Discussion
The authority for this notice is 5
U.S.C. 552(a), 46 U.S.C. 70110, and DHS
Delegation No. 0170.1, para. II (97.f). As
delegated, section 70110 authorizes the
Coast Guard to impose conditions of
entry on vessels arriving in U.S. waters
from ports that the Coast Guard has not
found to maintain effective antiterrorism measures.
In 2012,1 the Coast Guard determined
that all but three ports in the Republic
of Yemen were not maintaining effective
anti-terrorism measures, that Yemen
presented significant risk of introducing
instruments of terror into international
maritime commerce, and that Yemen
possessed significant deficiencies in its
legal regime, designated authority
oversight, access control, and cargo
control. Therefore, the Coast Guard
announced the imposition of conditions
of entry on vessels arriving from any
Yemeni port except the Ash Shihr

Terminal, the Port of Hodeidah, or the
Balhalf LNG Terminal.
The Coast Guard no longer finds that
the Ash Shihr Terminal and the Port of
Hodeidah are maintaining effective antiterrorism measures. Therefore the Coast
Guard is removing the exception for
those ports. Vessels arriving from the
Balhalf LNG Terminal will continue to
be excepted from the conditions of entry
outlined in this notice.
Beginning April 8, 2015, the
conditions of entry shown in Table 1
will apply to any vessel that visited a
non-excepted Yemeni port in its last
five port calls.

Each vessel must:
Implement measures per the vessel’s security plan equivalent to Security Level 2 while in a port in the Republic of Yemen. As
defined in the ISPS Code and incorporated herein, ‘‘Security Level 2’’ refers to the ‘‘level for which appropriate additional protective security measures shall be maintained for a period of time as a result of heightened risk of a security incident.’’
Ensure that each access point to the vessel is guarded and that the guards have total visibility of the exterior (both landside and
waterside) of the vessel while the vessel is in ports in Yemen.
Guards may be provided by the vessel’s crew; however, additional crewmembers should be placed on the vessel if necessary
to ensure that limits on maximum hours of work are not exceeded and/or minimum hours of rest are met, or provided by outside security forces approved by the vessel’s master and Company Security Officer. As defined in the ISPS Code and incorporated herein, ‘‘Company Security Officer’’ refers to the ‘‘person designated by the Company for ensuring that a ship security
assessment is carried out; that a ship security plan is developed, submitted for approval, and thereafter implemented and
maintained and for liaison with port facility security officers and the ship security officer.’’
Attempt to execute a Declaration of Security while in a port in Yemen;
Log all security actions in the vessel’s security records; and
Report actions taken to the cognizant Coast Guard Captain of the Port (COTP) prior to arrival into U.S. waters.
In addition, based on the findings of the Coast Guard boarding or examination, the vessel may be required to ensure that each
access point to the vessel is guarded by armed, private security guards and that they have total visibility of the exterior (both
landside and waterside) of the vessel while in U.S. ports. The number and position of the guards has to be acceptable to the
cognizant COTP prior to the vessel’s arrival.
The following countries currently do
not maintain effective anti-terrorism
measures and are therefore subject to
conditions of entry: Cambodia,
Cameroon, Comoros, Cote d’Ivoire,
Cuba, Equatorial Guinea, Guinea-Bissau,
Iran, Liberia, Madagascar, Nigeria, Sao
Tome and Principe, Syria, Timor-Leste,
Venezuela, and Yemen. This list is also

This Notice relies on the authority of
the Paperwork Reduction Act of 1995;
44 U.S.C. Chapter 35, as amended. An
ICR is an application to OIRA seeking
the approval, extension, or renewal of a
Coast Guard collection of information
(Collection). The ICR contains
information describing the Collection’s
purpose, the Collection’s likely burden
on the affected public, an explanation of
the necessity of the Collection, and
other important information describing

notice informs the public that HUD is
seeking approval from OMB for the
information collection described in

A. Overview of Information Collection
Title of Information Collection: Single
Family Mortgage Insurance on Hawaiian
Homelands.
OMB Approval Number: 2502–0358.
Type of Request: Extension.
Form Number: None.
Description of the need for the
information and proposed use: FHA
insures mortgages on single-family
dwellings under provisions of the
National Housing Act (12 U.S.C. 1709).
The Housing and Urban Rural Recovery
Act (HURRA), Public Law 98–181,
amended the National Housing Act to
add Section 247 (12 U.S.C. 1715z–12) to
permit FHA to insure mortgages for
properties located on Hawaiian
Homelands. Under this program, the
mortgagor must be a native Hawaiian.
Section 247 requires that that the
Department of Hawaiian Homelands
(DHHL) of the State of Hawaii (a) will
be a co-mortgagor; (b) guarantees or
reimburses the Secretary for any
mortgage insurance claim paid in
connection with a property on Hawaiian
homelands; or (c) offers other security
acceptable to the Secretary.
In accordance with 24 CFR 203.43i,
the collection of information is
verification that a loan applicant is a
native Hawaiian and that the applicant
holds a lease on land in a Hawaiian
Homelands area. A borrower must
obtain verification of eligibility from
DHHL and submit it to the lender. A
borrower cannot obtain a loan under
these provisions without proof of status
as a native Hawaiian. United States
citizens living in Hawaii are not eligible
for this leasehold program unless they
are native Hawaiians. The eligibility
document is required to obtain benefits.
In accordance with 24 CFR
203.439(c), lenders must report monthly
to HUD and the DHHL on delinquent
borrowers and provide documentation
to HUD to support that the loss
mitigation requirements of 24 CFR
203.604 have been met. To assist the
DHHL in identifying delinquent loans,
lenders report monthly. A delinquent
mortgage that is reported timely would
allow DHHL to intervene and prevent
foreclosure.

1. Title: Ships' Stores Certification for Hazardous Materials
Aboard Ships.
OMB Control Number: 1625-0034.
Type of Request: Extension of a currently approved collection.
Respondents: Owners and operators of ships, suppliers and
manufacturers of hazardous materials used on ships.
Abstract: The information is needed to ensure that personnel aboard
ships are made aware of the proper usage and stowage instructions for
certain hazardous materials. Provisions are made for waivers of
products in special DOT hazard classes.
Forms: None.
Burden Estimate: The estimated burden remains 8 hours a year.
