This action prohibits possession of Gulf of Maine cod by common pool vessels through the end of fishing year. This action also closes the Gulf of Maine Cod Trimester Total Allowable Catch Area to Northeast multispecies common pool vessels fishing with trawl gear, sink gillnet gear, and longline/hook gear for Trimester 3 of fishing year 2023. These actions are necessary because the common pool fishery is projected to have achieved the annual sub-annual catch limit and caught more than 90 percent of its Trimester 3 quota for Gulf of Maine cod. This action is intended to prevent overages of the common pool's quota for this stock.

CBERA, as amended, provides duty-free treatment for certain apparel articles imported directly from Haiti. One of the preferences is known as the ``value-added'' provision, which requires that apparel meet a minimum threshold percentage of value added in Haiti, the United States, and/or certain beneficiary countries. The provision is subject to a quantitative limitation, which is calculated as a percentage of total apparel imports into the United States for each 12-month period. For the period from December 20, 2023 through December 19, 2024, the quantity of imports eligible for preferential treatment under the value-added provision is 313,655,640 square meters equivalent.

Free Atlantic Shark Identification Workshops and Safe Handling, Release, and Identification Workshops will be held in January, February, and March of 2024. Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and to maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. Additional free workshops will be conducted in 2024 and will be announced in a future notice. In addition, NMFS has implemented online recertification workshops for persons who have already taken an in-person training.

NMFS is implementing allowable harvest levels and harvest reference points, including the overfishing limit, acceptable biological catch, and annual catch limit, for Pacific mackerel in the exclusive economic zone off the U.S. West Coast (California, Oregon, and Washington) for the fishing seasons 2023-2024 and 2024-2025. The allowable harvest levels include a harvest guideline and annual catch target for the 2023-2024 fishing season of 7,871 metric tons (mt) and 6,871 mt, respectively and a harvest guideline and annual catch target for the 2024-2025 fishing season of 8,943 mt and 7,943 mt, respectively. If the fishery attains the annual catch target in either fishing season, the directed fishery will close, reserving the 1,000-mt difference between the harvest guideline and annual catch target as a set-aside for incidental landings in other Coastal Pelagic Species fisheries and other sources of mortality. This final rule is made pursuant to the Coastal Pelagic Species Fishery Management Plan and is intended to conserve and manage the Pacific mackerel stock off the U.S. West Coast.

Geographically Updated Population Certification Program

Effective January 1, 2024, the Census Bureau will reinstate the Geographically Updated Population Certification Program (GUPCP). At that time, the Census Bureau will resume processing applications for certified decennial census population and housing counts associated with updated government boundaries. This service was suspended on January 1, 2019, to accommodate the taking of the 2020 Census (see the Federal Register, October 19, 2018). The resumption of this service provides the requesting government a new certification of 2020 Census population and housing counts based on boundary updates that became legally effective after the 2020 Census. Government boundaries effective on or before January 1, 2020 were used for 2020 Census population and housing tabulation. While GUPCP was originally scheduled for reinstatement in 2022, resource demands following the 2020 Census have delayed its relaunch until 2024. Resumption of the program continues a fee-based service that the Census Bureau has provided since the 1970s. This action provides participants in the Pacific Coast Groundfish Trawl Rationalization Program with the 2024 cost recovery fee percentages and the average mothership (MS) price per pound to be used in the catcher/processor (C/P) Co-operative (Co-op) program to calculate the fee amount for the upcoming calendar year. For the 2024 calendar year, NMFS announces the following fee percentages by sector specific program: 3 percent for the Shorebased Individual Fishing Quota (IFQ) Program; 0.1 percent for the C/P Co-op Program; and 1.8 percent for the MS Co-op Program. For 2024, the MS pricing to be used as a proxy by the C/P Co-op Program is $0.11 per pound for Pacific whiting.

In this rulemaking, the Bureau of Industry and Security (BIS) proposes revising License Exception Strategic Trade Authorization (STA) under the Export Administration Regulations (EAR). The purpose of these changes is to encourage additional use of License Exception STA for ally and partner countries. BIS proposes specific revisions to License Exception STA and includes questions for public comment to help BIS better understand impediments in using License Exception STA. This proposed rule is part of a broader effort announced today that will revise several categories of export licensing requirements and the availability of export license exceptions for key allied and partner countries, as well as for members of certain multilateral export control regimes.

The Bureau of Industry and Security (BIS) is amending the Export Administration Regulations (EAR) by removing Proliferation of Chemical and Biological Weapons (CB) controls on specified pathogens and toxins that are destined for Australia Group (AG) member countries and by revising the Commerce Country Chart to remove Crime Control and Detection (CC) controls on certain items that are destined for Austria, Finland, Ireland, Liechtenstein, South Korea, Sweden, and Switzerland. These changes are being made as part of a broader effort announced today that will liberalize several categories of export licensing requirements and the availability of export license exceptions for key allied and partner countries, as well as for members of certain multilateral export control regimes.
