NMFS closes the General category fishery for large medium and giant (i.e., measuring 73 inches (185 cm) curved fork length or greater) Atlantic bluefin tuna (BFT) for the remainder of the October through November time period. This action applies to Atlantic Tunas General category (commercial) permitted vessels and highly migratory species (HMS) Charter/Headboat permitted vessels with a commercial sale endorsement when fishing commercially for BFT. This action also waives the previously-scheduled restricted-fishing days (RFDs) for the remainder of the October through November time period. With the RFDs waived during the closure, fishermen aboard General category permitted vessels and HMS Charter/Headboat permitted vessels may tag and release BFT of all sizes, subject to the requirements of the catch-and-release and tag-and-release programs. On December 1, 2023, the fishery will reopen automatically.

The National Marine Fisheries Service projects that, at its current trajectory, the common pool will exceed its 2023 sub-Annual Catch Limit for GOM cod. This decrease in the possession and trip limit for Gulf of Maine cod is intended to prevent the common pool fishery from exceeding its allocation for this stock prior to the end of the fishing year.

The United States Department of Commerce, International Trade Administration (ITA), is announcing one upcoming trade mission that will be recruited, organized, and implemented by ITA. This mission is: U.S. Environmental Technologies Business Development Mission to IFAT (Internationale Fachausstellung fuer Abwasser Technologie)May 8-15, 2024. A summary of the mission is found below. The U.S. Department of Commerce (Commerce) preliminarily determines that certain steel racks and parts thereof (steel racks) from the People's Republic of China (China) were sold in the United States at prices below normal value (NV) during the period of review (POR) September 1, 2021, through August 31, 2022. Further, we preliminarily determine that two companies had no shipments of subject merchandise during the POR, and two companies do not qualify for a separate rate. Additionally, we are rescinding this review with respect to the four companies for which all review requests were timely withdrawn. We invite interested parties to comment on the preliminary results of this review.

The United States Patent and Trademark Office (``USPTO'' or ``Office'') proposes regulations to govern the pre-issuance circulation and review of decisions within the Patent Trial and Appeal Board (``PTAB'' or ``Board''). The Office proposes these provisions to refine the current interim process in light of stakeholder feedback received in response to a Request for Comments (RFC). This proposed rule promotes the efficient delivery of reliable intellectual property rights by promoting consistent, clear, and open decision-making processes at the PTAB.
