The Department of Commerce (``the Department'') is conducting new shipper reviews of the antidumping duty order on fresh garlic from the People's Republic of China (``PRC'') covering the period of review (``POR'') of November 1, 2005, through April 30, 2006. On June 27, 2006, the Department initiated semi-annual new shipper reviews for Jinxiang Tianma Freezing Storage Co., Ltd. (``Tianma''), Shenzhen Xinboda Industrial Co., Ltd. (``Xinboda''), Shandong Wonderland Organic Food Co., Ltd. (``Wonderland''), Weifang Hongqiao International Logistics Co., Ltd. (``Hongqiao'').\1\ Therefore, this review covers four companies.

The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with March anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.

The Department of Commerce (``the Department'') is conducting the third administrative review of the antidumping duty order on non- malleable cast iron pipe fittings (``NMP fittings'') from the People's Republic of China (``PRC'') covering the period April 1, 2005, through March 31, 2006. We preliminarily determine to apply adverse facts available (``AFA'') with respect to Myland Industrial Co., Ltd. (``Myland''), and Buxin Myland (Foundry) Ltd. (``Buxin''), which failed to cooperate to the best of their ability and failed to demonstrate their eligibility for a separate rate. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (``POR''). Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

In response to a petition filed by Sunkist Growers, Inc. (Petitioner), the U.S. Department of Commerce (the Department) is conducting an antidumping duty investigation of sales to the United States of lemon juice from Argentina for the period July 1, 2005 through June 30, 2006. See Notice of Initiation of Antidumping Duty Investigations: Lemon Juice from Argentina and Mexico, 71 FR 61710 (October 19, 2006) (Initiation Notice). The Department preliminarily determines that lemon juice from Argentina is being, or is likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at LTFV are listed in the ``Suspension of Liquidation'' section of this notice. Moreover, we preliminarily determine that critical circumstances exist with regard to imports of lemon juice from Argentina. See the ``Critical Circumstances'' section below. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce is conducting administrative reviews of the countervailing duty orders on pure magnesium and alloy magnesium from Canada for the period January 1, 2005, through August 15, 2005. We preliminarily find that the countervailing duty rates during the period of review for the producer/exporter covered by these reviews is zero. If the final results remain the same as these preliminary results, we will instruct U.S. Customs and Border Protection to assess countervailing duties as detailed in the ``Preliminary Results of Reviews'' section of this notice. Interested parties are invited to comment on these preliminary results (see the ``Public Comment'' section of this notice).

On March 21, 2007, the U.S. Department of Commerce (the Department) published the final results of the administrative review of the antidumping duty order on floor-standing, metal-top ironing tables and certain parts thereof (ironing tables) from the People's Republic of China (PRC), covering the period of review (POR) February 3, 2004, through July 31, 2005. See Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Final Results and Final Rescission, In Part, of Antidumping Duty Administrative Review, 72 FR 13239 (March 21, 2007) (Final Results). We are amending our Final Results to correct ministerial errors made in the calculations of the dumping margins for Since Hardware (Guangzhou) Co., Ltd. (Since Hardware), pursuant to section 751(h) of the Tariff Act of 1930, as amended (the Act).

On December 26, 2006, the Department of Commerce (the ``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC''). The period of investigation (``POI'') is October 1, 2005, to March 31, 2006. We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes to our calculations for the mandatory respondents. The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.

Pursuant to the Notice of Motion to Terminate this panel review, which was filed with the Canadian Section of the NAFTA Secretariat on April 10, 2007, this panel review is completed.

On November 24, 2006, the Department of Commerce (the Department) published the preliminary results of review in this proceeding. See Honey from Argentina: Preliminary Results of New Shipper Review, 71 FR 67850 (November 24, 2006) (Preliminary Results). This new shipper review covers one exporter, Patagonik S.A. (Patagonik) and its affiliated supplier, Colmenares Santa Rosa (CSR), of subject merchandise to the United States. The period of review (POR) is December 1, 2004, to December 31, 2005. The petitioners are the Sioux Honey Association and the American Honey Producers Association. Based on our analysis of comments received, the margin calculation for these final results does not differ from the preliminary results.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burdens, invites the general public and other Federal agencies to take this opportunity to comment on the continuing information collections, as required by the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35).

On October 10, 2006, the Department of Commerce (``the Department'') published the preliminary results of its administrative and new shipper reviews of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (``PRC''). See Freshwater Crawfish Tail Meat From the People's Republic of China: Preliminary Results and Partial Rescission of the 2004/2005 Administrative and New Shipper Reviews, 71 FR 59432 (October 10, 2006) (Preliminary Results). Based on our analysis of the record, including information obtained since the preliminary results, we have made changes to the margin calculations for Xiping Opeck Food Co., Ltd. (``Xiping Opeck''), Xuzhou Jinjiang Foodstuffs Co., Ltd. (``Xuzhou Jinjiang'') and Qingdao Jinyongxiang Aquatic Foods Co., Ltd. (``Qingdao JYX''). See Final Results of Review section, below.

The Environmental Technologies Trade Advisory Committee (ETTAC) will hold a plenary meeting on May 11, 2007, at the U.S. Department of Commerce, 14th Street and Constitution Avenue, NW., Washington, DC 20230, in Room 4830. The ETTAC will discuss Committee priorities and goals for the year and other international topics related to trade and the environmental technologies industry. (e.g. the Asia Pacific Partnership on Clean Development and Climate; update on the latest round of negotiations in the World Trade Organization's environmental goods and services trade liberalization; intellectual property rights; etc.). The meeting is open to the public and time will be permitted for public comment. Written comments concerning ETTAC affairs are welcome anytime before or after the meeting. Minutes will be available within 30 days of this meeting. The ETTAC is mandated by Public Law 103-392. It was created to advise the U.S. government on environmental trade policies and programs, and to help it to focus its resources on increasing the exports of the U.S. environmental industry. ETTAC operates as an advisory committee to the Secretary of Commerce and the Trade Promotion Coordinating Committee (TPCC). ETTAC was originally chartered in May of 1994. It was most recently rechartered until September 3, 2008.

On January 31, 2007, the Department of Commerce (the Department) published the preliminary results of new shipper review of the antidumping duty order on certain forged stainless steel flanges from India. See Certain Forged Stainless Steel Flanges From India; Preliminary Results of New Shipper Review, 72 FR 4483 (January 31, 2007) (Preliminary Results). This new shipper review covers Kunj Forgings, Pvt., Ltd. (Kunj), a manufacturer and exporter of the subject merchandise. The period of review is February 1, 2005, through January 31, 2006. We did not receive any comments from parties, and we have not made any changes to our analysis. The final weighted-average dumping margin for Kunj is thus unchanged from our preliminary results of review, and is shown in the section entitled ``Final Results of Review.''

On October 6, 2006, the Department of Commerce published the preliminary results of the 2004-2005 administrative review of the antidumping duty order on stainless steel wire rod from Sweden. The review covers one manufacturer/exporter, Fagersta Stainless AB (``FSAB''). The period of review (``POR'') is September 1, 2004, through August 31, 2005. Based on our analysis of the comments received, we have made changes to the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''

In response to requests from interested parties, the Department of Commerce (the Department) is conducting the first administrative review of the antidumping duty order on certain tissue paper (tissue paper) from the People's Republic of China (PRC). The period of review (POR) is September 21, 2004, through February 28, 2006. We have preliminarily determined that two of the three respondents made sales of the subject merchandise at prices below normal value.

The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of coated free sheet paper (CFS) in Indonesia. For information on the subsidy rates, see the ``Suspension of Liquidation'' section of this notice.

On January 16, 2007, a Bi-National Panel (``Panel'') constituted under the North American Free Trade Agreement (``NAFTA'') affirmed the U.S. Department of Commerce's (``the Department's'') redetermination on remand of the final results of the fourth antidumping duty administrative review on oil country tubular goods from Mexico. See In the Matter of: Oil Country Tubular Goods from Mexico; Final Results of Antidumping Duty Review and Determination Not to Revoke, USA-MEX-2001-1904-05. The Department is now issuing these amended final results for this fourth administrative review to reflect the Panel's decision.

The Department of Commerce (``the Department'') received timely requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') and the People's Republic of China (``PRC''). The anniversary month of these orders is February. In accordance with the Department's regulations, we are initiating these administrative reviews.
