This notice publishes the amendment to the Salt River Pima- Maricopa Indian Community Alcoholic Beverage Control Ordinance, Chapter 14, Salt River Pima-Maricopa Indian Community Code of Ordinances to provide consistency with newly amended Arizona State Liquor Law and to enact certain technical amendments. The amended Salt River Pima- Maricopa Indian Alcohol Beverage Control Ordinance, Chapter 14 of the Salt River Pima-Maricopa Indian Community Code of Ordinances was last published in the Federal Register on July 13, 2010 (Vol. 75, No 133, FR 39960-39967). Sections 14-5(c)(4), 14-9(g), 14-18(o) and (t) of the Salt River Pima-Maricopa Indian Community Code of Ordinances shall be repealed and replaced in their entirety, and a new Section 14-12 has been added.

The Bureau of Indian Affairs (BIA) published a proposed rule in the Federal Register of May 29, 2013, announcing the proposed rule to revise a section of regulations governing decisions by the Secretary to approve or deny applications to acquire land in trust under 25 CFR part 151. This document makes corrections to the ADDRESSES section to provide the mail and hand delivery addresses.

In compliance with Section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is submitting to the Office of Management and Budget (OMB) a request for renewal for the collection of information titled, ``Indian Self-Determination and Education Assistance Contracts, 25 CFR part 900,'' OMB Control Number 1076-0136. This proposed rule revises a section of regulations governing decisions by the Secretary to approve or deny applications to acquire land in trust under this part. This rule is appropriate to address changes in the applicability of the Quiet Title Act as interpreted by a recent United States Supreme Court decision. This rule revises a regulatory provision the Department added in 1996 to ensure that interested parties had the opportunity to timely seek judicial review of decisions when available under the Administrative Procedure Act. The Department had determined the provision was necessary because, consistent with Federal court decisions at the time, once the Secretary acquired title, the Quiet Title Act precluded judicial review of the Secretary's decision to take the land into trust. The Supreme Court has since held that the Quiet Title Act does not preclude timely Administrative Procedure Act challenges to agency decisions to acquire land in trust unless the aggrieved party claims an ownership interest in the property at issue. This rule revises the regulation to reflect this change in the law and to make other revisions to codify the current process for issuing decisions approving or denying requests to acquire land in trust under this part. It also broadens and clarifies the notice of decisions to acquire land in trust under this part, including broadening notice of any right to file an administrative appeal.

The Assistant SecretaryIndian Affairs made a final agency determination to acquire approximately 151.87 acres of land into trust for gaming and other purposes for the Cowlitz Indian Tribe on April 22, 2013.

The Bureau of Indian Affairs is announcing tribal consultations to discuss draft revisions of the regulations governing the Tribal Transportation Program. This information collection expires May 31, 2013.

The Bureau of Indian Affairs (BIA) is extending the public scoping period to prepare an EIS for the Navajo Nation Integrated Weed Management Plan on the Navajo Indian Reservation.

This interim final rule adds two Indian tribes to the list of tribes with Courts of Indian Offenses (also known as CFR Courts), and deletes five tribes from those under the jurisdiction of CFR Courts. The two tribes to be added are Skull Valley Band of Goshute Indians and the Seneca-Cayuga Tribe. The tribes to be removed from the list are the Seminole Nation, the Miami Tribe, the Choctaw Nation of Oklahoma, the Wyandotte Tribe, and the Quapaw Tribe.

Pursuant to Section 8(c) of the White Earth Land Settlement Act of 1985 (the Act), Public Law 99-264 (100 Stat. 61), as amended this notice lists individuals whose whereabouts are unknown.
