The event is authorized on public land under a SRP and in conformance with the Bradshaw-Harquahala Record of Decision and Approved Resource Management Plan and the Wickenburg Travel Management Plan. Description of Race Course Closed Area: Areas subject to this temporary closure include the designated race course and public lands within the boundary defined by the race course. Exceptions: The temporary closures do not apply to Federal, State, and local officers and employees in the performance of their official duties; members of organized rescue or firefighting forces in the performance of their official duties; Vulture Mine OffRoad Challenge event officials, race participants, or vendors authorized under the event SRP. Enforcement: Any person who violates the temporary closures may be tried before a United States magistrate and fined in accordance with 18 U.S.C. 3571, imprisoned no more than 12 months under 43 U.S.C. 1733(a) and 43 CFR 8360.0–7, or both. Regulations will be enforced in accordance with 43 CFR 8364.1, and in conjunction with 43 CFR 8365.1–7, State or local officials may also impose penalties for violations of Arizona law. Effect of Closure: The entire area encompassed by the designated race course and all areas within the race course as described above and in the time period as described above are temporarily closed to all public use, including pedestrian use and vehicles, unless specifically excepted as described above. temporary closures will be in effect on public lands administered by

minimize the risk of potential collision during operation of the 
Vulture Mine Off-Road Challenge off-highway vehicle (OHV) race events,
