The Wild Rivers Ranger District of the Rogue RiverSiskiyou National Forest proposes to begin charging a $5 day use fee per vehicle at the Illinois River Scenic Recreation area. The District proposes to charge a $10 fee for the overnight use of Store Gulch Campground. Implementation of these news fees is proposed to begin in 2008. Use of the developed recreation facilities on the Illinois River of the Rogue River-Siskiyou National Forest have shown that people appreciate and enjoy the availability of the recreation experience. Funds generated through recreation fees will be used for the continued operation and maintenance of the Illinois River Scenic Recreation area along with other improvements including law enforcement and sanitation.
Bovine Spongiform Encephalopathy; Minimal-Risk Regions; Identification of Ruminants, and Processing and Importation of Commodities

We are amending the regulations regarding the importation of animals and animal products to remove several restrictions regarding the identification of animals and the processing of ruminant materials from regions that present a minimal risk of introducing bovine spongiform encephalopathy into the United States. We are removing these restrictions because they are not necessary to prevent the introduction of bovine spongiform encephalopathy into the United States.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim final rule which decreased the assessment rate established for the California Date Administrative Committee (committee) for the 2007-08 and subsequent crop years from $0.95 to $0.75 per hundredweight of dates handled. The committee locally administers the marketing order which regulates the handling of dates grown or packed in Riverside County, California. Assessments upon date handlers are used by the committee to fund reasonable and necessary expenses of the program. The crop year began October 1 and ends September 30. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.

The Federal Crop Insurance Corporation (FCIC) proposes to amend the Common Crop Insurance Regulations; Dry Pea Crop Insurance Provisions to include the insurability of additional types of dry peas, to offer winter coverage, to allow replanting payments, and to make chickpeas insurable under the Dry Pea Crop Provisions rather than the Dry Bean Crop Provisions. The intended effect of this action is to provide policy changes, to clarify existing policy provisions to better meet the needs of the producers, and to reduce vulnerability to program fraud, waste, and abuse. The changes will apply for the 2009 and succeeding crop years.

The San Juan National Forest proposes to continue to authorize livestock grazing on all or portions of the Missionary Ridge-Lakes Landscape in a manner that moves resource conditions toward desired on- the-ground conditions and is consistent with Forest Plan standards and guidelines. The analysis area encompasses approximately 119,000 acres on 12 active cattle allotments: Bear Creek, Coon Creek, Elkhorn, Graham Creek, Haflin Creek, Jack Creek, Lemon, Lion Creek, Red Creek, Stevens/ Shearer, Vallecito, and Waldner Allotments. The area is located north of Durango and Bayfield, Colorado; from the Animas Valley on the west to just past the La Plata County line on the east; in T35N and T36N, R5-9W, N.M.P.M. and is within the Columbine Ranger District, San Juan National Forest, Colorado. The proposed action is designed to increase the flexibility of livestock grazing systems through adaptive management, which will allow quicker and more effective response to problems areas when they are revealed. Problems will be revealed through the use of short and long term monitoring. Application of adaptive management practices should result in healthier soil, watershed, and vegetative conditions.

Spruce Gulch Bark Beetle and Fuels Reduction Project

In accordance with the National Environmental Policy Act, notice is hereby given that the Forest Service, Medicine Bow-Routt National Forests, will prepare a Draft Environmental Impact Statement to disclose the environmental consequences of the proposed Spruce Gulch Bark Beetle and Fuels Reduction project (Spruce Gulch). The Spruce Gulch analysis area encompasses approximately 32,000 acres of National Forest System (NFS) land, 390 acres of interspersed private land, and 150 acres of State of Wyoming land. The majority of the analysis area is situated within the Ecological RestorationForest Products Management Area (MA 5.15). MA 5.15 is managed to maintain or restore healthy ecological conditions through a variety of management activities, including timber harvest, while providing a mix of ecological and human needs. The remaining area is situated within a WildlandResidential Interface Management Area (MA 7.1). National Forest System (NFS) lands adjacent to the residential interface areas are managed to minimize risks of catastrophic fires and insect and disease epidemics. Mountain pine beetles (Dendroctonus ponderosae) are at epidemic levels in northern Colorado and southern Wyoming and are causing significant mortality of lodgepole pine trees. In response to this situation, a Mountain Pine Beetle Epidemic Declaration was issued by the Rocky Mountain Regional Office on June 25, 2007. The declaration was based on analysis of aerial survey data and ground survey data sets of forests containing lodgepole pine at risk for mountain pine beetle infestation. The mountain pine beetle epidemic declaration encompasses the Spruce Gulch analysis area in southern Wyoming. Proposed treatments associated with the Spruce Gulch project will focus on salvaging dead and dying timber to promote regeneration of future lodgepole pine stands and reducing hazardous fuel concentrations adjacent to private lands and egress routes. The Forest Supervisor of the Medicine Bow-Routt National Forests has determined that the Spruce Gulch project is authorized under sections 102(a)(1) (Federal land in wildland-urban interface areas) and 102(a)(4) (insect and disease epidemics) of the Healthy Forests Restoration Act (HFRA) of 2003. HFRA provides for expedited environmental analysis and treatments of lands that are at risk of wildland fire, have experienced windthrow or blowdown or are at risk of insect and disease epidemics. Accordingly, the environmental analysis associated with the Spruce Gulch project will proceed according to section 104 of the HFRA. To move toward the desired future condition, as described in the Medicine Bow Revised Land and Resource Management Plan (Revised Forest Plan 2003), and meet the purpose and need of the project proposal, proposed silvicultural treatments include: (1) Clearcutting; (2) commercial thinning; (3) shelterwood removal; (4) shelterwood preparatory cut; (5) shelterwood seed cut; (6) group selection; (7) individual tree selection; (8) sanitation/salvage; and (9) salvage treatments. Transportation activities associated with the project proposal consist of road construction and road reconstruction.
Lake Tahoe Basin Management Unit, California, South Shore Fuel Reduction and Healthy Forest Restoration EIS/EIR

Notice is hereby given that the USDA Forest Service, Lake Tahoe Basin Management Unit (LTBMU), together with the Lahontan Regional Water Quality Control Board will prepare a joint Environmental Impact Statement (EIS/EIR) and Environmental Inpact Report (EIR) to disclose the impacts associated with the following proposed action: Reduction of hazardous fuels and restoration of healthy forest conditions on approximately 12,500 acres within the South Shore area of the LTBMU, extending from the southeast shore of Cascade Lake eastward to the border between the States of California and Nevada and extending from the southern shore of Lake Tahoe southward to include the California State Highway 89 corridor. This project is proposed under authority of the Healthy Forest Restoration Act of 2003. The Forest Service is the lead Federal agency for the preparation of this EIS/EIR in compliance with the National Environmental Policy Act (NEPA) and all other applicable laws, executive orders, regulations, and direction. The Lahontan Regional Water Quality Control Board (LRWQCB) is the lead State of California agency for the preparation of the EIS/EIR in compliance with the California Environmental Quality Act (CEQA), and all other applicable laws and regulations. Both agencies have determined an EIS/EIR is needed to effectively analyze the proposal and evaluate impacts. Reduction of hazardous fuels would be accomplished by thinning to remove ladder fuels and reduce over-crowding in forest stands, removal of excessive fuel loads on the ground, mastication, chipping, and prescribed burning. Resoration of Healthy forest conditions would be accomplished by removal of conifer encroachement from meadows and aspen stands, retention of Jeffrey and sugar pine species to restore a historic species mix more resistant to fire, and thinning to improve resistance to crown fire, drought, insects, and disease.

Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969; the Council on Environmental Quality Guidelines (40 CFR Part 1500); and the Natural Resources Conservation Service Guidelines (7 CFR Part 650); the Natural Resources Conservation Service, U.S. Department of Agriculture, has decided to subordinate its rights, acquired under the Wetland Reserve Program (WRP), to allow the Southeast Supply Header, LLC to cross NRCS held conservations easements associated with the Southeast Supply Header Project in Madison Parish, LA. On December 18, 2006, SESH filed, in Docket No. CP07-446-000, an application with the Commission pursuant to section 7(c) of the Natural Gas Act and Part 157 of the Commission's regulations for a Certificate to construct, operate, and maintain an interstate natural gas pipeline and associated ancillary and aboveground facilities. The Federal Energy Regulatory Commission (FERC) has prepared a final environmental impact statement (EIS) to fulfill requirements of the National Environmental Policy Act (NEPA). The purpose of this document was to make public the analysis of the environmental impacts that would likely result from the construction and operation of the proposed Project. The NRCS participated as a cooperating agency in the preparation of the EIS. The project will affect approximately 7 NRCS held Wetlands Reserve Program (WRP) easements by creating a 50 ft. permanent right of way (within a 100 ft. construction right-of-way) that extends for approximately 269 miles of which 6.7 miles is over lands encumbered under WRP easements located in Madison Parish, Louisiana. Of the 34,584 acres encumbered by WRP easements in Madison Parish, Louisiana 73.93 acres will be affected.

The Pacific Southwest Recreation Resource Advisory Committee (Recreation RAC) will hold a meeting in Monrovia, California. Animal Welfare; Climatic and Environmental Conditions for Transportation of Warmblooded Animals Other Than Marine Mammals

We are proposing to amend the Animal Welfare Act regulations regarding transportation of live animals other than marine mammals by removing the current ambient temperature requirements for various stages in the transportation of those animals. We would replace those requirements with a single performance standard under which the animals would be transported under climatic and environmental conditions that are appropriate for their welfare. The regulations currently require that ambient temperatures be maintained within certain ranges during transportation, but animals may be transported at ambient temperatures below the minimum temperatures if their consignor provides a certificate signed by a veterinarian certifying that the animals are acclimated to temperatures lower than the minimum temperature. This proposal would make acclimation certificates for live animals other than marine mammals unnecessary. This proposal replaces a previously published proposed rule, which we are withdrawing as part of this document, that would have required that the acclimation certificate for a dog or cat be signed by the owner of the dog or cat being transported rather than by a veterinarian. This proposal does not address marine mammals due to their unique requirements for care and handling. These changes would remove potentially confusing temperature requirements and acclimation certificate provisions from the regulations governing the transportation of animals other than marine mammals and focus those regulations on ensuring that climatic and environmental conditions are maintained appropriately during transportation of those animals.

The Plumas National Forest (PNF) will prepare an Environmental Impact Statement to disclose the impacts associated with the following proposed actions: 1. The prohibition of wheeled motorized vehicle travel by the public off designated National Forest System (NFS) roads and NFS motorized trails and open areas except as allowed by permit or other authorization. 2. The addition of approximately 375 miles of existing unauthorized routes (including 2 miles in vehicle restricted areas) to the current system of NFS motorized trails. 3. The addition of 36 acres in 1 open area where use of wheeled motorized vehicles by the public would be allowed anywhere within that area.
