliminary results; therefore, our final results remain unchanged from our preliminary results. The final results are listed in the section ``Final Results of Review'' below.

Notice of Final Results of Antidumping Duty Changed Circumstances Review: Certain Orange Juice from Brazil
The Department of Commerce (the Department) has determined, pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), that Fischer S.A. Comecio, Industria, and Agricultura (Fischer Comercio) is the successor-in-interest to Fischer S/A Agroindustria (Fischer Agroindustria). Thus, we find that Fischer Comercio should receive the same antidumping duty cash deposit rate (i.e., 12.46 percent) with respect to the subject merchandise as Fischer Agroindustria, its predecessor company, as of the date of publication of this notice in the Federal Register.
Notice of Solicitation of Applications for Allocation of Tariff Rate Quotas on the Imports of Certain Cotton Shirting Fabric to Persons Who Cut and Sew Men's and Boys' Cotton Shirts in the United States
The Department hereby solicits applications from persons (including firms, corporations, or other legal entities) who cut and sew men's and boys' cotton shirts in the United States for an allocation of the 2008 tariff rate quotas on certain cotton woven fabric. Interested persons must submit an application on the form provided to the address listed below by November 21, 2007. The Department will cause to be published in the Federal Register its determination to allocate the 2008 tariff rate quotas, will notify applicants of their respective allocation, and will issue licenses to eligible applicants within 60 days of that date.
Glycine from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Rescission, in Part
On April 12, 2007, the Department of Commerce (``the Department'') published in the Federal Register the Preliminary Results of the administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). See Glycine from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Rescission, in Part, 72 FR 18457 (April 12, 2007) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results. We find that certain manufacturers/exporters sold subject merchandise at less than normal value during the period of review (``POR'') March 1, 2005, through February 28, 2006.

Certain Tissue Paper Products from the People's Republic of China: Final Results and Final Rescission, In Part, of Antidumping Duty Administrative Review
On April 9, 2007, the U.S. Department of Commerce (the Department) published the preliminary results of the first administrative review of the antidumping duty order on certain tissue paper products (tissue paper) from the People's Republic of China (PRC). See Certain Tissue Paper Products from the People's Republic of China: Preliminary Results and Preliminary Rescission, In Part, of Antidumping Duty Administrative Review, 72 FR 17477, (April 9, 2007) (Preliminary Results). This review covers the following exporters and/ or producer/exporters: (1) Max Fortune Industrial Limited and Max Fortune (FETDE) Paper Products Co., Ltd. (collectively, Max Fortune); (2) Samsam Productions Ltd. and Guangzhou Baxi Printing Products Co., Ltd. (Guangzhou Baxi) (collectively, Samsam); (3) Foshan Sansico Co., Ltd., PT Grafitecindo Ciptaprima, PT Printec Perkasa, PT Printec Perkasa II, PT Sansico Utama, Sansico Asia Pacific Limited (collectively, the Sansico Group); (4) Vietnam Quijiang Paper Co., Ltd. (Quijiang); (5) China National Aero-Technology Import & Export Xiamen Corp. (China National); (6) Putian City Hong Ye Paper Products Co., Ltd. The period of review (POR) is September 21, 2004, through February 28, 2006. Based on our analysis of the comments received and verification findings, we have made changes to certain surrogate values and to Max Fortune's margin. In addition, we have determined to rescind this review with respect to Samsam. Therefore, the final results differ from the Preliminary Results. We are also rescinding this review with respect to the Sansico Group and Quijiang.
Certain Forged Stainless Steel Flanges From India; Notice of Final Results of Antidumping Duty New Shipper Review
On July 31, 2007, the Department of Commerce (the Department) published the preliminary results of the new shipper administrative review in the antidumping duty order covering certain forged stainless steel flanges from India. See Certain Forged Stainless Steel Flanges From India: Preliminary Results of Antidumping Duty New Shipper Administrative Review, 72 FR 41706 (July 31, 2007) (Preliminary Results). The merchandise covered by this review is certain forged stainless steel flanges, manufactured by Micro Forge (India) (Micro Forge), as described in the ``Scope of the Order'' section of this notice. The period of review (POR) is February 1, 2006 through July 31, 2006. We invited parties to comment on our Preliminary Results. We received no comments. Therefore, the final results are unchanged from those presented in the preliminary results. The final weighted-average dumping margin for Micro Forge is listed below in the section entitled ``Final Results of the Review.''
Silicon Metal from the People's Republic of China: Notice of Final Results of 2005/2006 New Shipper Reviews
On May 21, 2007, the Department of Commerce (``the Department'') published the preliminary results of its new shipper reviews of the antidumping duty order on silicon metal from the People's Republic of China (``PRC''). See Silicon Metal From the People's Republic of China: Preliminary Results of the 2005/2006 New Shipper Reviews, 72 FR 28467 (May 21, 2007) (Preliminary Results). Based on our analysis of the record, including information obtained since the preliminary results, we have made changes to the margin calculations for both Jiangxi Gangyuan Silicon Industry Co. Ltd. (``Jiangxi Gangyuan'') and Shanghai Jinneng International Trade Co., Ltd.(Shanghai Jinneng''). See Final Results of Review section, below.

Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Partial Rescission of Antidumping Duty Administrative Review
On September 10, 2007, the Department of Commerce (the Department) published its preliminary results of the administrative review of the antidumping duty order on certain corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea) for the period from August 1, 2005, through July 31, 2006. Certain Pasta from Turkey and Italy: Continuation of Countervailing Duty and Antidumping Duty Orders
On October 2, 2006, the Department of Commerce (``the Department'') initiated sunset reviews of the antidumping duty (``AD'') orders and countervailing duty (``CVD'') orders on certain pasta from Italy and Turkey. As a result of the determinations by the Department and the International Trade Commission (``ITC'') that revocation of the AD and CVD orders on pasta from Italy and Turkey would likely lead to continuation or recurrence of dumping and countervailable subsidies, and material injury to an industry in the United States, the Department is publishing a notice of continuation of these AD and CVD orders.
Notice of Final Results of Antidumping Duty Administrative Review: Furfuryl Alcohol from Thailand
On August 2, 2007, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on furfuryl alcohol from Thailand. The period of review is July 1, 2005, through May 3, 2006. The final results do not differ from the preliminary results of this review, in which we found that sales of the subject merchandise have not been made below normal value.
Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, Singapore, and the United Kingdom: Final Results of Antidumping Duty Administrative Reviews and Rescission of Review in Part
On June 6, 2007, the Department of Commerce published the preliminary results of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, Singapore, and the United Kingdom. The reviews cover 21 manufacturers/exporters. The period of review is May 1, 2005, through April 30, 2006. Based on our analysis of the comments received, we have made changes, including corrections of certain programming and other ministerial errors, in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Reviews.''
Stainless Steel Bar From the United Kingdom: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent To Revoke Order in Part
Swagelok Company (Swagelok), an interested party, filed a request for the Department to initiate a changed circumstances review of the antidumping duty order on stainless steel bar from the United Kingdom. Carpenter Technology Corp., Crucible Specialty Metals Division of Crucible Materials Corp., Electralloy Corp., North American Stainless, Universal Stainless & Alloy Products, Inc., and Valbruna Slater Stainless, Inc. (collectively the Domestic Industry) submitted a letter to the Department expressing a lack of interest in continuing to have the product in question subject to the antidumping duty order. The Domestic Industry also stated that it is a major domestic producer of stainless steel bar. Therefore, we are notifying the public of our intent to revoke, in part, the antidumping duty order as it relates to imports of SAF 2507 grade stainless steel bar from the United Kingdom. Interested parties are invited to comment on these preliminary results.
