Codex Alimentarius Commission: Meeting of the Codex Committee on Pesticide Residues
The U.S Codex Office is sponsoring a public meeting on May 25, 2023. The objective of the public meeting is to provide information and receive public comments on agenda items and draft U.S. positions to be discussed at the 54th Session of the Codex Committee on Pesticide Residues (CCPR) of the Codex Alimentarius Commission (CAC), which will convene in Beijing, China from June 26-July 1, 2023. Notice of Intent To Publish Proposed Permanent Recreational Shooting Order in the Laramie Ranger District of the Medicine Bow-Routt National Forests
The Forest Service, U.S. Department of Agriculture, is giving notice of its intent to publish for public comment a proposed permanent order prohibiting recreational shooting in the Pole Mountain Area of the Laramie Ranger District of the Medicine Bow-Routt National Forests, which covers approximately 55,000 acres in Albany County, Wyoming, from March 31 to September 10. Agency Information Collection Activities: Proposed Collection; Comment Request: Improving Coordination Between SNAP and Medicaid in State Agencies
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is a new collection for (1) identifying and describing relevant federal statutory, regulatory, and operational barriers and facilitators that have considerable impact on coordination between the Supplemental Nutrition Assistance Program (SNAP) and Medicaid agencies; (2) identifying and describing relevant State statutory, regulator, and operational barriers and facilitators that have considerable impact on coordination between SNAP and Medicaid agencies; (3) identifying and describing systems used by States to determine eligibility and manage SNAP and Medicaid application and recertification information; (4) identifying and describing similarities and differences in State SNAP and Medicaid applications; and (5) using information collected from Objectives 1-4 to develop a Best Practices Guide that explains how States can better improve coordination between SNAP and Medicaid.

Notice of Solicitation of Applications for the Rural Energy for America Program for Fiscal Years 2023 and 2024
The Rural Business-Cooperative Service (the Agency) is issuing a second Notice of Solicitation of Applications (Notice) under the Rural Energy for America Program (REAP) as referenced in the notice that was published in the Federal Register on December 16, 2022. This second notice announces the availability of $1.055 billion in Inflation Reduction Act funds across six quarterly cycles to be obligated by September 30, 2024. This Notice also announces the types of projects that qualify for a federal grant share not to exceed 50 percent of the project cost, a set-aside for underutilized renewable energy technologies (underutilized technologies), as well as scoring revisions to support Administration priorities. Applications received on or after April 1, 2023, will be evaluated and scored according to the provisions listed in this Notice, unless otherwise amended via a subsequent notice. The Notice will not be applied retroactively to any applications previously filed. However, a portion of the funding made available under this notice may be made available to add to pooled funds to fund any Fiscal Year (FY) 2023 applications submitted prior to March 31, 2023, with no other changes in funding provisions or scoring allowed.
Child Nutrition Programs: Revisions to Meal Patterns Consistent With the 2020 Dietary Guidelines for Americans
The USDA Food and Nutrition Service is extending the public comment period on the proposed rule, ``Child Nutrition Programs: Revisions to Meal Patterns Consistent With the 2020 Dietary Guidelines for Americans,'' which published in the Federal Register on February 7, 2023. Redefining Bona Fide Cotton Spot Markets
The Agricultural Marketing Service (AMS) is proposing to amend the regulation that defines two of the seven spot designated spot markets and change the names of the affected markets. Specifically, cotton grown in Oklahoma and Kansas would be moved from the East Texas/ Oklahoma spot market to the West Texas spot market. It also changes the names of these two markets to describe the markets more accurately.
National Advisory Committee on Microbiological Criteria for Foods; Solicit for Membership Nominations
On February 6, 2023, the USDA published a notice in the Federal Register soliciting nominations for membership on the National Advisory Committee on Microbiological Criteria for Foods (NACMCF). In the notice, FSIS stated that the nomination period would close on March 15, 2023. FSIS is extending the nomination period until April 17, 2023, to provide interested persons with additional time to submit their nomination packages.

Importation of Fresh Beef From Paraguay
We are proposing to amend the regulations governing the importation of certain animals, meat, and other animal products by allowing, under certain conditions, the importation of fresh (chilled or frozen) beef from Paraguay. Based on the evidence from a risk analysis, we have determined that fresh beef can safely be imported from Paraguay, provided certain conditions are met. This action would provide for the importation of fresh beef from Paraguay into the United States while continuing to protect the United States against the introduction of foot-and-mouth disease.

Agency Information Collection Activities: Proposed Collection; Comment Request-Supplemental Nutrition Assistance Program (SNAP): Operating Guidelines, Forms, Waivers, and Annual State Report on Verification of SNAP Participation
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this information collection. This is a revision of a currently approved collection that consists of several components of State agency reporting and/or recordkeeping: State Plan of Operations, Puerto Rico Plan of Operations, Territory Memorandums of Understanding (MOUs), a budget projection statement, a program activity report, waiver requests submitted via the Waiver Information Management System (WIMS), card skimming reporting, and other plans and submissions such as advance planning documents for information systems and for electronic benefit transfer (EBT) systems. This collection also merges the activities under the Annual State Report on Verification of SNAP participation, OMB Control Number 0584-0605, expiration date 06/30/2025 into this collection which ensures that no person who is deceased, or who has been permanently disqualified from SNAP, improperly received SNAP benefits for the fiscal year preceding the report submission. Section 4032 of the Agriculture Act of 2014 is the basis for this collection. The Food and Nutrition Service (FNS) considers an email from each State agency to their corresponding FNS Regional SNAP Program Director verifying their compliance with Section 4032 of the Agriculture Act of 2014 as the mechanism for compliance. FNS intends to discontinue the Annual State Report of Verification of SNAP Participants, OMB Control Number 0584-0605 expiration date 06/30/2025 following OMB approval of this information collection request.

The Department of Agriculture's (USDA) Office of Partnerships and Public Engagement (OPPE) is seeking nominations for individuals to serve on the Advisory Committee on Minority Farmers (``Advisory Committee''). The Advisory Committee consists of 15 members who are expected to serve a 2-year term and may be reappointed for an additional two terms. Advisory Committee members will represent historically underserved farmers and farming communities and should also reflect the diversity of agriculture in geography, size, scale, type of production. The membership shall include: six (6) or more farmers or ranchers; two (2) or more individuals from minority serving institutions of higher education; two (2) or more individuals from community-based nonprofit organizations; and two (2) or more individuals with civil rights and equity expertise.

Child Nutrition Programs: Community Eligibility Provision-Increasing Options for Schools
This rulemaking proposes to expand access to the Community Eligibility Provision by lowering the minimum identified student percentage participation threshold from 40 percent to 25 percent, which would give States and schools greater flexibility to choose to invest non-Federal funds to offer no-cost meals to all enrolled students. As a result, more students, families, and schools would have an opportunity to experience the benefits of the Community Eligibility Provision, including access to meals at no cost, eliminating unpaid meal charges, minimizing stigma, reducing paperwork for school nutrition staff and families, and streamlining meal service operations. When all students have access to healthy school meals, meal participation tends to increase, and more children can experience nutritional benefits that fuel their learning, growth, and development. This proposed rule would also support State and local choices to expand the availability of free school meals for all through programs supported by State or local funding. Lowering the eligibility threshold would allow States and local educational agencies to optimize use of the Community Eligibility Provision, helping them to support school meals in a more streamlined manner.

Use of Electronic Identification Eartags as Official Identification in Cattle and Bison
We are extending the comment period for our proposed rule that would amend the animal disease traceability regulations. The proposed rule would require that eartags applied on or after a date 6 months (180 days) after publication in the Federal Register of a final rule following the proposed rule to be both visually and electronically readable in order to be recognized for use as official eartags for interstate movement of cattle and bison covered under the regulations. We also proposed to clarify certain record retention and record access requirements and revise some requirements pertaining to slaughter cattle. This action will allow interested persons additional time to prepare and submit comments.

Information Collection Requests; Direct Loan Servicing-Regular; and Servicing Minor Program Loans
In accordance with the Paperwork Reduction Act (PRA) requirement, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on a revision of two currently approved information collection requests, Direct Loan ServicingRegular and Servicing Minor Program Loans, respectively. In the Direct Loan ServicingRegular, the information is used to determine borrower compliance with loan agreements, assist the borrower in achieving business goals, and regular servicing of the loan account such as graduation, subordination, partial release, use of proceeds, and consent. In Servicing Minor Program Loans, the information collected is used to perform routine and special servicing actions for loans authorized and serviced under FSA's Minor Loan Program.
User Fees for Agricultural Quarantine and Inspection Services
We are amending our regulations governing the user fees charged for certain Agricultural Quarantine and Inspection (AQI) services. We are reducing the fees charged to remove surcharges that were intended to fund a reserve. This action is necessary in order to ensure the regulations reflect an operational reduction of AQI fees that was announced through a November 1, 2022, Stakeholder Registry announcement, issued to comply with a September 15, 2022, judgment of the United States District Court for the District of Columbia, and which took effect on December 1, 2022.

The Farm Service Agency (FSA) is announcing the availability of funding to assist grain producers because eligible disaster events damaged or destroyed local commercial grain facilities. To assist producers in the impacted areas, FSA will provide financial assistance under the Emergency Grain Storage Facility Assistance Program (EGSFP). Eligible grain producers in affected counties impacted by eligible disaster events that damaged or destroyed local commercial grain elevators from December 1, 2021, to August 1, 2022, may be eligible for cost-share assistance to construct needed storage facilities to meet on-farm grain storage capacity and handling needs necessary to support the marketing of grain. Grain producers in affected counties in Illinois, Indiana, Iowa, Kentucky, Minnesota, Missouri, North Dakota, South Dakota, Tennessee and any other affected counties as determined and announced by the Deputy Administrator for Farm Programs (DAFP) are eligible to apply.
