On March 2, 2007, Mueller Industries, Inc. (Memphis, Tennessee), Streamline Copper & Brass Ltd. (Strathroy, Ontario) and affiliated companies within the Mueller Group (collectively referred to herein as ``Mueller'') are the interested Parties; filed a First Request for Panel Review with the Canadian Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the final determination of dumping made by the Canada Border Services Agency, respecting Certain Copper Pipe Fittings Originating In Or Exported From the United States of America. This determination was published in the Canada Gazette, Part I, (Vol. 141, No. 5, pp. 188) on February 3, 2007. The NAFTA Secretariat has assigned Case Number CDA-USA-2007-1904-01 to this request.

In response to a request from petitioner Aqualon Company, a division of Hercules Incorporated (``Aqualon''), a U.S. manufacturer of carboxymethylcellulose (``CMC''), the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on CMC from the Netherlands. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 71 FR 51573 (August 30, 2006). This administrative review covers the period December 27, 2004, through June 30, 2006. We are now rescinding this review with respect to Akzo Nobel Surface Chemistry BV and Akzo Nobel Functional Chemicals B.V. (collectively, ``Akzo'') due to the withdrawal of Aqualon's review request with respect to Akzo.\1\

The Department of Commerce has received information sufficient to warrant initiation of changed-circumstances reviews of the antidumping duty orders on ball bearings and parts thereof from Italy and the United Kingdom pursuant to section 751(b) of the Tariff Act of 1930, as amended.

The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from Brazil with respect to 11 companies.\1\ The respondents which the Department selected for individual review are Aquatica Maricultura do Brasil Ltda (``Aquatica'') and Comercio de Pescado Aracatiense Ltda. (``Compescal''). The respondents which were not selected for individual review are listed in the ``Preliminary Results of Review'' section of this notice. This is the first administrative review of this order. The period of review (``POR'') covers August 4, 2004, through January 31, 2006.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from India with respect to 70 companies.\1\ The respondents which the Department selected for individual review are Devi Marine Food Exports Private Limited (DMF), Kader Investment and Trading Company Private Limited, Premier Marine Products, Kader Exports Private Limited (KEPL), Universal Cold Storage Private Limited (UCS), and Liberty Frozen Foods Private Limited (collectively, ``the Liberty Group''), Falcon Marine Exports Limited (Falcon), and Hindustan Lever Limited (HLL). The respondents which were not selected for individual review are listed in the ``Preliminary Results of Review'' section of this notice. This is the first administrative review of this order. The period of review (POR) is August 4, 2004, through January 31, 2006.

The Department of Commerce (the Department) is currently conducting the 2005-2006 administrative review of the antidumping duty order on heavy forged hand tools, finished or unfinished, with or without handles, (heavy forged hand tools) from the People's Republic of China (PRC). We preliminarily determined to apply adverse facts available (AFA) with respect to four companies which failed to cooperate to the best of their ability and failed to demonstrate their eligibility for a separate rate, as follows: (a) Hammers/Sledges and Bars/Wedges exported by Shandong Machinery Import & Export Company (SMC); (b) Axes/Adzes, Bars/Wedges, Hammers/Sledges, and Picks/Mattocks (``all four classes or kinds'') exported by Jafsam Metal Products (Jafsam); (c) Picks/Mattocks exported by Tianjin Machinery Import and Export Corporation (TMC); and (d) Picks/Mattocks and Hammers/Sledges exported by Shandong Huarong Machinery Co. (Huarong). We are also preliminarily rescinding the following 2005-2006 administrative reviews: (a) Axes/Adzes and Picks/Mattocks, with regard to SMC; (b) Axes/Adzes, Hammers/Sledges, and Picks/Mattocks, with regard to Iron Bull Industrial Co., Ltd. (Iron Bull); and (c) all four classes or kinds with regard to Shanghai Xinike Trading Company (Xinike). If these preliminary results are adopted in our final results of these reviews, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of subject merchandise during the period of review (POR) for which the importer-specific assessment rates are above de minimis. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

On November 1, 2006, the Department of Commerce (``the Department'') initiated the first sunset reviews of the antidumping duty orders on certain welded large diameter line pipe (``welded large diameter pipe'') from Japan and Mexico, pursuant to section 751(c) of the Tariff Act of 1930, as amended, (``the Act''). On the basis of notices of intent to participate and adequate substantive responses filed on behalf of the domestic interested parties and no response from respondent interested parties, the Department has conducted expedited sunset reviews of these antidumping duty orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would likely lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Reviews'' section of this notice.

Export Trading Company Affairs (``ETCA''), International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). This notice summarizes the proposed amendment and requests comments relevant to whether the Certificate should be issued.

The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain cut-to-length carbon-quality steel plate (CTL plate) from the Republic of Korea (Korea) for the period January 1, 2005, through December 31, 2005, the period of review (POR). For information on the net subsidy rate for the reviewed company, see the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section of this notice.

The Department of Commerce is conducting an administrative review of the antidumping duty order on stainless steel bar from India. The period of review is February 1, 2005, through January 31, 2006. This review covers imports of stainless steel bar from eight producers/ exporters. We preliminarily find that sales of the subject merchandise have been made below normal value. In addition, based on the preliminary results for the respondents selected for individual review, we have preliminarily determined a weighted-average margin for those companies for which a review was requested, but that were not selected for individual review. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection to assess antidumping duties on appropriate entries. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

The Department of Commerce (``Department'') received timely requests to conduct an administrative review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''). The anniversary month of this order is January. In accordance with the Department's regulations, we are initiating this administrative review.

On August 31, 2006, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty order on oil country tubular goods (``OCTG''), other than drill pipe, from Korea for the period (``POR'') August 1, 2004 through July 31, 2005. See Oil Country Tubular Goods, Other Than Drill Pipe, from Korea: Preliminary Results of Antidumping Duty Administrative Review, 71 FR 51797 (August 31, 2006) (Preliminary Results). This review covers the following manufacturers/exporters: Husteel Co., Ltd. (``Husteel'') and SeAH Steel Corporation (``SeAH''). Based on our analysis of the comments received, we have made changes to the Preliminary Results. For the final dumping margins see the ``Final Results of Review'' section below.

On October 27, 2006, the Department of Commerce (``the Department'') published a notice of preliminary results of the full sunset review of the antidumping duty order on canned pineapple fruit (``CPF'') from Thailand (71 FR62994 ) pursuant to section 751 (c) of the Tariff Act of 1930, as amended (``the Act''). We provided interested parties an opportunity to comment on our preliminary results. We received a case brief from respondent interested parties, Pineapple Processors' Group, Thai Food Processors' Association, Thai Pineapple Canning Industry Corp., Ltd., Malee Sampran Public Co., Ltd. (``Malee''), The Siam Agro Industry Pineapples and Others Public Co., Ltd. (``SAICO''), Great Oriental Food Products Co., Ltd., Thai Pineapple Products and Other Fruits Co. Ltd., The Tipco Foods (Thailand) PCL, Pranburi Hotei Co. Ltd., and Siam Fruit Canning (1988) Co., Ltd. (collectively, ``Respondents''). We received a rebuttal brief from the domestic interested party, Maui Pineapple Company (``Maui''). As a result of this sunset review, the Department finds that revocation of this order would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

Import Administration (IA) issues this final rule to add new regulations implementing the Mexican Cement Import Licensing System in accordance with the Agreement between the Office of the United States Trade Representative and the Department of Commerce of the United States of America and the Ministry of Economy of the United Mexican States (Secretar[iacute]a de Econom[iacute]a) on Trade in Cement (Agreement), signed March 6, 2006. This final rule requires all importers of cement from Mexico covered by the scope of the Agreement to obtain an import license from the Department of Commerce (Commerce) prior to completing their U.S. Customs and Border Protection (CBP) entry summary documentation. To obtain the import license, the importer, or the importer's broker or agent, must complete a form supplying certain information to Commerce about the Mexican Cement importation. The import license number will be generated immediately upon submitting the information and will be needed to complete the CBP entry documentation. IA will use the information recorded on the import license form as the basis for monitoring compliance with the Agreement. In addition, IA informs the public of the approval by the Office of Management and Budget (OMB) of the collection-of-information requirements contained in this final rule and publishes the OMB control numbers for those collections.

The Department of Commerce (``the Department'') has conducted a full sunset review of the antidumping duty order on furfuryl alcohol from Thailand pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). As a result of this review, the Department finds that revocation of the antidumping duty order would not likely lead to the continuation or recurrence of dumping. Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(ii), the Department is revoking the antidumping duty order on furfuryl alcohol from Thailand.

This action allocates calendar year 2007 duty exemptions for watch producers located in the Virgin Islands pursuant to Pub. L. 97- 446, as amended by Pub. L. 103-465, Pub. L 106-36 and Pub. L. 108-429 (``the Act'').

In response to a request for a changed-circumstances review from Societe Nouvelle de Fabrication Aeronautique S.A.S.U., SKF France S.A., and SKF Aerospace France S.A.S. and pursuant to section 751(b) of the Tariff Act of 1930, as amended, and 19 CFR Sec. 351.216 and 351.221(c)(3), the Department of Commerce is initiating a changed- circumstances review of the antidumping duty order on ball bearings and parts thereof from France.
