This notice publishes the technical amendment to the Salt River Pima-Maricopa Indian Community Alcoholic Beverage Control Ordinance, Chapter 14, Salt River Pima-Maricopa Indian Community Code of Ordinances, to clarify the authority of the Community Regulatory Agency to share information with the Arizona Department of Safety and the Federal Bureau of Investigation for the purpose of conducting criminal background checks on liquor license applicants and holders. The amended Salt River Pima-Maricopa Indian Alcohol Beverage Control Ordinance, Chapter 14 of the Salt River Pima-Maricopa Indian Community Code of Ordinances was last published in the Federal Register on July 13, 2010 (75 FR 39960). Sections 14-5(c)(4), 14-9(g), 14-18(o) and (t) of the Salt River Pima-Maricopa Indian Community Code of Ordinances were repealed and replaced in their entirety, and a new Section 14-12, was added via publication in the Federal Register on July 24, 2013 (78 FR 44590). Section 14-5(b) of the Salt River Pima-Maricopa Indian Community Code of Ordinances shall be amended to include Section 14- 5(b)(9).

In this notice, the Office of Self-Governance (OSG) establishes a March 20, 2015, deadline for Indian tribes/consortia to submit completed applications to begin participation in the tribal self-governance program in Fiscal Year 2016 or Calendar Year 2016.

These updated guidelines provide guidance to State courts and child welfare agencies implementing the Indian Child Welfare Act's (ICWA) provisions in light of written and oral comments received during a review of the Bureau of Indian Affairs (BIA) Guidelines for State Courts in Indian Child Custody Proceedings published in 1979. They also reflect recommendations made by the Attorney General's Advisory Committee on American Indian/Alaska Native Children Exposed to Violence and significant developments in jurisprudence since ICWA's inception. The updated BIA Guidelines for State Courts and Agencies in Indian Child Custody Proceedings promote compliance with ICWA's stated goals and provisions by providing a framework for State courts and child welfare agencies to follow, as well as best practices for ICWA compliance. Effective immediately, these guidelines supersede and replace the guidelines published in 1979.

This proposed rule would update the Tribal Transportation Program regulations (formerly the Indian Reservation Roads Program) to comply with the current surface transportation authorization, Moving Ahead for Progress in the 21st Century, as extended, reflect changes in the delivery options for the program that have occurred since the regulation was published in 2004, remove certain sections that were provided for informational purposes only, and make technical corrections.

In compliance with the Paperwork Reduction Act of 1995, the Assistant SecretaryIndian Affairs (AS-IA) published a notice announcing the submission of the revised information collection titled ``Reporting Systems for Public Law 102-477'' to the Office of Management and Budget (OMB) for approval. This notice advises the public that the Bureau of Indian Affairs (BIA), in cooperation with the Confederated Tribes of the Colville Reservation (Tribes), intends to gather information necessary to prepare a programmatic environmental impact statement (Programmatic EIS) for the proposed Integrated Resource Management Plan (IRMP) for the Colville Reservation in Okanogan and Ferry Counties, Washington. This notice also announces public scoping meetings to identify potential issues and content for inclusion in the Programmatic EIS.

In order to comply with the National Environmental Policy Act (NEPA), the Bureau of Indian Affairs (BIA), as lead agency in cooperation with the Las Vegas Paiute Tribe (Tribe), the Bureau of Land Management (BLM), and other Federal agencies, intend to prepare an environmental impact statement (EIS) that will evaluate a proposed photovoltaic (PV) solar energy generation project on the Las Vegas Paiute Indian Reservation and a transmission line located on tribal lands, private lands and/or Federal lands administered and managed by BLM in Clark County, Nevada.
