This information collection expires January 31, 2015.

This notice addresses the Extension of the Class III gaming compact between the Rosebud Sioux Tribe and the State of South Dakota.

This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Mashpee Wampanoag Tribe (Tribe) and the U.S. Army Corps of Engineers serving as cooperating agencies, is making available for public review the Final Environmental Impact Statement (FEIS) regarding the Tribe's application for the conveyance into trust of 170 acres located in Mashpee, Massachusetts, and 151 acres located in Taunton, Massachusetts, for the benefit of the Tribe.

This notice advises the public that the Bureau of Indian Affairs as lead agency, with the Samish Indian Nation and the City of Anacortes, serving as cooperating agencies, intends to file a draft environmental impact statement (DEIS) with the U.S. Environmental Protection Agency for the Samish Indian Nation Trust Acquisition and Casino Project, City of Anacortes, Skagit County, Washington. The DEIS is now available for public review and a public hearing will be held to receive comments.

On May 22, 2014, the Department of the Interior announced the availability of a proposed rule to revise regulations governing the process and criteria by which the Secretary acknowledges an Indian tribe. This notice publishes the approval of an amendment to the Class III Tribal-State Gaming Compact (Amendment) between the Confederated Tribes of the Umatilla Indian Reservation and the State of Oregon.

This proposed rule would revise regulations governing the process and criteria by which the Secretary acknowledges an Indian tribe. The revisions seek to make the process and criteria more transparent, promote consistent implementation, and increase timeliness and efficiency, while maintaining the integrity of the process. The current process has been criticized as ``broken'' or in need of reform. Specifically, the process has been criticized as too slow (a petition can take decades to be decided), expensive, burdensome, inefficient, intrusive, less than transparent and unpredictable. The proposed rule would reform the process by, among other things, institutionalizing a phased review that allows for faster decisions; reducing the documentary burden; allowing for a hearing on the proposed finding to promote transparency and process integrity; establishing the Assistant Secretary's final determination as final for the Department to promote efficiency; and establishing objective standards, where appropriate, to ensure transparency and predictability. This publication also announces the dates and locations for tribal consultation sessions and public meetings on this proposed rule.

The Bureau of Indian Affairs (BIA) is amending its regulations to reflect a change of address for filing copies of Indian Child Welfare Act (ICWA) notices to the Eastern Regional Director and to update the titles of ``Area Directors'' to ``Regional Directors.'' This technical amendment is a nomenclature change that updates and corrects BIA officials' titles and the address for filing ICWA notices to the Eastern Regional Director.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to amend the Bureau of Indian Affairs Privacy Act system of records, ``Indian Electric Power UtilitiesInterior, BIA 26,'' to update the system name, system location, categories of individuals covered by the system, categories of records in the system, authority for maintenance of the system, routine uses, storage, safeguards, retention and disposal, system manager and address, notification procedures, records access and contesting procedures, and records source categories. The system name will be updated to the ``Electrical Utility Management System, BIA-26.'' The Electrical Utility Management System is an automated billing system used to facilitate the management of the utility billing process within the Bureau of Indian Affairs. The system will assist an electrical utility provider in managing functions, such as billing, collections, service orders, meter reading, managing customer accounts, accounting, and tracking service history for Bureau of Indian Affairs electrical utility customers.

This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Cloverdale Rancheria of Pomo Indians (Tribe), National Indian Gaming Commission, Environmental Protection Agency (EPA), California Department of Transportation (Caltrans), Sonoma County, and City of Cloverdale as cooperating agencies, intends to file a final environmental impact statement (FEIS) with the EPA for the Tribe's application requesting that the United States acquire land in trust within Sonoma County, California, and that the FEIS is now available for public review.
