Notice is hereby given that the U.S. International Trade Commission has determined not to review the presiding administrative law judge's (``ALJ'') initial determination (``ID'') (Order No. 41) terminating the above-captioned investigation in its entirety based upon settlement. The commission has also determined to vacate Order No. 34 as moot.

The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the countervailing duty order on narrow woven ribbons with woven selvedge (``narrow woven ribbons'') from China and the antidumping duty orders on narrow woven ribbons from China and Taiwan would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission; \1\ to be assured of consideration, the deadline for responses is September 2, 2015. Comments on the adequacy of responses may be filed with the Commission by October 16, 2015.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 19) by the presiding administrative law judge (``ALJ'') terminating the above-captioned investigation based on settlement.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-539 and 731-TA-1280-1282 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico, and Turkey, provided for in subheading 7306.61.10 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and that are alleged to be subsidized by the Government of Turkey. Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by September 4, 2015. The Commission's views must be transmitted to Commerce within five business days thereafter, or by September 14, 2015.

Notice is hereby given that the U.S. International Trade Commission has rescinded the general exclusion order and cease and desist orders issued at the conclusion of the above-captioned investigation. The general exclusion order was directed against infringing kinesiotherapy devices and components thereof, and the cease and desist orders were directed against certain respondents.

The Commission hereby gives notice of the scheduling of the final phase of antidumping and countervailing duty investigation Nos. 701-TA-526-527 and 731-TA-1262-1263 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of melamine from China and Trinidad and Tobago, provided for in subheading 2933.61.00 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be subsidized and sold at less-than-fair- value.\1\

The Commission hereby gives notice of the scheduling of expedited reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty and countervailing duty orders on carbazole violet pigment 23 from China and India would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

The Commission hereby gives notice of the scheduling of an expedited review pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty order on crepe paper from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

Notice is hereby given that the U.S. International Trade Commission has determined to affirm the presiding administrative law judge's initial determination (``ID'') (Order No. 9) terminating the above-captioned investigation based on a settlement agreement.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on June 12, 2015, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Canon Inc. of Japan; Canon U.S.A., Inc. of Melville, New York; and Canon Virginia, Inc. of Newport News, Virginia. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain toner supply containers and components thereof by reason of infringement of certain claims of U.S. Patent No. 8,909,094 (``the '094 patent'') and U.S. Patent No. 9,046,820 (``the '820 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The U.S. Arctic Research Commission is drafting its biennial report to the President an Congress on goals for the U.S. Arctic research program, due in January 2007. This notice is an invitation to the Arctic research community and the public at large to provide recommendations to the Commission for consideration in its ``Report on Goals and Objectives 2007.'' Arctic research is conducted by 15 agencies of the United States government and is coordinated by the Interagency Arctic Research Policy Committee (IARPC) chaired by the National Science Foundation. Recent focus of U.S. Arctic research spans a number of goals and objectives including the study of Arctic climate change, geophysics, health of Arctic ecosystems, health of Arctic residents, assessment of Arctic resources, and studies of Arctic infrastructure. Under the Arctic Research and Policy Act of 1984, the seven citizen members of the U.S. Arctic Research Commission provide goals for that program which, if approved by the President, are incorporated into the nation's five year Arctic Research Plan. In its last report in 2005, submitted to the President and Congress, the Commission sought five broad research objectives for programs integrated across Federal agencies. The Commission also made specific recommendations to Federal agencies for work within their own programs, for international coordination of research and for investment in Arctic research infrastructure. The public is invited to participate in the Commission's formulation of its recommendations for the 2007 Goals Report. We invite your comments and recommendations regarding the future U.S. Arctic research program and the Arctic research priorities of the Federal agencies.
