On November 10, 2010, the Department of Commerce (the ``Department'') published the Preliminary Results of the first administrative review of the antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC''), covering the period of review (``POR'') August 6, 2008, through January 31, 2010.\1\ The Department received no comments on the Preliminary Results. We have made no changes to our margin calculations for the final results of this review. The final weighted- average margins are listed below in the ``Final Results of the Review'' section of this notice.

In response to a request for administrative review received on August 31, 2010, the Department of Commerce (the Department) initiated an administrative review of the countervailing duty order on corrosion- resistant carbon steel flat products from the Republic of Korea covering the period January 1, 2009, through December 31, 2009. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 75 FR 60078 (September 29, 2010) (Initiation). As a result of withdrawals of request for review, we are rescinding this review, in part, with respect to Dongbu Steel (Dongbu) and Pohang Iron & Steel Co., Ltd. (POSCO).

On February 1, 2005, the Department of Commerce (``Department'') published in the Federal Register the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets from the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). The Department is conducting two new shipper reviews (``NSR'') of the Order, covering the period of review (``POR'') of August 1, 2009, through February 15, 2010. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.

NMFS issues this proposed rule that would implement a regulatory amendment to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico (FMP) prepared by the Gulf of Mexico Fishery Management Council (Council). This proposed rule would establish a June through July seasonal closure of the recreational sector for greater amberjack in or from the Gulf of Mexico (Gulf) exclusive economic zone (EEZ). The intended effect of the proposed rule is to maintain the rebuilding plan targets for the overfished greater amberjack resource, reduce the likelihood of exceeding the recreational quota for greater amberjack, minimize in-season quota closures for greater amberjack during peak recreational fishing months, and increase social and economic benefits for Gulf recreational fishers by maximizing the number of fishing days available to the recreation sector. This rule also proposes revisions to the codified text to clarify the definition of a venting device used to deflate the abdominal cavity of a Gulf reef fish.

NMFS has designated the States of Maine, Florida and Louisiana as exempted States for anglers, spear fishers and for-hire fishing vessels. NMFS has designated the States of Massachusetts, Maryland and Virginia as exempted States for anglers and spear fishers.

NMFS is prohibiting directed fishing for pollock in Statistical Area 630 in the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2011 total allowable catch (TAC) of pollock for Statistical Area 630 in the GOA.

On April 19, 2010, and May 7, 2010, NMFS published notices of proposed Incidental Harassment Authorizations (IHAs) for the take of small numbers of marine mammals, by harassment, by Shell Offshore Inc. (Shell) incidental to offshore exploration drilling on Outer Continental Shelf (OCS) leases in the Beaufort and Chukchi Seas, Alaska, during July through October, 2010. Notice is hereby given that these IHAs were not issued, and Shell did not conduct the proposed exploration drilling programs in 2010.

The South Atlantic Fishery Management Council (SAFMC) will hold a meeting of its Scientific and Statistical Committee's (SSC) Social and Economic Subpanel to review the Gulf of Mexico Red Grouper Evaluation, review draft Regulatory Amendment 9 to the Snapper Grouper Fishery Management Plan for the South Atlantic addressing commercial trip limits, discuss snapper grouper and golden crab draft catch share amendments, discuss the development of annual advisory panel reports, and discuss methodologies for predicting future catch levels for use in amendment analyses. The U.S. Census Bureau (Census Bureau) proposes to amend its regulations to reflect new export reporting requirements. Specifically, the Census Bureau is proposing to require mandatory filing of export information through the Automated Export System (AES) or through AESDirect for all shipments of used self-propelled vehicles, temporary exports and household goods. The Census Bureau is also proposing to modify the postdeparture filing program by changing the filing time frame from ten (10) calendar days to five (5) calendar days and only allowing postdeparture reporting for approved commodities. In addition to the new export reporting requirements and the modifications to the postdeparture filing program, the proposed rule would make remedial changes to the FTR to improve clarity and to correct errors. These changes are discussed in detail in the SUPPLEMENTARY INFORMATION section.

The Mid-Atlantic Fishery Management Council (Council) and its Squid, Mackerel, Butterfish Committee with Advisors, its Surfclam/Ocean Quahog/Tilefish Committee, its Ecosystem/Ocean Planning Committee, its Research Set-Aside (RSA) Committee and its, Executive Committee will hold public meetings.

This proposed rule would implement measures to address overfishing of Caribbean queen conch in the U.S. Caribbean. If promulgated, this rule would extend the queen conch seasonal closure from 3 months to 5 months, and prohibit fishing for and possession of queen conch in or from the Caribbean exclusive economic zone (EEZ) east of 64[deg]34' W. longitude, which includes Lang Bank east of St. Croix, U.S. Virgin Islands (USVI), when harvest and possession of queen conch is prohibited in St. Croix territorial waters as a result of a territorial quota closure. The intended effects of this proposed rule are to prevent additional fishing pressure on queen conch in the U.S. Caribbean, and to improve enforcement of regulations affecting the queen conch resource by improving compatibility among Federal and territorial regulations.

On July 15, 2010, the Department of Commerce (``Department'') published Silicon Metal from the People's Republic of China: Preliminary Results and Preliminary Rescission, in Part, of Antidumping Duty Administrative Review, 75 FR 41143 (July 15, 2010) (``Preliminary Results''). The period of review (``POR'') is June 1, 2008, through May 31, 2009. The Department received a timely request from Petitioner, Globe Metallurgical Inc. (``Globe''), in accordance with 19 CFR 351.213(b), for an administrative review of the antidumping duty order on silicon metal from the People's Republic of China (``PRC'') for three companies: Datong Jinneng Industrial Silicon Co., Ltd. (``Datong Jinneng''),\1\ Jiangxi Gangyuan Silicon Industry Co., Ltd. (``Jiangxi Gangyuan''),\2\ and Shanghai Jinneng International Trade Co., Ltd. (``Shanghai Jinneng''). The Department also received a timely request from Shanghai Jinneng and Datong Jinneng (Shanghai Jinneng's affiliated producer of subject merchandise) for an administrative review of Shanghai Jinneng. On July 29, 2009, the Department published a notice of initiation of an antidumping duty administrative review on silicon metal from the PRC, in which we initiated a review of Datong Jinneng, Jiangxi Gangyuan, and Shanghai Jinneng.\3\ In the Preliminary Results, the Department preliminarily rescinded this review with respect to Jiangxi Gangyuan and Datong Jinneng \4\ because they certified that they had no shipments and we found no indication through our examination of U.S. Customs and Border Protection (CBP) data that there were any shipments of subject merchandise by these parties during the POR. The Department has not obtained any evidence to contradict this preliminary finding, and no interested parties commented on the finding. Accordingly, we are rescinding the review with respect to Datong Jinneng and Jiangxi Gangyuan. Consequently, the administrative review covers one respondent, Shanghai Jinneng.

In accordance with the Marine Mammal Protection Act (MMPA), as amended, and implementing regulations, notice is hereby given that NMFS has issued a Letter of Authorization (LOA) to the U.S. Navy (Navy) to take marine mammals incidental to training and research activities conducted within the Hawaii Range Complex (HRC) for the period of January 15, 2011, through January 14, 2012. NMFS also provides notice that the Integrated Comprehensive Management Program (ICMP) Plan, which is intended for use as a planning tool to focus Navy monitoring priorities pursuant to the MMPA and Endangered Species Act (ESA), has been updated for 2010. NMFS encourages the public to review this document and provide comments, information, and suggestions on the ICMP Plan.
