Information Collection; Commodity Request (Food Aid Request Entry System (FARES))
In accordance with the Paperwork Reduction Act of 1995, the Commodity Credit Corporation (CCC) and Farm Service Agency (FSA) are seeking comments from all interested individuals and organizations on an extension of a currently approved information collection for the Food Aid Request Entry System (FARES). FSA and CCC procure various processed foods and commodities to be exported and donated for use in humanitarian food aid programs. Information related to this activity is collected and processed electronically through the FARES. The Web-Based Supply Chain Management system (WBSCM) is a new procurement system in development to replace FARES at a later date.

Apricots Grown in Designated Counties in Washington; Increased Assessment Rate
This rule would increase the assessment rate established for the Washington Apricot Marketing Committee (Committee) for the 2010-11 and subsequent fiscal periods from $1.00 to $1.50 per ton for Washington apricots. The Committee is responsible for local administration of the marketing order regulating the handling of apricots grown in designated counties in Washington. Assessments upon handlers of apricots are used by the Committee to fund reasonable and necessary expenses of the program. The fiscal period for the marketing order begins April 1 and ends March 31. The assessment rate would remain in effect indefinitely unless modified, suspended or terminated.
White River National Forest, Colorado, Oil and Gas Leasing Environmental Impact Statement
The White River National Forest (WRNF) is initiating the preparation of an environmental impact statement (EIS). The EIS will disclose the potential effects of a proposal to revise the existing WRNF 1993 Oil and Gas Leasing and Final EIS and Record of Decision. The proposed revision includes the following: Changing what lands will be available for oil and gas leasing; changing or adding stipulations to be attached to oil and gas leases for the protection of other resources; and amending the WRNF Land and Resource Management Plan 2002 Revision (Forest Plan) to incorporate the revised oil and gas leasing decision. The EIS will document changed conditions and new information since the WRNF 1993 Oil and Gas Leasing Final EIS and Record of Decision and incorporate that information into the analysis of potential effects of leasing on other resources. Changes in conditions and information since the 1993 leasing EIS and decision include the completion of the WRNF Forest Plan; new and improved oil and gas drilling, completion, and production technology; an increase in demand and public need for oil and natural gas; the increasing rate of oil and gas development adjacent to and on the WRNF, and a projection of substantial increase in oil and gas development on the WRNF.

Measuring Progress on Food Safety: Current Status and Future Directions; Public Meeting
This notice is announcing that the Food Safety and Inspection Service (FSIS), the Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC), are jointly hosting two public meetings to obtain stakeholder input. The first is on July 21, 2010, in Chicago, IL. The second will be held on October 20, 2010, in Portland, OR. The Agencies are requesting information from all stakeholders, including the regulated food industry, State regulators, and consumer groups, on appropriate metrics to be used to assess performance in food safety. The Agencies are also interested in input on stakeholders' understanding and perceptions of metrics currently being used by the Federal Agencies. Although the Agencies are primarily interested in obtaining stakeholder input, the Agencies will present a limited amount of background on the Food Safety Working Group's charge to create meaningful metrics to measure the effectiveness of the Nation's food safety system and the Agency's current thinking on these issues.
Nominations for Membership on the National Advisory Committee on Microbiological Criteria for Foods
This notice announces that the U.S. Department of Agriculture (USDA) is soliciting nominations for membership on the National Advisory Committee on Microbiological Criteria for Foods (NACMCF). This notice is being issued to fill eleven vacancies on the NACMCF that resulted because of a change in the member term limit. Appointments to the NACMCF for two-year terms will now be renewable for up to two consecutive terms instead of three consecutive terms.

Kiwifruit Grown in California; Order Amending Marketing Order No. 920
This rule amends Marketing Order No. 920 (order), which regulates the handling of kiwifruit grown in California. The amendments are based on proposals by the Kiwifruit Administrative Committee (committee), which is responsible for local administration of the order. The amendments will redefine the grower districts into which the production area is divided and reallocate committee membership among the districts, revise the deadline for committee nominations, and revise committee meeting and voting procedures. The amendments were approved by kiwifruit growers in a referendum conducted from March 12 through March 26, 2010. The amendments are intended to improve the operation and administration of the California kiwifruit marketing order program. Proposed amendments that failed in referendum and are not effectuated in this final order include revising committee member terms of office, authorizing the Secretary to fill committee vacancies based upon committee recommendations, authorizing research and promotion programs and accepting voluntary contributions for such programs, and allowing substitute alternates to represent absent members at committee meetings.
Notice of Request for Revision of a Currently Approved Information Collection (Pathogen Reduction/HACCP)
In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, this notice announces the Food Safety and Inspection Service's (FSIS) intention to request a revision of an approved information collection regarding pathogen reduction and Hazard Analysis and Critical Control Point (HACCP) Systems requirements because OMB approval will expire on December 31, 2010, and to include information on the use of video recordkeeping.
Exemption for Retail Store Operations
The Food Safety and Inspection Service (FSIS) is announcing the dollar limitations on the amount of meat and meat food products, poultry and poultry products that a retail store can sell to hotels, restaurants, and similar institutions without disqualifying itself for exemption from Federal inspection requirements. In accordance with FSIS's regulations, for calendar year 2010, the dollar limitation for meat and meat food products remains at $60,200 but for poultry products is being increased from $49,400 to $50,200. FSIS is retaining or changing the dollar limitations from calendar year 2009 based on price changes for these products evidenced by the Consumer Price Index.

Opportunity for Designation in the Amarillo, TX; Cairo, IL; and State of North Carolina Areas
The designations of Amarillo Grain Exchange, Inc. (Amarillo); Cairo Grain Inspection Agency, Inc. (Cairo); and North Carolina Department of Agriculture (North Carolina) official agencies will end on September 30, 2010. In the March 31, 2010, Federal Register (71 FR 16068), GIPSA asked for applications from persons or governmental agencies interested in providing official services in the areas. Applications were due on or before April 30, 2010; GIPSA received no applications. GIPSA is again asking for applications from persons or governmental agencies interested in providing official services in the Amarillo, TX; Cairo, IL; and State of North Carolina Areas.
Determination of Pest-Free Areas in Mendoza Province, Argentina; Request for Comments
We are advising the public that we have received a request from the Government of Argentina to recognize additional areas as pest- free areas for Mediterranean fruit fly (Ceratitis capitata) in Argentina. After reviewing the documentation submitted in support of this request, the Administrator of the Animal and Plant Health Inspection Service has determined that these areas meet the criteria in our regulations for recognition as pest-free areas. We are making that determination, as well as an evaluation document we have prepared in connection with this action, available for review and comment.

Announcement of Rural Cooperative Development Grant Application Deadlines
USDA Rural Development announces the availability of approximately $7.924 million in competitive grant funds for the fiscal year (FY) 2010 Rural Cooperative Development Grant (RCDG) Program, as provided in the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2010 (Pub.L. 111-80). The intended effect of this notice is to solicit applications for FY 2010 and award grants on or before August 15, 2010. The maximum award per grant is $225,000 and matching funds are required. In accordance with section 310B(e)(6)(B) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1932(e)) as amended by section 6013 of the Food, Conservation, and Energy Act of 2008, the Secretary has determined that a grant period of one year is in the best interest of the program at this time.
Olympic National Forest; Title II Resource Advisory Committee Meeting Advisory

The percentages are intended to help stabilize raisin supplies and prices, and strengthen market conditions.

This document contains a correction to the proposed rule that was published in the June 14, 2010, Federal Register (75 FR 33534). The proposed rule inadvertently used the word ``or'' rather than ``and'' in the proposed amendment to Sec. 1000.15 paragraph (b)(1) that provides exceptions to the fluid milk product definition. This document corrects the proposed rule by revising that section and directs that a referendum be conducted on the proposed amendments in the corrected proposed rule.
Special Evaluation Assistance for Rural Communities and Households Program
The Rural Utilities Service (RUS) is issuing a regulation to establish the Special Evaluation Assistance for Rural Communities and Households (SEARCH) Program as authorized by Section 306(a)(2) of the Consolidated Farm and Rural Development Act (CONACT) (7 U.S.C. 1926(a)(2)). The amendment added the new SEARCH grant program under which the Secretary is authorized to make predevelopment planning grants for feasibility studies, design assistance, and technical assistance to financially distressed communities in rural areas with populations of 2,500 or fewer inhabitants for water and waste disposal projects.

Notice of Proposed Change to Section IV of the Virginia State Technical Guide
It has been determined by the NRCS State Conservationist for Virginia that changes must be made in the NRCS State Technical Guide specifically in the following practice standards: 386, Field Border, 393, Filter Strip, and 655, Forest Trails and Landings. These practices will be used to plan and install conservation practices.
Walnuts Grown in California; Changes to the Quality Regulations for Shelled Walnuts
This rule invites comments on revisions to the quality regulations for shelled walnuts under the Federal marketing order for California walnuts (order). The order regulates the handling of walnuts grown in California and is administered locally by the California Walnut Board (Board). This rule would require inspection and certification of shelled walnut products after manufacturing instead of before manufacturing. It would also establish a process to specify that manufactured products smaller than eight sixty-fourths of an inch in diameter are derived from walnut pieces that have been inspected and certified to U.S. Commercial grade standards. These changes would result in more efficient and cost-effective handler operations, and would certify the final size and grade of all manufactured walnut pieces.
