Central Valley Project Improvement Act, Water Management Plans
The following Water Management Plans are available for review: Ivanhoe Irrigation District. Terra Bella Irrigation District. Stone Coral Irrigation District. Saucelito Irrigation District. Exeter Irrigation District. San Luis Water District. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation has developed and published the Criteria for Evaluating Water Management Plans (Criteria).
Information Collection Activities; Proposed Collection; Comment Request; Renewal

Public Conduct on Bureau of Reclamation Facilities, Lands, and Waterbodies
The Bureau of Reclamation is issuing this rule to establish regulations regarding public access to and conduct on all Reclamation projects, waters, and real property subject to the jurisdiction or administration of Reclamation. Reclamation is required by statute to issue this rule in order to maintain law and order and protect persons and property on Reclamation projects. This rule supersedes the existing public conduct rule, and amends other regulatory provisions to ensure consistency.
Notice of Charter Renewal; Yakima River Basin Conservation Advisory Group Renewal
This notice is published in accordance with Section 9(a)(2) of the Federal Advisory Committee Act of 1972 (Pub. L. 92-463). Following consultation with the General Services Administration, notice is hereby given that the Secretary of the Interior is renewing the charter for the Yakima River Basin Conservation Advisory Group (CAG). The purpose of the CAG is to provide recommendations to the Secretary of the Interior and the State of Washington on the structure and implementation of the Yakima River Basin Water Conservation Program. In consultation with the State, the Yakama Nation, Yakima River basin irrigators, and other interested and related parties, six members and a facilitator are appointed to serve on the CAG. The basin conservation program is structured to provide economic incentives with cooperative Federal, State, and local funding to stimulate the identification and implementation of structural and nonstructural cost-effective water conservation measures in the Yakima River basin. Improvements in the efficiency of water delivery and use will result in improved streamflows for fish and wildlife and improve the reliability of water supplies for irrigation.
Red River Valley Water Supply Project, North Dakota
The Bureau of Reclamation is announcing an additional 15-day extension of the public comment period for the Red River Valley Water Supply Project DEIS. The originally announced, extended comment period ends on March 30, 2006, but it has been extended until April 14, 2006. The original notice of availability of the DEIS, notice of public hearings, and additional information on the Red River Valley Water Supply Project were published in the Federal Register on December 30, 2005 (70 FR 250, 77425-77427).
Northwest Area Water Supply Project, North Dakota
The original notice of intent to prepare this EIS was published in the Federal Register on March 6, 2006 (71 FR 43, 11226- 11227). This notice is being published to notify interested parties of the dates, times and locations of the public scoping meetings scheduled to solicit public comments. These public scoping meetings will be conducted in an open-house format with displays and Reclamation representatives who will be available for visitation or to accept a written comment. Reclamation is engaging in this planning and EIS effort to address the relevant issues related to completion and operation of the NAWS Project. We are seeking input from the public on the development of reasonable alternatives to the proposed action and analysis of their environmental effects that will be described in the EIS. Reclamation invites all interested parties to submit verbal or written comments related to the significant issues, potential impacts and reasonable alternatives to the proposed action during the scoping period.
Colorado River Reservoir Operations: Development of Lower Basin Shortage Guidelines and Coordinated Management Strategies for Lake Powell and Lake Mead, Particularly Under Low Reservoir Conditions
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, and the Council on Environmental Quality's Regulations for Implementing the Procedural Provisions of NEPA, the Department of the Interior (Department) has issued a Scoping Summary Report on the development of Lower Basin shortage guidelines and coordinated management strategies for the operation of Lake Powell and Lake Mead, particularly under low reservoir conditions. The Scoping Summary Report provides a summary of the issues raised during the scoping process and describes the Department's current assessment of the proposed scope of the environmental analysis to be included in the draft environmental impact statement (EIS). The Department anticipates that the Draft EIS will be published in December 2006. The report also includes a summary of the issues raised and comments received during the scoping process. Among other things, the report identifies how the Department anticipates addressing these issues. Dates and Addresses: The Department will accept, review, and incorporate, as appropriate, any additional public comments on the information contained in the Scoping Summary Report as part of the development of the Draft EIS, which the Department anticipates will be published in December 2006. The Department would prefer that any such comments be received by May 1, 2006, in order to allow full consideration during the development of the Draft EIS. Agency Information Collection; Renewal of a Currently Approved Information Collection; Comment Request
In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), the Bureau of Reclamation (Reclamation) intends to submit a request for renewal (without revision) of an existing, approved information collection to the Office of Management and Budget (OMB): Recreation Use Data Report, OMB Control Number 1006-0002. As part of its continuing effort to reduce paperwork and respondent burdens, Reclamation invites other Federal agencies, State, local, or tribal governments which manage recreation sites at Reclamation projects; concessionaires, subconcessionaires, and not-for-profit organizations who operate concessions on Reclamation lands; and the public, to comment on this information collection.
Northwest Area Water Supply Project, North Dakota
The Bureau of Reclamation (Reclamation) is commencing work under the National Environmental Policy Act on an environmental impact statement (EIS) for the Northwest Area Water Supply Project (NAWS Project), a Federal reclamation project, located in North Dakota. This NOI is being published to describe the proposed action, the purpose of and need for that proposal, the scope of the EIS, and to solicit public comments during a formal scoping period. Reclamation is initiating a formal scoping period of 60 days following publication of this NOI. Reclamation invites all interested parties to submit written comments or suggestions related to the significant issues, potential impacts and reasonable alternatives to the proposed action during the scoping period. Reclamation will provide a separate project information document that outlines EIS actions, timelines, and public involvement opportunities to all interested parties. The project information document will contain details related to this action that will assist the interested public in providing comments during the scoping period.
California Bay-Delta Public Advisory Committee Public Meetings
In accordance with the Federal Advisory Committee Act, the California Bay-Delta Public Advisory Committee (Committee) will meet on March 15, 2006. The agenda for the Committee meeting will include discussions with State and Federal agency representatives on the status of the revitalization of the CALFED Bay-Delta Program including the 10- Year Action Plan, priority setting, and the changing roles of the CALFED agencies.
Quarterly Status Report of Water Service, Repayment, and Other Water-Related Contract Negotiations
Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and were pending through December 31, 2005, and contract actions that have been completed or discontinued since the last publication of this notice on November 2, 2005. From the date of this publication, future quarterly notices during this calendar year will be limited to new, modified, discontinued, or completed contract actions. This annual notice should be used as a point of reference to identify changes in future notices. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.

Glen Canyon Dam Adaptive Management Work Group (AMWG), Notice of Meeting
The Adaptive Management Program (AMP) was implemented as a result of the Record of Decision on the Operation of Glen Canyon Dam Final Environmental Impact Statement to comply with consultation requirements of the Grand Canyon Protection Act (Pub. L. 102-575) of 1992. The AMP includes a Federal advisory committee (AMWG), a technical work group (TWG), a monitoring and research center, and independent review panels. The AMWG makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam consistent with the Grand Canyon Protection Act. The TWG is a subcommittee of the AMWG and provides technical advice and recommendations to the AMWG. Date and Location: The AMWG will conduct the following public meeting: Phoenix, ArizonaMarch 7-8, 2006. The meeting will begin at 9:30 a.m. and conclude at 5 p.m. on the first day and will begin at 8 a.m. and conclude at 3 p.m. on the second day. The meeting will be held at the Bureau of Indian Affairs, 2 Arizona Center, 400 N. 5th Street, 12th Floor, Conference Rooms A&B, in Phoenix, Arizona. Agenda: The purpose of the meeting will be to review the Fiscal Year 2005 budget expenditures and proposed FY06 budget modifications and draft FY07-08 budget and workplan proposals, and to receive updates on science plans currently in development along with other monitoring and research reports. Additional topics of discussion will include status of humpback chub efforts, basin hydrology, public outreach, and other administrative and resource issues pertaining to the AMP. North Sonoma County Agricultural Reuse Project Sonoma County, CA
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA) and Public Resources Code, Section 21000- 21178.1 of the California Environmental Quality Act (CEQA), the Bureau of Reclamation (Reclamation), the lead Federal agency, and the Sonoma County Water Agency (Agency), the lead State agency, propose to prepare a joint EIS/EIR for the proposed North Sonoma County Agricultural Reuse Project (Project). The purpose of the proposed Project is to: (1) Reduce agricultural reliance on natural regional water supplies; (2) provide an alternative source of water for agricultural irrigation; and (3) address potential regulatory issues.

Upper Rio Grande Basin Water Operations Review
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), the Bureau of Reclamation (Reclamation), with and on behalf of other joint-lead agencies (U.S. Army Corps of Engineers [Corps], Department of Defense; and the New Mexico Interstate Stream Commission [Commission], State of New Mexico), has prepared a draft environmental impact statement (DEIS) to assess the consequences of proposed changes to water operations in the Rio Grande basin above Fort Quitman, Texas. The DEIS is programmatic and is not intended to authorize specific projects that may also be applied to the upper Rio Grande system. It is anticipated that a plan for water operations at existing Reclamation and Corps facilities will be developed. The DEIS presents alternatives with respect to water operations and evaluates the environmental, economic, and social effects of these alternatives. Some of the alternatives considered include changing the channel capacity criteria at Albuquerque, storage or non-storage of Rio Grande water in authorized San Juan-Chama space in Abiquiu Reservoir, and operation of the Low Flow Conveyance Channel.
Long-Term Miscellaneous Purposes Contract, Eddy County, NM
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Reclamation (Reclamation) and the New Mexico Interstate Stream Commission (NMISC), as joint lead agencies, have prepared a draft environmental impact statement (DEIS) on the execution of a long-term contract based upon the 1920 Sale of Water for Miscellaneous Purposes Act (long-term miscellaneous purposes contract) with the Carlsbad Irrigation District (CID), New Mexico, and the subsequent conversion and delivery of the full amount of irrigation water addressed in the contract and any related contracts. Reclamation is the lead federal agency and the NMISC is a joint lead agency for NEPA compliance on the proposed federal action.
South Delta Improvements Program, Sacramento-San Joaquin Bay Delta, CA
The Notice of Availability of the Draft Environmental Impact Statement/Environmental Impact Report and notice of public meetings and hearings was published in the Federal Register on November 10, 2005 (70 FR 68475). The Bureau of Reclamation is correcting the public hearing dates from 2005 to 2006 and changing the dates, times, and locations.
Notice of Availability and Public Hearings for the Red River Valley Water Supply Project Draft Environmental Impact Statement
The Bureau of Reclamation (Reclamation) and the State of North Dakota, represented by the Garrison Diversion Conservancy District (Garrison Diversion), have as joint lead agencies prepared the Red River Valley Water Supply Project Draft Environmental Impact Statement (DEIS). The DEIS was prepared in cooperation with the cities of Fargo, West Fargo, and Grand Forks, North Dakota and Moorhead, Minnesota, the Lake Agassiz Water Authority, North Dakota State Historic Preservation Office, Minnesota Department of Natural Resources, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, U.S. Geological Survey, U.S. Forest Service, and U.S. Environmental Protection Agency, and pursuant to section 8(c) of the Dakota Water Resources Act of 2000 (DWRA) and section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), as amended. The DEIS analyzes the environmental, cultural, and socioeconomic effects of eight alternatives. Seven alternatives would meet the water needs in the Red River Valley of North Dakota, and the cities of Breckenridge, Moorhead, and East Grand Forks in Minnesota, through 2050. The document also discloses the effects of no action, or the future without implementing the federal Red River Valley Water Supply Project.
Pick-Sloan Missouri Basin Program (P-SMBP), Eastern and Western Division Proposed Project Use Power Rate
The Bureau of Reclamation (Reclamation) determined, after public input, that the proposed P-SMBP project use power rate of 12.55 mills per kilowatt-hour (kWh) is approved and will become effective 30 days after this notice is published.
Change in Discount Rate for Water Resources Planning
The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2006 is 5.125 percent. Discounting is to be used to convert future monetary values to present values.
Los Vaqueros Reservoir Expansion Investigation, Contra Costa County, CA
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA), the Department of the Interior, Bureau of Reclamation (Reclamation) will prepare an EIS to evaluate expanding the existing Los Vaqueros Reservoir and alternatives to improve water supply reliability and water quality for Bay Area water users, particularly those receiving water from the Sacramento-San Joaquin Delta; and contribute to lower cost implementation of the CALFED Environmental Water Account (EWA). Pursuant to the California Environmental Quality Act, Contra Costa Water District will prepare an EIR on the proposed project concurrent with the EIS preparation. A joint EIS/EIR document will be prepared. Reclamation was directed in Public Law 108-7, (Omnibus Appropriations Act of 2003) to conduct a feasibility-level investigation of the potential expansion of Los Vaqueros Reservoir.
Safety Modifications and Flood Damage Reduction Project for Folsom Dam and Appurtenant Structures (Combined Federal Effort)-Sacramento, El Dorado, and Placer Counties, CA
Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and Public Resources Code, sections 21000- 21177 of the California Environmental Quality Act (CEQA), the Bureau of Reclamation (Reclamation), the lead Federal agency; the U.S. Army Corps of Engineers, a cooperating Federal agency; and the California Reclamation Board/Department of Water Resources, the lead State agencies; intend to prepare a joint Draft Environmental Impact Statement/Environmental Impact Report (Draft EIS/EIR) for the Safety Modifications and Flood Damage Reduction Project for Folsom Dam and Appurtenant Structures (Combined Federal Effort). The notice of intent to prepare an environmental impact statement (EIS) and notice of public scoping meetings was published in the Federal Register on October 6, 2005 (70 FR 58469). A notice of change to public scoping meeting dates and locations was published in the Federal Register on December 2, 2005 (70 FR 72314). Reclamation will have an additional scoping meeting on December 15, 2005.
Notice of Intent of Non-Renewal of Permits to Keyhole and Sundance Boat Clubs, Keyhole Reservoir, WY
The permits between the State of Wyoming, Department of State Parks and Cultural Resources, Division of State Parks and Historic Sites (WSPHS) and the Keyhole and Sundance Boat Clubs at Keyhole Reservoir in northeast Wyoming will not be renewed after their expiration on December 31, 2005. The Bureau of Reclamation is the Federal agency responsible for administering lands and resources associated with Keyhole Reservoir. Keyhole State Park (Park) is managed by Wyoming State Parks and Historic Sites through a Memorandum of Understanding with Reclamation that provides WSPHS with the authority to issue permits for limited recreation activities. Permits have been issued by WSPHS to Keyhole and Sundance boat clubs since 1967 to conduct recreation activities as boat clubs. These two boat clubs occupy a total of 18 contiguous acres on Cottonwood Bay and currently have 20 private seasonal occupancy trailers in the permit area, hereafter referred to as the ``area''. This administrative decision results from a review to determine if the existence of the boat clubs conflicts with the best public use of the area as outlined in Part 21.4(a)(1) of 43 CFR Part 21, Occupancy of Cabin Sites on Public Conservation and Recreation Areas. Consideration was given to the following factors listed in 43 CFR 21.4 (a)(1)(i-iv): existing and projected public need for the area, compatibility between public uses and private cabin sites, development potential and plans for the area, and other relevant factors. An analysis of each of these factors is given in ``Supplemental Information''. From this analysis it has been determined that public need for the area currently occupied by Keyhole and Sundance boat clubs has grown to a point where continued use of the area by the boat clubs is no longer in the best public interest.

Forest Service, Utah Associated Municipal Power Systems, and Western Area Power Administration, has prepared and made available to the public a final environmental impact statement (EIS) pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), as amended, 42 United States Code (U.S.C.) 4332.
Upper Columbia Alternative Flood Control and Fish Operations, Libby and Hungry Horse Dams, MT
In accordance with the requirements of the National Environmental Policy Act, the U.S. Army Corps of Engineers (USACE), Seattle District, and the Bureau of Reclamation (Reclamation), Pacific Northwest Region, have prepared a Draft Environmental Impact Statement (DEIS) to evaluate the effects of alternative flood control at Libby Dam on the Kootenai River and at Hungry Horse Dam on the South Fork Flathead River in western Montana. USACE and Reclamation are making the document available to the public for review and comment through a Notice of Availability published in the Federal Register. The overall goal of the DEIS is to evaluate effects of alternative dam operations that are intended to provide reservoir and flow conditions at and below Libby and Hungry Horse Dams for anadromous and resident fish listed as threatened or endangered under the Endangered Species Act (ESA), consistent with authorized project purposes, including maintaining the current level of flood control benefits.
South Delta Improvements Program, Sacramento-San Joaquin Bay Delta, California
The Bureau of Reclamation (Reclamation) and the California Department of Water Resources (DWR) have made available for public review and comment the Draft EIS/EIR for the South Delta Improvements Program (SDIP). The proposed SDIP would (1) construct and operate a fish control gate at the Head of Old River; (2) construct and operate up to 3 flow control gates (one each in Middle River, Grant Line Canal, and Old River, near the Tracy Pumping Plant) to maintain adequate water quality and water levels available for agricultural diversions in the south Delta, downstream of the Head of Old River; (3) dredge various channels within the south Delta to improve conveyance; (4) construct extensions of up to 24 shallow agricultural diversions; (5) increase water deliveries by increasing the maximum diversion through the existing intake gates at Clifton Court Forebay to 8,500 cubic feet per second; and (6) implement an interim operations regime between December 15 and March 15 until the permanent gates are fully operable.
Lake Berryessa Visitor Services Plan, Napa County, CA
In accordance with the National Environmental Policy Act of 1969, the Bureau of Reclamation has prepared a Final EIS for the Lake Berryessa Visitor Services Plan (VSP). The Final EIS outlines the proposed project alternatives that seek to address issues related to the VSP, including the type and level of facilities and services that are appropriate for future uses on Federal land. Of the seven concession contracts at Lake Berryessa, six contracts expire in 2008/ 2009 and one interim contract expires in 2007. The VSP will be used as a basis for future concession contracts.
Quarterly Status Report of Water Service, Repayment, and Other Water-Related Contract Negotiations
Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, modified, discontinued, or completed since the last publication of this notice on July 22, 2005. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.
Shasta Lake Water Resources Investigation, Shasta and Tehama Counties, CA
The Bureau of Reclamation will hold an additional public scoping meeting to solicit input on the scope of the environmental document, alternatives, concerns, and issues to be addressed in the EIS to be prepared. The notice of intent to prepare the EIS and notice of public scoping meetings was published in the Federal Register on October 7, 2005 (70 FR 58744).
Humboldt Project Conveyance, Pershing, Churchill and Lander Counties, NV
Pursuant to the National Environmental Policy Act 102(2) of 1969, the Bureau of Reclamation has prepared a FEIS for the Humboldt Project Conveyance, Pershing, Churchill, and Lander Counties, Nevada. The FEIS assesses the impacts of conveying title of the Humboldt Project (Project) and associated lands to the Pershing County Water Conservation District (PCWCD), State of Nevada, Lander County and Pershing County. The action is needed to comply with Title VIII of Pub. L. 107-282 which directs Reclamation to transfer title of the Project to the entities listed above.
Shasta Lake Water Resources Investigation, Shasta and Tehama Counties, CA
Pursuant to the National Environmental Policy Act (NEPA), the Bureau of Reclamation proposes to prepare an EIS for the Shasta Lake Water Resources Investigation (SLWRI). Authorization for the investigation comes from Pub. L. 96-375, 1980; which directs the Secretary of the Interior to engage in feasibility studies related to enlarging Shasta Dam and Reservoir. Other directing legislation includes Title 34 of Pub. L. 102-575, the Central Valley Project Improvement Act and Pub. L. 108-137, the Energy and Water Development Act. In addition, enlargement of Shasta Dam was identified in the CALFED Programmatic Environmental Impact Report/Statement and Record of Decision (ROD) and in Pub. L. 108-361, the CALFED Bay-Delta authority.
Safety Modifications for Folsom Dam and Appurtenant Structures (Folsom Safety of Dams Project)- Sacramento, El Dorado, and Placer Counties, CA
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), the Bureau of Reclamation (Reclamation) intends to prepare an EIS for the implementation of the safety modifications for Folsom Dam and Appurtenant Structures (Folsom Safety of Dams Project). Reclamation seeks to improve public safety by modifying Folsom Facilities and its appurtenant structures (Folsom Facilities) to mitigate issues identified in previous and ongoing safety evaluations. Studies are being conducted by Reclamation to identify alternatives (modifications) to address these conditions. Engineering, Economic, and Environmental studies are being conducted to help determine reasonable design alternatives. Information gathered from the EIS process will be used in conjunction with engineering and economic principles to determine preferred alternatives.
Meeting of the Yakima River Basin Conservation Advisory Group, Yakima River Basin Water Enhancement Project, Yakima, WA
As required by the Federal Advisory Committee Act, notice is hereby given that the Yakima River Basin Conservation Advisory Group, Yakima River Basin Water Enhancement Project, Yakima, Washington, established by the Secretary of the Interior, will hold a public meeting. The purpose of the Conservation Advisory Group is to provide technical advise and counsel to the Secretary of the Interior and Washington State on the structure, implementation, and oversight of the Yakima River Basin Water Conservation Program.
Central Valley Project Improvement Act, Water Management Plans
The following Water Management Plans are available for review: City of Fairfield City of Fresno Pacheco Water District Solano County Water Agency To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation (Reclamation) has developed and published the Criteria for Evaluating Water Management Plans (Criteria). Note: For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above districts have developed Plans, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the Plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination is invited at this time.
Colorado River Reservoir Operations: Development of Lower Basin Shortage Guidelines and Coordinated Management Strategies for Lake Powell and Lake Mead Under Low Reservoir Conditions
Pursuant to the National Environmental Policy Act (NEPA), the Bureau of Reclamation (Reclamation) proposes to conduct public scoping meetings and prepare an EIS for the development of Lower Colorado River Basin Shortage Guidelines and Coordinated Management Strategies for Operation of Lake Powell and Lake Mead Under Low Reservoir Conditions. The Secretary of the Interior (Secretary) has directed Reclamation to develop additional Colorado River management strategies to address operations of Lake Powell and Lake Mead under low reservoir conditions. The proposed action is to develop these guidelines and strategies. Through the NEPA process initiated by this Federal Register notice, Reclamation is considering development of: (1) Specific guidelines that will identify those circumstances under which the Department of the Interior (Department) would reduce annual water deliveries from Lake Mead to the Lower Basin States below the 7.5 million acre-feet (maf) Lower Basin apportionment and the manner in which those deliveries would be reduced, and (2) coordinated management strategies for the operation of Lake Powell and Lake Mead. Alternatives to be analyzed in the EIS have not been developed at this time and will be developed through the NEPA process, including through the upcoming EIS scoping meetings.
San Luis Unit Long-Term Contract Renewal
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), the Bureau of Reclamation (Reclamation) has made available for public review and comment a DEIS for the renewal of Long- Term Water Service Contracts for the San Luis Unit of the Central Valley Project (CVP). The DEIS describes and presents the environmental effects of three altern atives, including no action, for implementing the renewal of the Long-Term Water Service Contracts. A 45-day public comment period will be allowed to receive comments from individuals and organizations on the DEIS. Reclamation issued a previous version of the DEIS on December 9, 2004 (69 FR 71424). Due to information received during the comment period on the previous DEIS, Reclamation has prepared and is issuing a new DEIS.
Colorado River Basin Salinity Control Advisory Council
The Colorado River Basin Salinity Control Advisory Council (Council) was established by the Colorado River Basin Salinity Control Act of 1974 (Pub. L. 93-320) (Act) to receive reports and advise federal agencies on implementing the Act. In accordance with the Federal Advisory Committee Act, the Bureau of Reclamation announces that the Council will meet as detailed below. Dates and Location: The Council will conduct its annual meeting at the following time and location: Tuesday, October 25, 2005Riverside, CaliforniaThe meeting will be held in the Mission Inn located at 3649 Mission Inn Avenue. The meeting will begin at 8 a.m., recess at approximately 1 p.m., and reconvene briefly the following day at 1 p.m.
