Notice of Enforcement for Special Local Regulations; RiverFest; Port Neches, TX
The Coast Guard will enforce Special Local Regulations for the RiverFest Power Boat races on the Neches River in Port Neches, TX from 2 p.m. on May 1, 2015, through 6 p.m. on May 3, 2015. This action is necessary to provide for the safety of the participants, crew, spectators, participating vessels, non-participating vessels and other users of the waterway. During the enforcement periods no person or vessel may enter the zone established by the Special Local Regulation without permission of the Captain of the Port (COTP) Port Arthur or his designated on-scene Patrol Commander.
Electrical Equipment in Hazardous Locations
The Coast Guard is issuing regulations applicable to newly constructed mobile offshore drilling units (MODUs), floating outer continental shelf (OCS) facilities, and vessels other than offshore supply vessels (OSVs) that engage in OCS activities. The regulations expand the list of acceptable national and international explosion protection standards and add the internationally accepted independent third-party certification system, the International Electrotechnical Commission System for Certification to Standards relating to Equipment for use in Explosive Atmospheres (IECEx), as an accepted method of testing and certifying electrical equipment intended for use in hazardous locations. The regulations also provide owners and operators of existing U.S. MODUs, floating OCS facilities, vessels other than OSVs, and U.S. tank vessels that carry flammable or combustible cargoes, the option of following this compliance regime as an alternative to the requirements contained in existing regulations.
Annual Safety Zones in the Eighth Coast Guard District
The Coast Guard will enforce the RiverFest fireworks safety zone on the Neches River in Port Neches, TX from 8:30 p.m. until 9:30 p.m. on May 2, 2015. This action is necessary to protect persons from the hazards associated with a fireworks display. During the enforcement period no person or vessel may enter the safety zone without the permission of the Captain of the Port (COTP) Port Arthur or his designated on-scene Patrol Commander.
Safety Zone; Vessel Fire and Escort, Port of New York, NJ, NY
The Coast Guard is establishing a temporary safety zone on the navigable waters of the Port of New York for the transit of the M/V GREY SHARK. This action is necessary to provide for the safety of life on navigable waters during the transit of the vessel in distress due to a shipboard fire and ongoing damage control operations. Entering into, transiting through, remaining, anchoring or mooring within this safety zone is prohibited unless authorized by the Captain of the Port (COTP) New York.
Drawbridge Operation Regulation; Willamette River, Portland, OR
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Broadway Bridge across the Willamette River, mile 11.7, at Portland, OR. The deviation is necessary to accommodate the Portland Race for the Roses event. This deviation allows the bridge to remain in the down, or closed, position to facilitate the safe movement of event participants across the bridge.
Drawbridge Operation Regulation; Willamette River, Portland, OR
The Coast Guard has issued a temporary deviation from the operating schedule that governs the upper deck of the Steel Bridge across the Willamette River, mile 12.1, at Portland, OR. This deviation is necessary to accommodate the annual Bridge to Brews 8K and 10K run. This deviation allows the upper deck of the Steel Bridge to remain in the closed-to-navigation position and need not open for marine traffic.
Special Local Regulation; Charleston Race Week, Charleston Harbor; Charleston, SC
The Coast Guard is establishing a special local regulation on the waters of Charleston Harbor in Charleston, South Carolina during Charleston Race Week, a series of sailboat races. The races are scheduled to take place on April 17, 2015 through April 19, 2015. Approximately 300 sailboats are anticipated to participate in the races. The special local regulation is necessary to provide for the safety of life on the navigable waters of the United States during the races. The special local regulation consists of three race areas. Except for those persons and vessels participating in the sailboat races, persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within any of the race areas unless authorized by the Captain of the Port Charleston or a designated representative.
Drawbridge Operation Regulations; Snake Creek, Islamorada, FL
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Snake Creek Bridge across Snake Creek, at Islamorada, FL. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. This deviation will allow Snake Creek Bridge to open once an hour between 8 a.m. and 6 p.m. Local officials are requesting this action to assist in reducing traffic caused by bridge openings.
Collection of Information Under Review by Office of Management and Budget
In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding the Information Collection Request (ICR), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting approval of an extension of a currently approved collection: 1625-0034, Ships' Stores Certification for Hazardous Materials Aboard Ships. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.
Imposition of Conditions of Entry for Certain Vessels Arriving to the United States From Yemen-Additional Ports
Conditions of entry are imposed on vessels arriving in U.S. waters from foreign ports that do not maintain effective anti-terrorism measures. In 2012, the Coast Guard announced the imposition of conditions of entry on vessels arriving from all ports in Yemen, except for the Ash Shihr Terminal, the Port of Hodeidah, and the Balhalf LNG Terminal. Today, the Coast Guard announces that conditions of entry will be imposed on vessels arriving from the Ash Shihr Terminal and the Port of Hodeidah. The 2012 exception remains in place for vessels arriving from the Balhalf LNG Terminal.
Safety Zones Within the Captain of the Port New Orleans Zone
The Coast Guard proposes temporary safety zones for multiple locations and dates within the Captain of the Port New Orleans' zone. These safety zones are necessary to protect persons and vessels from potential safety hazards associated with fireworks displays on or over federal waterways. Entry into these zones is prohibited unless specifically authorized by the Captain of the Port New Orleans or a designated representative.
Safety Zone; ARCTIC CHALLENGER, Port of Bellingham; Bellingham, WA
The Coast Guard is establishing a temporary safety zone around the barge ARCTIC CHALLENGER within the waters of the Captain of the Port Zone Puget Sound. This action is necessary to ensure the safety of the maritime public and the crews involved in operational testing of the Arctic Containment System, and will do so by prohibiting all persons and vessels not involved with the operational testing of the Arctic Containment System from entering, transiting, or remaining in the safety zone unless authorized by the Captain of the Port or his Designated Representative.
Safety Zone; Big Foot TLP, Walker Ridge 29, Outer Continental Shelf on the Gulf of Mexico
The Coast Guard proposes a safety zone around the Big Foot Tension Leg Platform (TLP), Walker Ridge 29 on the Outer Continental Shelf (OCS) in the Gulf of Mexico. The purpose of the safety zone is to protect the facility from all vessels operating outside the normal shipping channels and fairways that are not providing services to or working with the facility. Placing a safety zone around the facility will significantly reduce the threat of allisions, collisions, security breaches, oil spills, releases of natural gas, and thereby protect the safety of life, property, and the environment.
Special Local Regulations and Safety Zones; Recurring Marine Events Held in the Coast Guard Sector Northern New England Captain of the Port Zone
The Coast Guard proposes to update special local regulations and permanent safety zones in the Coast Guard Sector Northern New England Captain of the Port Zone for annual recurring marine events. When enforced, these proposed special local regulations and safety zones would restrict vessels from portions of water areas during certain annually recurring events. The proposed special local regulations and safety zones are intended to expedite public notification and ensure the protection of the maritime public and event participants from the hazards associated with certain maritime events.
Special Local Regulation; Annual Marine Events on the Colorado River, Between Davis Dam (Bullhead City, Arizona) and Headgate Dam (Parker, Arizona) Within the San Diego Captain of the Port Zone
The Coast Guard will enforce the 2015 Lake Havasu Desert Storm marine event special local regulations from 8 a.m. through 3 p.m. on April 25, 2015. This annual marine event occurs on the navigable waters of the Colorado River in Lake Havasu, Arizona. This action is necessary to provide for the safety of the participants, crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

Safety Zone, Chesapeake Bay; Cape Charles, VA
The Coast Guard proposes to establish a safety zone on the navigable waters of the Chesapeake Bay in Cape Charles, VA. This proposed safety zone would restrict vessel movement in the specified area during the Cape Charles Clam Slam fireworks display between 9:30 p.m. and 10 p.m. on August 1, 2015. This action is necessary to provide for the safety of life and property on the surrounding navigable waters during the fireworks displays.
Safety Zone, Delaware River; Marcus Hook, PA
The Coast Guard is establishing a temporary safety zone on the waters of Delaware River in the vicinity of Marcus Hook, Pennsylvania. The safety zone will temporarily restrict vessel traffic from transiting or anchoring in a portion of Marcus Hook anchorage in order to protect the safety of life and property on the waters while underwater impulsive sound testing is conducted.
Safety Zone, Daytona Beach Grand Prix of the Seas; Atlantic Ocean; Daytona Beach, FL
The Coast Guard proposes to establish a safety zone on the waters of the Atlantic Ocean east of Daytona Beach, Florida during the Daytona Beach Grand Prix of the Seas, a series of high-speed personal watercraft boat races. This proposed safety zone would be enforced from 7 a.m. on Friday until 7 p.m. on Sunday during the last weekend in April. Approximately 50 high-speed personal watercrafts are anticipated to participate in the races, and approximately 20 spectator vessels are expected to attend the event. This safety zone is necessary to ensure the safety of life on navigable waters of the United States during the races. The regulated area would consist of the following location: All waters of the Atlantic Ocean encompassed within the following points: starting at Point 1 in position 29[deg]14.601' N, 81[deg]00.767' W; thence south to Point 2 in position 29[deg]13.677' N, 81[deg]00.283' W; thence east to Point 3 in position 29[deg]13.860' N, 080[deg]59.763' W; thence north to Point 4 in position 29[deg]14.781' N, 80[deg]59.802' W; thence west back to origin. All persons and vessels, except those persons and vessels participating in the high-speed personal watercraft event, are prohibited from entering, transiting, anchoring, or remaining in the regulated area unless authorized by the Captain of the Port Jacksonville or a designated representative.
Drawbridge Operation Regulation; Duwamish Waterway, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the South Park highway bridge across the Duwamish Waterway, mile 3.8, at Seattle, WA. The deviation is necessary to enable timely completion of drawbridge maintenance. This deviation allows the drawbridge to remain closed to mariners needing a full channel, double bascule leaf drawbridge opening. Vessels that only require a single leaf, half channel drawbridge opening, will be given such an opening upon signal.
Drawbridge Operation Regulation; Cerritos Channel, Long Beach, CA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Commodore Schuyler F. Heim highway bridge across the Cerritos Channel, mile 4.9 at Long Beach, CA. The deviation is necessary to allow Southern California Edison Company to temporarily disconnect electric service to the bridge while performing circuit switching. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Commercial Fishing Vessel Engineers
The Coast Guard announces the availability of an updated policy letter entitled ``Engineer Officer Endorsements on Uninspected Commercial Fishing Industry Vessels.'' The letter provides guidance to Coast Guard officers with respect to the upcoming enforcement of existing requirements for the proper credentialing of engineering officers. Some accident investigations have found that engineers were not properly credentialed to serve in their assigned positions. This notice promotes the Coast Guard's maritime safety and stewardship missions.
National Offshore Safety Advisory Committee; Meeting
The National Offshore Safety Advisory Committee and its Commercial Diving Safety on the Outer Continental Shelf Subcommittee will meet on April 7 and 8, 2015, in New Orleans, LA to discuss the safety of operations and other matters affecting the offshore oil and gas industry. These meetings are open to the public.
Safety Zone; Pittsburgh, PA; Ice Accumulations; Allegheny River Mile 1.0-72.0
The Coast Guard is establishing a temporary safety zone for all waters of the Allegheny River within the Captain of the Port Pittsburgh Zone, which includes mile 1.0 to mile 72.0 on the Allegheny River. This safety zone is needed to protect persons, property, and vessels transiting the area from the hazards associated with ice accumulations on the waterways. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Pittsburgh or a designated representative.
Drawbridge Operation Regulation; York River, Yorktown and Gloucester Point, VA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the draw of the Coleman Memorial Bridge (US 17/George P. Coleman Memorial Swing Bridge) across the York River, mile 7.0, between Gloucester Point and Yorktown, VA. This deviation is necessary to facilitate maintenance work on the moveable spans on the Coleman Memorial Bridge. This temporary deviation allows the drawbridge to remain in the closed to navigation position.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, St. Petersburg Beach, FL
The Coast Guard is modifying the operating schedule that governs the Pinellas Bayway Structure ``E'' (SR 679) Bridge, Gulf Intracoastal Waterway mile 113.0, St. Petersburg Beach, FL. This will extend the time period when the bridge is subject to periodic closings. During this extended time period the bridge will not open on demand.
Drawbridge Operation Regulation; Lake Washington Ship Canal, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Washington State Department of Transportation Montlake Bridge across the Lake Washington Ship Canal, mile 5.2, at Seattle, WA. This deviation allows the bridge to remain in the closed-to-navigation position to accommodate the safe movement of ``Beat the Bridge Run'' event participants.
Merchant Marine Personnel Advisory Committee; Merchant Mariner Medical Advisory Committee
The Coast Guard published in the Federal Register on Friday, March 6, 2015, two meeting notices announcing the Merchant Marine Personnel Advisory Committee and Merchant Mariner Medical Advisory Committee. This notice corrects the previous notices to add an explanation for why 15-days advance notice was not given as required by the Federal Advisory Committee Act regulations. All other information regarding the meetings has not changed.
Safety Zones, St. Petersburg Captain of the Port Zone
The Coast Guard proposes to establish several safety zones within the Sector St. Petersburg Captain of the Port Zone. This action would establish safety zones restricting port operations in the event of reduced or restricted visibility or disasters including hurricanes. It would also establish safety zones around firework platforms, structures or barges during the storage, preparation, and launching of fireworks.
Safety Zones; Upper Mississippi River Between Mile 38.0 and 46.0, Thebes, IL; and Between Mile 78.0 and 81.0, Grand Tower, IL.
The Coast Guard published in the Federal Register of March 5, 2015, a final rule document making final an interim rule previously published at 79 FR 66622 on November 10, 2014. The March 5 final rule incorrectly cited the interim rule as published at 77 FR 75850 on December 26, 2012. This document corrects the citation and date in that final rule to correctly reflect the proper interim rule citation and effective date.
Port Access Route Study: In the Chukchi Sea, Bering Strait and Bering Sea
The Coast Guard published a document in the Federal Register of February 19, 2015, (80 FR 8892) concerning the Port Access Route Study (PARS) in the Chukchi Sea, Bering Strait and Bering Sea. The February 19, 2015, PARS document was erroneously published and should be disregarded in its entirety.
Drawbridge Operation Regulation; Sloop Channel, Jones Beach, NY
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Wantagh State Parkway Bridge, mile 15.4, across Sloop Channel at Jones Beach, New York. This deviation is necessary to facilitate public safety during a public event, the Jones Beach Park's Air Show. This deviation allows the bridge to remain closed for an hour and a half on each day of the air show to help reduce vehicular traffic delays.
Drawbridge Operation Regulation; Snohomish River and Steamboat Slough, Everett and Marysville, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the SR 529 Bridges across the Snohomish River, mile 3.6 near Everett, WA, and the SR 529 Bridges across Steamboat Slough, mile 1.1, near Marysville, WA. The deviation is necessary to accommodate the Everett Marathon. The deviation allows the bridges to remain in the closed-to-navigation position during the marathon to allow safe movement of event participants.
Drawbridge Operation Regulation; Columbia River, Celilo, OR and Wishram, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Burlington Northern Santa Fe Railway Bridge, also known as the Celilo Bridge, across the Columbia River, mile 201.2, at Celilo, OR and Wishram, WA. The deviation is necessary to replace lift span rail joints. This deviation allows the bridge to remain in the closed-to-navigation position during maintenance activities.
Safety Zone; St. Patrick's Day Fireworks, Manitowoc River, Manitowoc, Wisconsin
The Coast Guard is establishing a safety zone on the Manitowoc River in Manitowoc, Wisconsin. This safety zone is intended to restrict vessels from a portion of the Manitowoc River due to a fireworks display. This safety zone is necessary to protect the surrounding public and vessels from the hazards associated with the fireworks display.
Drawbridge Operation Regulations; Hackensack River, Jersey City, NJ
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Port Authority Trans-Hudson (PATH) railroad bridge across the Hackensack River, mile 3.0, at Jersey City, New Jersey. This deviation is necessary to allow the bridge owner to replace rails and ties at the bridge. This deviation allows the bridge to remain closed on Saturday and Sunday for twenty six consecutive weekends.
Prince William Sound Regional Citizens' Advisory Council Charter Renewal
The purpose of this notice is to inform the public that the Coast Guard has recertified the Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) as an alternative voluntary advisory group for Prince William Sound, Alaska. This certification allows the PWSRCAC to monitor the activities of terminal facilities and crude oil tankers under the Prince William Sound Program established by statute.
Safety Zone; Shore (Belt) Parkway Bridge Construction, Mill Basin; Brooklyn, NY
The Coast Guard proposes to establish a safety zone on the navigable waters of Mill Basin surrounding the Belt Parkway Bridge. In response to a planned Belt Parkway Bridge construction project, this rule would allow the Coast Guard to prohibit all vessel traffic through the safety zone during bridge replacement operations, both planned and unforeseen, that could pose an imminent hazard to persons and vessels operating in the area. This rule is necessary to provide for the safety of life in the vicinity of the construction of the Belt Parkway Bridge.
Drawbridge Operation Regulation; Mokelumne River, East Isleton, CA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the California Department of Transportation highway drawbridge across the Mokelumne River, mile 3.0, at East Isleton, CA. The deviation is necessary to allow the bridge owner to perform structural repair work to the bridge. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Safety Zone; Tuscaloosa Regional Air Show; Black Warrior River; Tuscaloosa, AL
The Coast Guard is establishing a temporary safety zone encompassing the waters of the Black Warrior River in Tuscaloosa, AL. This action is necessary for the safeguard of participants and spectators, including all crews, vessels, and persons on navigable waters during the Tuscaloosa Regional Air Show. Entry into or transiting in this zone is prohibited to all vessels, mariners, and persons unless specifically authorized by the Captain of the Port Mobile or a designated representative.
Safety Zone; State Route 520 Bridge Construction, Lake Washington; Seattle, WA
The Coast Guard is establishing a temporary safety zone on Lake Washington around the east span of the State Route 520 Bridge in Seattle, Washington for the construction of the new bridge. The safety zone is necessary to ensure the safety of the maritime public and workers involved in the bridge construction. The safety zone will prohibit any person or vessel from entering or remaining in the safety zone unless authorized by the Captain of the Port or his Designated Representative.
Cooperative Research and Development Agreement-Coast Guard Response Boat-Medium Data Recorder
The Coast Guard announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Vector Controls, Inc. (Vector) to develop changes to the response boat-medium (RB-M) onboard engine data bus that will convert Society of Automotive Engineers (SAE) J1939 format to the National Marine Electronics Association (NMEA) 0183/2000 data format. A test schedule has been proposed in which Vector will develop and install the required RB-M control system software upgrades and relevant additional equipment; a Coast Guard field unit will operate the RB-M in normal operations; and the Coast Guard Research and Development Center (R&DC) will install a dedicated data recorder system and conduct periodic data downloads for demonstration purposes. While the Coast Guard is currently considering partnering with Vector, the Coast Guard solicits public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non- Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Burlington Northern Santa Fe (BNSF) Railway Bridge across the Columbia River, mile 105.6, at Vancouver, WA. This deviation is necessary to accommodate maintenance to replace movable rail joints. This deviation allows the bridge to remain in the closed position during maintenance activities.
Requirements for MODUs and Other Vessels Conducting Outer Continental Shelf Activities With Dynamic Positioning Systems
The Coast Guard announces a public meeting to receive comments on a notice of proposed rulemaking entitled, ``Requirements for MODUs and Other Vessels Conducting Outer Continental Shelf Activities With Dynamic Positioning Systems.'' The proposed regulations would establish minimum design, operation, training, and manning standards for mobile offshore drilling units (MODUs) and other vessels using dynamic positioning systems to engage in Outer Continental Shelf activities.
Towing Safety Advisory Committee; March 2015 Meeting
The Towing Safety Advisory Committee will meet in Louisville, Kentucky March 25 and 26, 2015 to review and discuss recommendations from its Subcommittees and to receive briefs listed in the agenda under SUPPLEMENTARY INFORMATION. All meetings will be open to the public. The Subcommittees will meet on Wednesday, March 25, 2015 and work on five assigned tasks listed in the referenced agenda. The full Towing Safety Advisory Committee will meet on Thursday, March 26, 2015.
Missouri River Waterways Analysis and Management System
Coast Guard Sector Upper Mississippi River will hold a public listening session to present, and receive feedback on, the Missouri River Waterways Analysis and Management System (WAMS) study. The WAMS study will review and assess waterborne commerce as well as safe commercial and recreational navigation with a focus on the existing aids to navigation in Missouri River system from Sioux City, IA to St. Louis, MO. This listening session will be open to the public.
Safety Zone for Ice Conditions; Chesapeake and Delaware Canal, Upper Chesapeake Bay, and Tributaries, MD
The Coast Guard is establishing a temporary safety zone in all navigable waters within the northern portion of the Chesapeake Bay and its tributaries, including the western portion of the Chesapeake and Delaware Canal, located between the Delaware/Maryland Boundary Line across the Chesapeake and Delaware Canal east of Chesapeake City, MD, and a line drawn across the Chesapeake Bay at the William P. Lane, Jr. (US-50/301) Memorial Bridges, located between Sandy Point and Kent Island, MD. The temporary safety zone restricts vessels from transiting the zone during the effective period, unless authorized by the Captain of the Port Baltimore or his designated representative. This safety zone is necessary to protect mariners from the hazards associated with ice in the navigable waterways.

The swim is scheduled to take place from 4 a.m. to 9 p.m. on April 25, 2015. Approximately 30 swimmers are anticipated to participate in the marathon swim event. No spectators are expected to be present during the event. The safety zone is necessary to provide for the safety of the participants, participant vessels, and the general public on the navigable waters of the United States during the event. The safety zone will establish a moving protective area around all swimmers involved in the race. Persons and vessels, except those participating in the event, will be prohibited from entering, transiting through, anchoring in, or remaining within the regulated area unless authorized by the Captain of the Port St. Petersburg or a designated representative.

Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.
