Towing Safety Advisory Committee
The Towing Vessel Inspection Working Group of the Towing Safety Advisory Committee (TSAC) will meet to discuss matters relating to these specific issues of towing safety. The meetings will be open to the public.
Security Zone; Suisun Bay, Concord, CA
The Coast Guard is establishing fixed security zones in the navigable waters of the United States around each of the three piers at the Military Ocean Terminal Concord (MOTCO), California (formerly United States Naval Weapons Center Concord, California), any combination of which can be enforced by the Captain of the Port (COTP) San Francisco Bay during the onloading or offloading of military equipment and ordnance, depending on which pier, or piers, are being used. In light of recent terrorist actions against the United States, these security zones are necessary to ensure the safe onloading and offloading of military equipment and to ensure the safety of the public from potential subversive acts. The security zones prohibit all persons and vessels from entering, transiting through or anchoring within portions of the Suisun Bay within 500 yards of any MOTCO pier, or piers, where military onload or offload operations are taking place, unless authorized by the COTP or his designated representative.
Chemical Transportation Advisory Committee
This notice announces meetings of Subcommittees of the Chemical Transportation Advisory Committee (CTAC) on the National Fire Protection Association (NFPA) 472 Standard, and on Hazardous Cargo Transportation Security (HCTS). The Subcommittee on the NFPA 472 Standard will meet to discuss the formation of a marine emergency responder chapter in NFPA 472, Professional Competence of Responders to Hazardous Materials Incidents. The Subcommittee on HCTS will meet to discuss security issues relating to the marine transportation of hazardous materials in bulk. These meetings will be open to the public.
Houston-Galveston Area Maritime Security Committee
This notice requests individuals interested in serving on the Houston-Galveston Area Maritime Security Committee (AMSC) to submit their application for membership to the COTP Houston-Galveston. The AMSC advises and assists the Houston-Galveston Federal Maritime Security Coordinator (FMSC) in developing the Area Maritime Security Plan for the Ports of Houston, Texas City, Freeport, and Galveston. Notice and Request for Comments; Letter of Recommendation, LNG Jefferson County, TX
The U.S. Coast Guard Captain of the Port (COTP), Port Arthur, is preparing a letter of recommendation as to the suitability of the Sabine Pass Channel waterway for liquefied natural gas (LNG) marine traffic. The COTP is looking for comments and related material pertaining specifically to the Maritime Operation, Waterways Management, and Port Security aspects of the proposed LNG Facility.
Safety Zones; Captain of the Port Buffalo Zone
The Coast Guard is establishing permanent safety zones on a portion of Lake Ontario. These safety zones are necessary to ensure the safety of spectators and vessels from the hazards associated with fireworks displays. These safety zones restrict vessel traffic from portions of Lake Ontario, New York, during annual fireworks displays.
Drawbridge Operation Regulations; Duwamish Waterway, Seattle, WA
The Coast Guard proposes to temporarily change the operating regulations for the First Avenue South dual drawbridges across the Duwamish Waterway, mile 2.5, at Seattle, Washington. The proposed change would enable the bridge owner to keep the bridges closed during night hours for a 4-month period. This would facilitate painting the structure while properly containing debris and paint.
Meeting of the Office of Boating Safety's Goal-Setting Recommendation Panel
The Coast Guard's Office of Boating Safety (we) is sponsoring a panel of representatives of the recreational boating community. This panel will discuss, analyze, and propose performance measurement goals that we may use to improve boating safety. This meeting is open to the public.
National Offshore Safety Advisory Committee; Charter Renewal
The Secretary of Homeland Security has renewed the charter for the National Offshore Safety Advisory Committee (NOSAC) for 22 months from January 17, 2005, until October 18, 2007. NOSAC is a Federal advisory committee created under the Federal Advisory Committee Act, 5 U.S.C. App. 2 (Pub. L. 92-463, 86 Stat. 770, as amended). It advises the Coast Guard on safety, security, and environmental protection issues relating to the offshore mineral and energy industries.

Security Zone Regulations; St. Croix, United States Virgin Islands
The Coast Guard is establishing a temporary security zone in the vicinity of the HOVENSA refinery facility in St. Croix, U.S. Virgin Islands. This security zone extends approximately 2 miles seaward from the HOVENSA facility waterfront area along the south coast of the island of St. Croix, U.S. Virgin Islands. This security zone is needed for national security reasons to protect the public and the HOVENSA facility from potential subversive acts. Vessels without scheduled arrivals must receive permission from the U.S. Coast Guard Captain of the Port San Juan prior to entering this temporary security zone.
National Offshore Safety Advisory Committee
This notice announces a teleconference meeting of the National Offshore Safety Advisory Committee (NOSAC) on the proposed formation of a NOSAC subcommittee. NOSAC will meet to discuss the formation of a subcommittee on the application of the Safety of Life at Sea (SOLAS) Convention to the various types of offshore support vessels working in foreign locations, including offshore supply vessels (OSVs), anchor handling vessels, liftboats, crew boats, dive support vessels, and seismic vessels.
Security Zone; Potomac and Anacostia Rivers, Washington, DC and Arlington and Fairfax Counties, VA
The Coast Guard is establishing a temporary security zone from January 14 through January 25, 2005, encompassing certain waters of the Potomac and Anacostia Rivers. This action is necessary to provide for the security of persons and property, and prevent terrorist acts or incidents during the 2005 Presidential Inauguration activities in Washington, DC. This rule prohibits vessels and persons from entering the security zone and requires vessels and persons in the security zone to depart the security zone, unless specifically exempt under the provisions in this rule or granted specific permission from the Coast Guard Captain of the Port Baltimore.
Drawbridge Operation Regulations; Upper Mississippi River, Fort Madison, IA and Burlington, IA
The Commander, Eighth Coast Guard District has issued a temporary deviation from the regulation governing the operation of the Fort Madison Drawbridge, mile 383.9, Fort Madison, Iowa and the Burlington Railroad Drawbridge, mile 403.1, Burlington, Iowa, across the Upper Mississippi River. This deviation allows the drawbridges to remain closed to navigation unless at least 4 hours advance notice is given for an opening from 8 a.m., January 24, 2005, until 8 a.m., March 1, 2005, Central Standard Time. The deviation is necessary to allow time for making repairs of critical mechanical components essential to the continued safe operation of the drawbridges.
Drawbridge Operation Regulations; Merrimack River, MA
The Commander, First Coast Guard District, has issued a temporary deviation from the drawbridge operation regulations for the Essex Merrimack Bridge, mile 5.8, across the Merrimack River, at Newburyport, Massachusetts. This deviation allows the bridge to remain in the closed position from January 22, 2005 through February 3, 2005. This temporary deviation is necessary to facilitate structural repairs at the bridge.
Drawbridge Operation Regulations; Upper Mississippi River, Dubuque, IA
The Commander, Eighth Coast Guard District has issued a temporary deviation from the regulation governing the operation of the Illinois Central Railroad Drawbridge, across the Upper Mississippi River, mile 579.9 at Dubuque, Iowa. This deviation allows the drawbridge to remain closed to navigation unless at least 12 hours advance notice is given for an opening from 6 a.m., January 17, 2005, until 6 p.m., February 28, 2005, Central Standard Time. The deviation is necessary to allow time for making repairs of critical mechanical components essential to the continued safe operation of the drawbridge.
Drawbridge Operation Regulations; Vermilion River, Flanders, LA
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the SR 3073 Swing Bridge across the Vermilion River, mile 44.9, at Flanders, Lafayette Parish, Louisiana. This deviation allows the bridge to remain closed to navigation from 6 a.m. on Sunday, February 13, 2005 until 6 a.m. on Wednesday, March 16, 2005. The deviation is necessary to repair and replace the decking on the bridge.
Security Zone; Protection of Military Cargo, Captain of the Port Zone Puget Sound, WA
The Captain of the Port, Puget Sound will begin enforcing the Budd Inlet security zone established by 33 CFR 165.1321 on Tuesday, January 11, 2005, at 8 a.m. Pacific Standard Time. The security zone provides for the security of Department of Defense assets and military cargo in the navigable waters of Puget Sound and adjacent waters. The security zone will be enforced until Saturday, January 15, 2005, at 11:59 p.m. Pacific Standard Time.
Safety Zone; Bering Sea, Aleutian Islands, Unalaska Island, AK
The Coast Guard is establishing a temporary safety zone in the Bering Sea, west of and including Makushkin Bay, Unalaska Island, Alaska. The zone is needed to facilitate oil spill recovery operations related to the grounding of the merchant vessel (M/V) SELENDANG AYU, and to mitigate damage to the environment during oil spill recovery operations. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Commander, Seventeenth Coast Guard District, the Coast Guard Captain of the Port, Western Alaska, or their on-scene representative.
Anchorage Grounds; Buzzards Bay, MA
The Coast Guard hereby establishes anchorage regulations for Buzzards Bay, Nantucket Sound, and adjacent waters of Massachusetts by relocating anchorage ground ``L'' in Buzzards Bay to an area near Naushon Island, MA. This action is intended to increase the safety of life and property on Buzzards Bay, improve the safety of anchored vessels in anchorage ``L'', and provide for the overall safe and efficient flow of vessel traffic and commerce along the newly established Recommended Traffic Route for Deep Draft Vessels. This regulation will maintain the original shape and dimension of anchorage ``L'' but move the anchorage to a new location within Buzzards Bay.
Security Zone; San Diego Bay, CA
The Coast Guard is expanding the geographical boundaries of the permanent security zone at Naval Base San Diego. This action is required to provide adequate area for the U.S. Navy to install an upgraded barrier system and provide the minimum required separation distances between the barrier and protected assets at Naval Station San Diego. The revised security zone will run adjacent to the navigation channel between Piers 14 and Pier 5. From the edge of the navigation channel west of Pier 5, the proposed security zone extends to a point 400 feet opposite of Pier 1. The existing security zone at Naval Station San Diego, implemented on April 15, 2003, does not provide adequate separation distance between protected vessels and the proposed barrier system.
Security Zone; Protection of Military Cargo, Captain of the Port Zone, Puget Sound, WA
The Coast Guard Captain of the Port Puget Sound published in the Federal Register of December 10, 2004, a final rule concerning security zones for the protection of military cargo loading and unloading operations in the navigable waters of Puget Sound. Wording in Sec. 165.1321(c)(3) is being corrected to fix a typographical error in the longitude of the first point listed in the security zone. This document makes this correction.
Safety Zone; Wantagh Parkway 3 Bridge Over the Sloop Channel, Town of Hempstead, NY
The Coast Guard is establishing a temporary safety zone in the waters surrounding the Wantagh Parkway Number 3 Bridge across the Sloop Channel in Town of Hempstead, New York. This zone is necessary to protect vessels transiting in the area from hazards imposed by construction barges and equipment. The barges and equipment are being utilized to construct a new bascule bridge over the Sloop Channel. Entry into this zone is prohibited unless authorized by the Captain of the Port Long Island Sound, New Haven, Connecticut.
Application for Recertification of Prince William Sound Regional Citizens’ Advisory Council
Under the Oil Terminal and Oil Tanker Environmental Oversight and Monitoring Act of 1990, the Coast Guard may certify, on an annual basis, an alternative voluntary advisory group in lieu of a Regional Citizens' Advisory Council for Prince William Sound. The current certification for Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) will expire February 28, 2005. This notice announces the procedures governing PWSRCAC's recertification for the period March 1, 2005 through February 28, 2006. This period falls under the comprehensive submission provision of 67 FR 58440. Accordingly, PWSRCAC must construct their submission in a format that both follows the order of, and answers the information specified in 57 FR 62600 guidelines.
Notice, Announcement of Public Meeting; Letter of Recommendation, Keyspan LNG Facility Providence, RI
In response to public comments on the proposed Keyspan Liquefied Natural Gas (LNG) facility in Providence, RI, the Coast Guard is co-sponsoring two public hearings. This action will afford the public and the owner or operator additional time and opportunity to provide the Coast Guard with information regarding the proposed Keyspan LNG facility.
Notice, Request for Comments; Letter of Recommendation, LNG Crown Landing LLC, Logan Township, Gloucester County, NJ-New Meeting Location
The location of the public meeting scheduled for Tuesday, January 11, 2005, announced in a notice we published in the Federal Register on December 3, 2004 (69 FR 70271), has been changed. The new meeting location is: The Sheraton Suites Philadelphia Airport, 4101 B Island Ave, Philadelphia, Pennsylvania, approximately 1.5 miles from the original site. Information concerning this change along with directions will be provided at the original meeting location, and the meeting will begin at 3:30 p.m. and conclude at 7:30 p.m., to allow attendees who have not received this notice time to travel to the new location.
Drawbridge Operation Regulation; Boeuf River, Mason, LA
The Coast Guard is removing the existing drawbridge operation regulation for the draw of the SR 4 bridge across the Boeuf River, mile 32.3, near Mason, Louisiana. The existing bridge has been removed from service and a replacement bridge has been constructed on the same alignment. Since the movable span of the bridge has been removed, the regulation controlling the opening and closing of the bridge is no longer necessary.
Security Zone; Port of Mobile, Mobile Ship Channel, Mobile, AL
The Coast Guard proposes to establish permanent security zones around all cruise ships while transiting or moored in the Port of Mobile and Mobile Ship Channel shoreward of the Mobile Sea Buoy. These proposed security zones are needed to ensure the safety and security of these vessels. Entry into these proposed zones would be prohibited unless specifically authorized by the Captain of the Port Mobile or a designated representative.
Ballast Water Management for Vessels Entering the Great Lakes That Declare No Ballast Onboard
The Coast Guard seeks consultation with all interested and affected parties in identifying ballast water management strategies for vessels entering the Great Lakes that declare no ballast onboard (NOBOB). Our goal for these strategies is to prevent the introduction and spread of nonindigenous species via NOBOBs. To aid in the development of ballast water management strategies for NOBOBs, the Coast Guard will also hold a public meeting in order to expand the opportunity for the public to comment. We encourage all interested and/ or affected stakeholders to submit comments and to attend the public meeting.
Safety Zone; Indian River, Cocoa Village Mardi Gras, Cocoa, FL
The Coast Guard is establishing a temporary fixed safety zone on the Indian River at Lee Wenner Park, Cocoa, FL. This safety zone is for the Cocoa Village Mardi Gras firework display and is needed to protect participants, vendors, and spectators from the hazards associated with the launching of fireworks. Entry into this safety zone is prohibited unless authorized by the Captain of the Port.

Drawbridge Operation Regulations; Sacramento River, Sacramento, CA
The Commander, Eleventh Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the I Street Drawbridge across the Sacramento River, mile 59.4, at Sacramento, CA. This deviation allows the drawbridge to remain in the closed-to-navigation position during essential operating machinery repair, to prevent unexpected failure of the drawspan.
Security Zones; Charleston Harbor, Cooper River, SC
The Coast Guard is establishing a temporary fixed security zone in the waters from the Don Holt, I-526 Bridge, on the Cooper River to the entrance of Foster Creek on the Cooper River. This security zone is necessary to protect the public and port from potential subversive acts during port embarkation operations. Vessels are prohibited from entering, transiting, anchoring, mooring, or loitering within this zone, unless specifically authorized by the Captain of the Port, Charleston, South Carolina, or the Captain of the Port's designated representative.
Drawbridge Operation Regulations; Townsend Gut, ME
The Coast Guard is proposing to temporarily change the drawbridge operation regulations for the operation of the SR 27 Bridge, at mile 0.7, across Townsend Gut, between Boothbay Harbor and Southport, Maine. This temporary rule would require the bridge to open at specific times between 6 a.m. and 6 p.m., each day, from March 1, 2005, through November 30, 2005. Additionally, this temporary rule would also allow the bridge to remain closed for four periods of four days each between March 1, 2005, and May 26, 2005. This action is necessary to help facilitate rehabilitation construction at the bridge.
