Certain Frozen Warmwater Shrimp from the People's Republic of China: Initiation of New Shipper Review
The Department of Commerce (``Department'') has determined that a request to conduct a new shipper review of the antidumping duty order on frozen warmwater shrimp from the People's Republic of China (``PRC''), received on August 31, 2006, meets the statutory and regulatory requirements for initiation. Therefore, in accordance with 19 CFR 351.214(d), we are initiating a new shipper review for Maoming Changxing Foods Co., Ltd. (``MCFC''). The period of review (``POR'') for this new shipper review is February 1, 2006, through July 31, 2006.\1\
Polychloroprene Rubber from Japan: Final Changed Circumstances Review and Determination to Revoke Finding in Part
On August 11, 2006, the Department of Commerce (the Department) published a notice of initiation and preliminary results of a changed circumstances review with intent to revoke, in part, the antidumping duty (AD) finding on polychloroprene rubber from Japan. See Polychloroprene Rubber from Japan: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Finding in Part, 71 FR 46189 (August 11, 2006) (Initiation and Preliminary Results). We are now revoking this finding in part, with regard to certain polychloroprene rubber products from Japan, as described in the ``Scope of Changed Circumstances Review'' section of this notice, based on the fact that domestic parties have expressed no further interest in the relief provided by the finding with respect to the imports of such products.
Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with August anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Certain Forged Stainless Steel Flanges from India: Notice of Partial Rescission of New Shipper Reviews
The Department of Commerce (the Department) is rescinding new shipper reviews of three companies for whom it had initiated new shipper reviews on April 6, 2006. See Stainless Steel Flanges from India: Notice of Initiation of Antidumping Duty New Shipper Reviews, 71 FR 17439 (April 6, 2006). Our basis for rescinding these new shipper reviews is described below.
Certain Tissue Paper Products from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
On April 28, 2006, the Department of Commerce (the Department) published in the Federal Register (71 FR 25145) a notice announcing the initiation of the antidumping duty administrative review on certain tissue paper products (tissue paper) from the People's Republic of China (PRC). The period of review (POR) is September 21, 2004, through February 28, 2006. This review is now being rescinded for Fujian Naoshan Paper Industry Group Co., Ltd. (Naoshan), Fuzhou Magicpro Gifts Co., Ltd. (Magicpro), Guilin Qifeng Paper Co., Ltd. (Guilin Qifeng), Goldwing Co., Ltd. (Goldwing), and AR Printing and Packaging (AR P&P), because the only requesting party withdrew its request in a timely manner.
Certain Preserved Mushrooms from the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (the ``Department'') has determined that a request for a new shipper review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC''), received on August 21, 2006, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') of this new shipper review is February 1, 2006, through July 31, 2006.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (the ``Department'') has determined that a request for a new shipper review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''), received on August 31, 2006, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') of this new shipper review is August 1, 2005, through July 31, 2006.
Notice of Amended Final Determination of Sales at Less Than Fair Value: Certain Lined Paper Products from the People's Republic of China; Notice of Antidumping Duty Orders: Certain Lined Paper Products from India, Indonesia and the People's Republic of China; and Notice of Countervailing Duty Orders: Certain Lined Paper Products from India and Indonesia
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC), the Department is issuing antidumping duty orders on certain lined paper products (CLPP) from India, Indonesia and the People's Republic of China (PRC) and countervailing duty orders on CLPP from India and Indonesia. On September 21, 2006, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry and its negative determination of critical circumstances. See Certain Lined Paper School Supplies, USITC Pub. 3884, Inv. Nos. 701-TA-442-443 and 731-TA-1095-1097 (Final) (September 2006).
Folding Metal Tables and Chairs: Notice of Partial Rescission of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on folding metal tables and chairs (``FMTCs'') from the People's Republic of China (``PRC''), covering the period June 1, 2005, through May 31, 2006. Based on the withdrawal of the request for review with respect to one company, we are rescinding this administrative review, in part.
Certain Small Diameter Seamless Carbon and Alloy Steel Standard, Line and Pressure Pipe from Brazil: Notice of Final Results of Antidumping Duty Administrative Review
On May 26, 2006, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on certain small diameter seamless carbon and alloy steel standard, line and pressure pipe (seamless pipe) from Brazil. This administrative review covers V & M do Brasil, S.A. (VMB), a manufacturer/exporter of seamless pipe. The period of review (POR) is August 1, 2004, through July 31, 2005. Based on our analysis of the comments received, we have made changes to certain currency conversion variables, but the margin is unchanged from the preliminary results. The final weighted-average dumping margin for the reviewed firm is shown below in the section entitled ``Final Results of Review.''

Stainless Steel Bar from India: Notice of Initiation of Antidumping Duty New Shipper Review
The Department of Commerce has received a request for a new shipper review of the antidumping duty order on stainless steel bar from India. In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended, and 19 CFR 351.214(d), we are initiating an antidumping new shipper review of Ambica Steels Limited.
Ball Bearings and Parts Thereof from France: Notice of Court Decision Not in Harmony
On September 1, 2006, the United States Court of International Trade affirmed in part and struck in part the Department of Commerce's redetermination on remand of the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from France. See SKF USA Inc., SKF France S.A., and Sarma v. United States, Court No. 03-00490, slip op. 06-133 (CIT 2006). The Department is now issuing this notice of court decision not in harmony with the Department's determination.
Non-Malleable Cast Iron Pipe Fittings from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
On May 31, 2006, the Department of Commerce (``the Department'') initiated the third administrative review of the antidumping duty order on non-malleable cast iron pipe fittings from the People's Republic of China (``PRC'') covering the period April 1, 2005, through March 31, 2006. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 71 FR 30864 (May 31, 2006) (``Initiation Notice''). On July 25, 2006, the review request was withdrawn with respect to two parties. Therefore, the Department is partially rescinding the administrative review of sales of non-malleable cast iron pipe fittings with respect to the entities for whom the review requests have been withdrawn.
Oil Country Tubular Goods from Japan: Final Results and Rescission of Antidumping Duty Administrative Review
On June 22, 2006, the Department of Commerce (the Department) published in the Federal Register the notice of intent to rescind the administrative review of the antidumping duty order on Oil Country Tubular Goods (OCTG) from Japan. This review covers four manufactures/ exporters: JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), NKK Tubes (NKK) and Sumitomo Metal Industries, Ltd. (SMI). The period of review (POR) covers sales of subject merchandise to the United States during the period August 1, 2004 throughJuly 31, 2005. We provided interested parties with an opportunity to comment on the notice of intent to rescind this administrative review. However, we received no comments from interested parties. Consequently, no changes have been made to the preliminary results of the review.
Notice of Final Results of New Shipper Review of the Antidumping Duty Order on Certain Frozen Warmwater Shrimp From Ecuador
On April 26, 2006, the Department of Commerce (the Department) published the preliminary results of its new shipper review of the antidumping duty order on certain frozen warmwater shrimp from Ecuador. The review covers the entries of Studmark, S.A. (Studmark) for the period of review (POR) August 4, 2004, through July 31, 2005. Based on the Department's analysis of the issues, these final results have changed from the preliminary results. The final results are listed in the section below entitled ``Final Results of Review.''
Status of Investigation Into Charges of Violations of Administrative Protective Orders in Antidumping and Countervailing Duty Proceedings
In recent months, the International Trade Administration has completed a number of investigations into charges that the terms of administrative protective orders issued in connection with antidumping and countervailing duty proceedings have been violated. The results of these investigations are summarized below.
Notice of Final Results and Partial Rescission of Antidumping Duty Administrative Review: Certain Oil Country Tubular Goods from Mexico
On May 12, 2006, the U.S. Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping order covering certain oil country tubular goods from Mexico. See Certain Oil Country Tubular Goods from Mexico; Preliminary Results of Antidumping Duty Administrative Review and Partial Rescission, 71 FR 27676 (May 12, 2006) (``Preliminary Results''). The review covers producers Hylsa, S.A. de C.V. (``Hylsa'') and Tubos de Acero de Mexico, S.A. (``Tamsa''). The period of review (``POR'') is August 1, 2004, through July 31, 2005. We invited parties to comment on our Preliminary Results. Based on our analysis of comments received, we made one change in the margin calculation, but the margin remained unchanged from the preliminary results. The final results are listed below in the ``Final Results of Review'' section.
Preliminary Results of the Antidumping Duty Changed Circumstances Review and Notice of Intent to Revoke the Order in Part: Certain Welded Large Diameter Line Pipe from Japan
On August 14, 2006, the Department of Commerce (``the Department'') published a notice of initiation of a changed circumstances review of the antidumping duty order on welded large diameter line pipe (``LDLP'') from Japan with respect to excluding certain LDLP as described below from the order. See Initiation of Antidumping Duty Changed Circumstances Review: Certain Welded Large Diameter Line Pipe From Japan, 71 FR 46448 (August 14, 2006), (``Notice of Initiation''). In our Notice of Initiation, we invited parties to comment on the request to exclude certain LDLP (``product in question''), as described below. The Department received no comments. Absent any comments, the Department preliminarily concludes that producers accounting for substantially all of the production of the domestic like product to which this order pertains lack interest in the relief provided by this order with respect to the product in question. Therefore, the Department preliminarily concludes that it is appropriate to revoke this order, in part, with respect to all future entries for consumption of certain welded LDLP, as described below, which would become effective on the date of publication of the final results of this review.
Antifriction Bearings and Parts Thereof from France and Singapore: Revocation of Antidumping Duty Orders
On June 1, 2005, the Department of Commerce initiated and the International Trade Commission instituted a sunset review of the antidumping duty orders on antifriction bearings and parts thereof from France and Singapore. As a result of the review, the International Trade Commission determined that revocation of the order on spherical plain bearings and parts thereof from France and the order on ball bearings and parts thereof from Singapore would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Therefore, the Department of Commerce is revoking these two antidumping duty orders.
Tapered Roller Bearings and Parts Thereof from the People's Republic of China and Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, and the United Kingdom: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty orders on tapered roller bearings and parts thereof from the People's Republic of China (``PRC'') and ball bearings and parts thereof from France, Germany, Italy, Japan, and the United Kingdom would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States, pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''), within a reasonably foreseeable time, the Department hereby orders the continuation of these antidumping duty orders and is publishing notice of the continuation of these antidumping duty orders.
Silicomanganese from Brazil, Ukraine, and the People's Republic of China: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on silicomanganese from Brazil, Ukraine, and the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing notice of the continuation of these antidumping duty orders.
Heavy Forged Hand Tools, Finished or Unfinished, With or Without Handles, From the People's Republic of China: Final Results of Antidumping Duty Administrative Reviews and Final Rescission and Partial Rescission of Antidumping Duty Administrative Reviews
On March 8, 2006, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on heavy forged hand tools, finished or unfinished, with or without handles (``HFHTs''), from the People's Republic of China (``PRC''). See Heavy Forged Hand Tools, Finished or Unfinished, With or Without Handles, From the People's Republic of China: Preliminary Results of Administrative Reviews and Preliminary Partial Rescission of Antidumping Duty Administrative Reviews, 71 FR 11580 (March 8, 2006) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the dumping margin calculations for the final results. We find that certain manufacturers/exporters sold subject merchandise at less than normal value during the period of review (``POR'') February 1, 2004, through January 31, 2005.
Circular Welded Carbon Steel Pipes and Tubes from Thailand: Notice of Final Results of Antidumping Duty Administrative Review
On April 7, 2006, the Department of Commerce (the Department) published the preliminary results of administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes from Thailand in the Federal Register. See Circular Welded Steel Pipes and Tubes from Thailand: Preliminary Results of Antidumping Duty Administrative Review, 71 FR 17810 (April 7, 2006) (Preliminary Results). The review covers one producer of the subject merchandise. The period of review is March 1, 2004 through February 28, 2005. Based on our analysis of the comments received, we have made changes to the preliminary results, which are discussed in the ``Changes Since the Preliminary Results'' section below. For the final dumping margins, see the ``Final Results of Review'' section below.
Polyethylene Retail Carrier Bags from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (``PRCBs'') from the People's Republic of China (``PRC'') covering the period January 26, 2004, through July 31, 2005. We have preliminarily determined that sales have been made below normal value (``NV'') by Crown Polyethylene Products (International) Ltd. (``Crown''), High Den Enterprises Ltd. (``High Den''), and Dongguan Nozawa Plastic Products Co. Ltd. and United Power Packaging Ltd. (collectively, ``Nozawa'').\1\ If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (``POR'').

Certain Tissue Paper Products from the People's Republic of China: Notice of Initiation of Anti-circumvention Inquiry
In response to a request from the Seaman Paper Company of Massachusetts, Inc. (petitioner), the Department of Commerce (the Department) is initiating an anti-circumvention inquiry to determine whether certain imports of tissue paper from Vietnam are circumventing the antidumping duty order on certain tissue paper products (tissue paper) from the People's Republic of China (PRC). See Notice of Amended Final Determination of Sales at Less than Fair Value and Antidumping Duty Order: Certain Tissue Paper Products from the People's Republic of China, 70 FR 16223 (March 30, 2005) (Tissue Paper Order).
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting the first administrative review of the antidumping duty order on floor-standing, metal-top ironing tables and certain parts thereof from the People's Republic of China (PRC). The period of review (POR) is February 3, 2004, through July 31, 2005. We have preliminarily determined that two of the three respondents made sales to the United States of the subject merchandise at prices below normal value. We invite interested parties to comment on these preliminary results. Parties that submit comments are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument(s).
Initiation of Antidumping Duty Changed Circumstances Review: Certain Corrosion-Resistant Carbon Steel Flat Products from Germany
In accordance with section 751(b) of the Tariff Act of 1930, as amended (``the Act''), and section 351.216(b) of the U.S. Department of Commerce's (``the Department'') regulations, ThyssenKrupp Steel North America, Inc. (``ThyssenKrupp''), a U.S. importer, filed a request for the Department to initiate a changed circumstances review of the antidumping duty (``AD'') orders on certain corrosion-resistant carbon steel flat products (``CORE'') from Germany. The purpose of such review would be to partially revoke the order with respect to a certain product because of lack of interest by the domestic industry.\1\ Mittal Steel USA (``Mittal Steel''), a domestic CORE producer, submitted a letter to the Department expressing a lack of interest in continuing to have the product in question subject to the antidumping duty order. Mittal Steel also stated that it is a major domestic producer of CORE. In response to the request made by the ``interested party'' within the meaning of section 771(9) of the Act, ThyssenKrupp, and the lack of interest from Mittal Steel, the Department is initiating a changed circumstances review on CORE from Germany with respect to a specific corrosion resistant steel product as described below.
Certain Cut-to-Length Carbon Steel Plate from Germany: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to a request from Nucor Corporation (the petitioner), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain cut- to-length carbon steel plate (CTL Plate) from Germany for the period of review (POR) August 1, 2004, through July 31, 2005. This review covers AG der Dillinger Huttenwerke, manufacturer of the subject merchandise, and its U.S. affiliate, Arcelor International America, LLC (AIA) (collectively, Dillinger). We preliminarily determine that during the POR, Dillinger did not make sales of subject merchandise at less than normal value (NV) (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. Parties who submit comments in this segment of the proceeding should also submit with them: (1) A statement of the issues and (2) a brief summary of the comments. Further, parties submittingwritten comments are requested to provide the Department with an electronic version of the public version of any such comments on diskette.
Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to requests from petitioners\1\, the Department of Commerce (the Department) is conducting the twelfth administrative review of the antidumping order on corrosion-resistant carbon steel flat products (CORE) from Korea. This review covers four manufacturers and exporters (collectively, the respondents) of the subject merchandise: Dongbu Steel Co., Ltd., (Dongbu); Hyundai HYSCO (HYSCO); Pohang Iron & Steel Company, Ltd. and Pohang Coated Steel Co., Ltd. (POCOS), (collectively, the POSCO Group); and Union Steel Manufacturing Co., Ltd. (Union). The period of review (POR) is August 1, 2004, through July 31, 2005. We preliminarily determine that during the POR, Dongbu, the POSCO Group, and Union made sales of subject merchandise at less than normal value (NV). However, we preliminarily determine that HYSCO did not make sales of subject merchandise at less than NV (i.e., sales were made at ``zero'' or de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess HYSCO's appropriate entries at an antidumping liability of zero percent of the entered value and instruct CBP to assess Dongbu, the POSCO Group, and Union at the rates referenced in the ``Preliminary Results of the Review'' section of this notice.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the ``Department'') is conducting an administrative review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets from the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). We preliminarily find that QVD Food Company Ltd. (``QVD'') sold subject merchandise at less than normal value (``NV'') during the period of review (``POR''), August 1, 2004, through July 31, 2005. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries.
Low Enriched Uranium from France: Notice of Court Decision and Suspension of Liquidation
On August 3, 2006, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department's'') June 19, 2006, Final Results of Redetermination on Remand pursuant to Eurodif S.A., et. al. v. United States, Consol. Ct. No. 02-00219, Slip. Op. 06-75 (CIT May 18, 2006) (``LEU Remand Redetermination''), which pertains to the Antidumping Duty Order on Low Enriched Uranium (``LEU'') from France. Consistent with the decision of the U.S. Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), the Department is notifying the public that this decision is ``not in harmony'' with the Department's original determination and will continue to order the suspension of liquidation of the subject merchandise, where appropriate, until there is a conclusive decision in this case. If the case is not appealed, or if it is affirmed on appeal, the Department will instruct U.S. Customs and Border Protection to liquidate all relevant entries from Eurodif S.A./ Compagnie Generale Des Matieres Nucleaires (collectively, ``Eurodif'' or ``respondents'').
Continuation of Antidumping Duty Orders on Welded ASTM A-312 Stainless Steel Pipe from Korea and Taiwan
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on Welded ASTM A-312 Stainless Steel Pipe (WSSP) from Korea and Taiwan would likely lead to continuation or recurrence of dumping, the Department is publishing notice of continuation of these antidumping duty orders.
Preliminary Results of Countervailing Duty Administrative Review: Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on corrosion-resistant carbon steel flat products (i.e., corrosion- resistant carbon steel plate) from the Republic of Korea (Korea) for the period of review (POR) January 1, 2004, through December 31, 2004. For information on the net subsidy for each of the reviewed companies, see the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. (See the ``Public Comment'' section of this notice).
