Limitation of Duty-Free Imports of Apparel Articles Assembled in Haiti Under the Caribbean Basin Economic Recovery Act (CBERA), as Amended by the Haitian Hemispheric Opportunity Through Partnership Encouragement Act (HOPE)
CBERA, as amended, provides duty-free treatment for certain apparel articles imported directly from Haiti. One of the preferences is known as the ``value-added'' provision, which requires that apparel meet a minimum threshold percentage of value added in Haiti, the United States, and/or certain beneficiary countries. The provision is subject to a quantitative limitation, which is calculated as a percentage of total apparel imports into the United States for each 12-month annual period. For the annual period from December 20, 2015 through December 19, 2016, the quantity of imports eligible for preferential treatment under the value- added provision is 350,962,661 square meters equivalent.
U.S. Education Mission to Africa: South Africa and Ghana (Optional Stop to Cote d'Ivoire); March 6-12, 2016
The United States Department of Commerce, International Trade Administration, is organizing an education mission to South Africa and Ghana with an optional stop in the C[ocirc]te d'Ivoire. Department of Commerce is partnering with the Department of State's EducationUSA Advising Centers in each location. This trade mission will be led by a senior Department of Commerce official and the emphasis will be on higher education programs, community college programs and summer, undergraduate and graduate programs, or consortia/associations of U.S. educational institutions offering said programs. This mission will seek to connect U.S. higher education institutions to potential students and university/institution partners in these three African countries. The mission will include student fairs organized by Education USA, embassy briefings, site visits, and networking events in our target cities of Johannesburg, Accra, and Abidjan. Participation in the Education Mission to these nations, rather than traveling independently to each market, will enhance the ability of participants to secure appropriate meetings with productive contacts in the target markets. This mission is intended to include representatives from a variety of accredited U.S. education institutions and consortia/associations representing groupings of U.S. accredited education institutions. Summer programs seeking to participate should be appropriately accredited by an accreditation body recognized by the U.S. Department of Education. Community colleges, undergraduate and graduate programs seeking to participate should be accredited by a recognized accreditation body listed in Council for Higher Education Accreditation (CHEA) or Accrediting Council for Education and Training (ACCET), in the Association of Specialized and Professional Accreditors (ASPA), or any accrediting body recognized by the U.S. Department of Education. The delegation will include representatives from approximately 25 different educational institutions or consortia/associations.
Polyethylene Terephthalate Film, Sheet and Strip From Brazil: Final Results of Antidumping Duty Administrative Review; 2013-2014
On August 12, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET film) from Brazil for the period November 1, 2013 through November 9, 2013.\1\ For the final results, we continue to find that respondent Terphane Ltda and Terphane, Inc. (collectively, Terphane) made no shipments of subject merchandise during the period of review (POR). We made no changes to the Preliminary Results.

Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Fisheries of the Exclusive Economic Zone Off Alaska; North Pacific Groundfish and Halibut Observer Program Standard Ex-Vessel Prices
NMFS publishes standard ex-vessel prices for groundfish and halibut for the calculation of the observer fee under the North Pacific Groundfish and Halibut Observer Program (Observer Program). This notice is intended to provide information to vessel owners, processors, registered buyers, and other participants about the standard ex-vessel prices that will be used to calculate the observer fee liability for landings of groundfish and halibut made in 2016. NMFS will send invoices to processors and registered buyers subject to the fee by January 15, 2017. Fees are due to NMFS on or before February 15, 2017.
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits
The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS (Assistant Regional Administrator), has made a preliminary determination that the Exempted Fishing Permit that would facilitate the harvest of Atlantic herring research set-aside quota warrants further consideration. The Exempted Fishing Permit would authorize federally permitted Atlantic herring vessels to harvest Atlantic Herring research set-aside quota without possession limit after the possession limit in herring management areas has been reduced to 2,000 lb (907.2 kg) for commercial herring vessels. It would also allow vessels to harvest Atlantic herring research set- aside quota during Area 1A and 1B seasonal closures. Vessels working with researchers for approved projects will need the Exempted Fishing Permits to harvest herring that will generate funds to pay for the research. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on proposed EFPs.

Request for Public Input on Sectoral Dialogues To Inform Work on Standards Cooperation Under the U.S.-India Strategic and Commercial Dialogue
With this notice, the U.S. Department of Commerce (USDOC), on behalf of the Administration, is seeking public input to identify priority sectors in which the United States and India will pursue cooperative dialogues under the U.S.-India Strategic and Commercial Dialogue (S&CD) to address standards-related trade barriers. The aim of the cooperative dialogues is for the private sector to produce concrete recommendations for the U.S. and Indian governments on breaking down barriers related to standards, regulatory, and conformity assessment practices to increase bilateral trade. Stakeholder input will be used by the USDOC, in consultation with its interagency partners, to identify those sectors where cooperative work will yield the most benefits for bilateral trade from a U.S. perspective. The USDOC will also use stakeholder input to seek agreement from its Indian government counterparts on the sectors in which to begin cooperative work. Criteria for selection include: The nature of the existing standards-related barriers in the sector (medical devices, ICT products, oil and gas, etc.), including whether the standards related measures that are affecting bilateral trade are subject to regulatory discretion or have limited potential for adjustment due to legislated mandates; the relative estimated trade impact of eliminating the standards-related barriers in the sector; and whether private sector representatives from the sectorboth U.S. and Indianare committed to leading a cooperative dialogue to produce concrete recommendations for the U.S. and Indian governments on breaking down barriers in the sector. Selection will also take into account the willingness of U.S. and Indian regulators to become involved in this targeted work, as well as if another bilateral forum relevant to the suggested issue already exists. In order for a sector to be considered, stakeholder input must identify private-sector leaders from the United States and India that have mutually agreed to coordinate and lead a cooperative dialogue among stakeholders in the sector from both the United States and India to develop recommendations for the U.S. and Indian governments on breaking down standards-related barriers in their sector. Confirmation of such agreement is encouraged. See additional requirements for submissions in the contents below. The private sector cooperative dialogue leaders from the selected priority sectors are expected to begin work as early as possible in 2016 and to report their preliminary recommendations to the U.S. and Indian governments at the next meeting of the U.S.-India S&CD, expected to take place in India in mid-2016. At the discretion of the U.S. and Indian private sector cooperative dialogue leads, U.S. and Indian government officials will be available to provide information to facilitate the development of private sector recommendations. Selection of future priority sectors will be evaluated on the basis of the performance of the cooperative dialogues in the initially selected priority sectors.

Citric Acid and Certain Citrate Salts From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
On June 8, 2015, the Department of Commerce (the ``Department'') published the preliminary results of the fifth administrative review (``AR'') of the antidumping duty order on citric acid and certain citrate salts (``citric acid'') from the People's Republic of China (``PRC''), in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ On October 27, 2015, the Department issued Post-Preliminary Results \2\ in this AR. The period of review (``POR'') for the AR is May 1, 2013, through April 30, 2014. The review covers three companies, RZBC Import & Export Co., Ltd. (``RZBC I&E''),\3\ Laiwu Taihe Biochemistry Co., Ltd. (``Taihe''), and Yixing Union Biochemical Ltd. (``Yixing Union''). Based on our analysis of the comments received, we made certain changes to our Post- Preliminary Results. The final dumping margins for this review are listed in the ``Final Results'' section below.

Fisheries of the Exclusive Economic Zone Off Alaska; Reallocation of Pacific Cod in the Central Regulatory Area of the Gulf of Alaska Management Area
NMFS is reallocating the projected unused amount of Pacific cod from catcher vessels using trawl gear to vessels using pot gear in the Central Regulatory Area of the Gulf of Alaska management area (GOA). This action is necessary to allow the 2015 total allowable catch of Pacific cod in the Central Regulatory Area of the GOA to be harvested.
Atlantic Highly Migratory Species; Atlantic Bluefin Tuna Fisheries
NMFS is transferring 24.3 metric tons (mt) of Atlantic bluefin tuna (BFT) quota from the General category December 2016 subquota period to the January 2016 subquota period (from January 1 through March 31, 2016, or until the available subquota for this period is reached, whichever comes first). NMFS also is adjusting the Atlantic tunas General category BFT daily retention limit for the January 2016 subquota period to three large medium or giant BFT from the default retention limit of one. This action is based on consideration of the regulatory determination criteria regarding inseason adjustments and applies to Atlantic tunas General category (commercial) permitted vessels and Highly Migratory Species (HMS) Charter/Headboat category permitted vessels when fishing commercially for BFT.

Fisheries off West Coast States; Pacific Coast Groundfish Fishery Management Plan; Trawl Rationalization Program; Midwater Trawl Requirements
This final rule clarifies the regulatory requirements for vessels using midwater trawl gear in the Pacific Coast Groundfish Fishery Shorebased Individual Fishing Quota Program. This action is needed to eliminate inconsistencies and reduce confusion in the current regulations. For vessels targeting Pacific whiting, the action clarifies that the retention of prohibited and protected species is allowed until landing. The disposition of prohibited and protected species is specified consistent with the Pacific Coast Groundfish Fishery Management Plan (groundfish FMP), the Pacific Coast Salmon Fishery Management Plan (salmon FMP), and other applicable law.
Fisheries Off West Coast States; Comprehensive Ecosystem-Based Amendment 1; Amendments to the Fishery Management Plans for Coastal Pelagic Species, Pacific Coast Groundfish, U.S. West Coast Highly Migratory Species, and Pacific Coast Salmon
NMFS announces that the Pacific Fishery Management Council (Council) has submitted Comprehensive Ecosystem-Based Amendment 1 (CEBA 1) for Secretarial review. CEBA 1 would bring new ecosystem component species (collectively, ``Shared EC Species'') into each of the Council's four fishery management plans (FMPs) through amendments to those FMPs, and would prohibit the future development of new directed commercial fisheries for Shared EC Species within the U.S. West Coast Exclusive Economic Zone (EEZ).
Views on the Framework for Improving Critical Infrastructure Cybersecurity
The National Institute of Standards and Technology (NIST) is seeking information on the ``Framework for Improving Critical Infrastructure Cybersecurity'' (the ``Framework''). As directed by Executive Order 13636, ``Improving Critical Infrastructure Cybersecurity'' (the ``Executive Order''), the Framework consists of standards, methodologies, procedures, and processes that align policy, business, and technological approaches to address cyber risks. The Framework was released on February 12, 2014, after a year- long open process involving private and public sector organizations, including extensive industry input and public comments. In order to fulfill its responsibilities under the Cyber Security Enhancement Act of 2014, NIST is committed to maintaining an inclusive approach, informed by the views of a wide array of individuals, organizations, and sectors. In this RFI, NIST requests information about the variety of ways in which the Framework is being used to improve cybersecurity risk management, how best practices for using the Framework are being shared, the relative value of different parts of the Framework, the possible need for an update of the Framework, and options for the long- term governance of the Framework. This information is needed in order to carry out NIST's responsibilities under the Cybersecurity Enhancement Act of 2014 and the Executive Order. Responses to this RFIwhich will be posted at http://www.nist.gov/ cyberframework/cybersecurity-framework-rfi.cfmwill inform NIST's planning and decision-making about how to further advance the Framework so that the Nation's critical infrastructure is more secure by enhancing its cybersecurity and risk management. On June 5, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey.\1\ The period of review (POR) is May 1, 2013 through April 30, 2014. The review covers the following producers/exporters of the subject merchandise: Borusan Istikbal Ticaret T.A.S. and Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (collectively, Borusan); \2\ Toscelik Profil ve Sac Endustrisi A.S. and Tosyali Dis Ticaret A.S. (collectively, Toscelik); \3\ and ERBOSAN Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan). Based on our analysis of the comments received, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled, ``Final Results of the Review.'' Further, we find that one of the companies covered by this review had no shipments of subject merchandise during the POR.
9th Annual U.S. Industry Program at the International Atomic Energy Agency (IAEA) General Conference in Vienna, Austria; September 18-21, 2016
The United States Department of Commerce's (DOC) International Trade Administration (ITA), with participation from the U.S. Departments of Energy and State, is organizing the 9th Annual U.S. Industry Program at the International Atomic Energy Agency (IAEA) General Conference, to be held September 18-21, 2016, in Vienna, Austria. The IAEA General Conference is the premier global meeting of civil nuclear policymakers and typically attracts senior officials and industry representatives from all 162 Member States. The U.S. Industry Program is part of the Department of Commerce-led Civil Nuclear Trade Initiative, a U.S. Government effort to help U.S. civil nuclear companies identify and capitalize on commercial civil nuclear opportunities around the world. The purpose of the program is to help the U.S. nuclear industry promote its services and technologies to an international audience, including senior energy policymakers from current and emerging markets as well as IAEA staff. Representatives of U.S. companies from across the U.S. civil nuclear supply chain are eligible to participate. In addition, organizations providing related services to the industry, such as universities, research institutions, and U.S. civil nuclear trade associations, are eligible for participation. The mission will help U.S. participants gain market insights, make industry contacts, solidify business strategies, and identify or advance specific projects with the goal of increasing U.S. civil nuclear exports to a wide variety of countries interested in nuclear energy. The schedule includes: (1) Meetings with foreign delegations; (2) briefings from senior U.S. Government officials and IAEA staff on important civil nuclear topics including regulatory, technology and standards issues; liability, public acceptance, export controls, financing, infrastructure development, and R&D cooperation; and (3) networking events. Third Japan-U.S. Decommissioning and Remediation Fukashima Recovery Forum; February 24-25, 2016
The U.S. Department of Commerce's International Trade Administration (ITA), in partnership with the U.S. Department of Energy, is organizing the third Japan-United States Decommissioning and Remediation Fukushima Recovery Forum (``Fukushima Recovery Forum'') on February 24-25, 2016 in Tokyo, Japan. Building on the second Fukushima Recovery Forum held in April 2015, the third Fukushima Recovery Forum aims to continue to develop U.S.-Japanese cooperation on Fukushima recovery efforts, the decommissioning of other Japanese reactors, and the restart of Japan's reactor fleet. The event will be a venue for U.S. firms to hear from Japanese Ministries, utilities, and commissioning entities on the status of Japan's civil nuclear energy program. In addition, the event will be a forum for U.S. and Japanese firms to share experiences, expertise, and lessons learned in remediation and decommissioning, including work underway at Fukushima Dai-ichi Nuclear Power Station, and in Tohoku, the area affected by the accident at Fukushima. The event also aims to address interest in cooperation in areas related to nuclear power as Japan moves forward with its plan for decommissioning or restarting its nuclear reactors. U.S. firms will also be given an opportunity to network with Japanese firms and identify potential business partners. ITA is seeking the participation of a maximum of 25 U.S. companies that produce technology or provide services in the decommissioning or remediation sector as well as in areas related to nuclear restarts. Staff from the U.S. Department of Commerce's Global Markets, Industry & Analysis (I&A), and U.S. & Foreign Commercial Service (CS) units will also be available in Tokyo to provide export counseling and civil nuclear trade policy guidance to participating companies. Support for the Fukushima Recovery Forum was confirmed at meetings of the U.S-Japan Bilateral Commission on Civil Nuclear Cooperation. The Bilateral Commission serves as a senior-level, forum for consultations on mutual issues of concern to further strengthen bilateral cooperation and advance shared interests in the area of civil nuclear cooperation. The Bilateral Commission is chaired by the Department of Energy and Japan's Ministry of Economy, Trade, and Industry (METI). There are five working groups under the Bilateral Commission that coordinate bilateral cooperation in the areas of civil nuclear energy research and development, the decommissioning of the Fukushima Dai-ichi Nuclear Power Station, environmental management, emergency management, nuclear security, and safety and regulatory issues. The Decommissioning and Environmental Management Working Group (DEMWG) under the Bilateral Commission addresses the long-term consequences of the Fukushima accident, including facility decommissioning, spent fuel storage, decontamination, and remediation of contaminated areas. The Fukushima Recovery Forum is under the auspices of the DEMWG to further industry cooperation in support of Fukushima recovery efforts.
Healthcare Trade and Investment Mission to Peru
The U.S. Department of Commerce, International Trade Administration, is organizing a healthcare trade and investment mission to Peru. The mission is designed to promote U.S. companies in the following areas: Pharmaceutical producers, medical device manufacturers, hospital operation and management services, hospital information systems, and eHealth solutions. The mission also will assist U.S. companies already doing business in Peru to expand their footprint. This mission will be executive-led.
Safety and Security Trade Mission to Saudi Arabia and Kuwait; November 12-18, 2016
The United States Department of Commerce (DOC), International Trade Administration (ITA), U.S. and Foreign Commercial Service (CS), is organizing an executive-led Safety and Security Trade Mission to Kuwait and Saudi Arabia scheduled for November 12-18, 2016. The objective of the mission is to introduce U.S. firms to Kuwait and Saudi Arabia's homeland security market and to assist U.S. companies pursue export opportunities in this sector. The mission is intended to include representatives from leading U.S. companies that provide state-of-the- art security and safety equipment. The mission will visit Kuwait City, Riyadh and Dhahran, where participants will receive market briefings and participate in customized meetings with key safety and security officials and prospective partners in the private and public sector. The trade mission will coincide with the IFSEC exhibition scheduled in Riyadh from November 14-16, 2016. Trade mission participants will begin their business mission in Kuwait City, where CS Kuwait will arrange meetings with private and public sector officials that would include the procurement division of the Ministry of Interior. The mission will aid participating firms to gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports to Kuwait and Saudi Arabia. U.S. Education Mission to Central America: Panama and Honduras (Optional Stop to Guatemala)
The United States Department of Commerce, International Trade Administration, is organizing an education mission to Panama and Honduras with an optional stop to Guatemala. The Department of Commerce is partnering with the Department of State's EducationUSA Advising Centers. This trade mission is designed to emphasize U.S. higher education, focusing on, in order of importance, intensive English language programs, community colleges, summer, undergraduate and graduate programs. The trade mission follows a successful trade mission to El Salvador, Honduras and Nicaragua in March 2015 and was of high demand given the previous successes. This mission will seek to connect U.S. higher education institutions to potential students and university/institution partners in Central America. The mission will include student fairs organized by EducationUSA, embassy briefings, site visits, and networking events. Panama City, San Pedro Sula and Guatemala City, are three of the top cities for recruiting students from Central America to the United States. Participating in the Education Mission, rather than traveling to these markets independently, will enhance the participants ability to secure appropriate meetings, especially in light of the high level engagement and support of U.S. education by the U.S. ambassadors in Panama and Honduras. Certain criteria must be fulfilled by schools attending this trade mission. Summer programs seeking to participate should be appropriately accredited by an accreditation body recognized by the U.S. Department of Education. Intensive English language programs seeking to participate should be accredited by the Commission on English Language Programs Accreditation (CEA) or appropriately accredited by an accreditation body recognized by the U.S. Department of Education. Community colleges, undergraduate and graduate programs seeking to participate should be accredited by a recognized accreditation body listed in Council for Higher Education Accreditation (CHEA) or Accrediting Council for Education and Training (ACCET), in the Association of Specialized and Professional Accreditors (ASPA), or any accrediting body recognized by the U.S. Department of Education.

Renewable Energy Trade Mission to Mexico; May 16-19, 2016
The United States Department of Commerce's International Trade Administration (ITA) is organizing an Executive-led Renewable Energy Trade Mission to Mexico from May 16 to 19, 2016. The Renewable Energy Trade Mission offers a timely and cost-effective means for U.S. firms to engage with key stakeholders and to enter the promising Mexican market for renewable energy equipment, technology, and services. A senior ITA official will lead a delegation of 15 to 20 companies for a series of meetings with government officials, power sector decision makers, potential buyers and other commercial partners in Mexico City. Transportation Technologies, Equipment & Systems Trade Mission to Turkey; September 26-30, 2016
The United States Department of Commerce International Trade Administration's (ITA) U.S. and Foreign Commercial Service (US&FCS) in Turkey is organizing a Transportation Technologies, Equipment & Systems Trade Mission to Turkey on September 26-30, 2016. The U.S.-Turkey Transportation Industry Trade Mission is intended to include representatives from a variety of U.S. transportation industry hi-tech equipment, systems and technology suppliers and service providers. The mission will introduce these suppliers to Turkish business partners, industry representatives, and to the Turkish municipal/government officials to learn about and benefit from various transportation project opportunities in the country. Participating in an official U.S. industry delegation, rather than traveling to Turkey on their own, will enhance the companies' ability to secure meetings in Ankara, Istanbul, and Izmir. The influence of the transportation sector is expected to increase more in the future, as a large number of transportation related projects, including rail, air, sea, and land, are either already underway or expected to accommodate for an increasingly industrialized country in the years to come. Further in the horizon, due to the increased infrastructural partnership between private and government enterprises, marine and railway freightage will have a big role in cargo moving for combined transportation. The Government of Turkey has committed to new investments in this industry to keep up with future demand which is expected to reach targets in 2023, the centennial of the Turkish Republic. GoT spells out investments totaling almost $250 billion with the distribution as follows: Land transportation: $110 billion; rail: $50; marine: $35; and aviation: $50. The trade mission offers a timely and cost effective way of engaging with key stake holders in the transportation sector which covers a wide range of players from air to sea, land to rail industries. Trade mission participants will have the opportunity to interact extensively with Commercial Service (CS) Turkey specialists as well as USEAC offices to discuss industry developments, opportunities, and sales strategies. Certain Magnesia Carbon Bricks From Mexico and the People's Republic of China: Final Results of Expedited Sunset Review of the Antidumping Duty Orders
On August 3, 2015, the Department of Commerce (the ``Department'') initiated the first five-year (``sunset'') review of the antidumping duty orders on certain magnesia carbon bricks (``MCBs'') from Mexico and the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (the ``Act'').\1\ On the basis of a notice of intent to participate and an adequate substantive response, filed on behalf of the domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited sunset review of the antidumping duty orders, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Orders would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
