Request for Information (RFI) Regarding Sanctions and USAID Programs
The U.S. Agency for International Development (USAID) is considering updating its sanctions-related provisions and contract clauses for assistance and acquisition awards. A primary factor under review is whether to expand reporting requirements to enhance USAID's monitoring of recipients' and contractors' activities involving sanctioned jurisdictions or sanctioned individuals and entities subject to the sanctions programs administered by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC). This reporting would facilitate the assessment of whether the U.S. Government is ensuring the efficient delivery of humanitarian and development assistance internationally to the most vulnerable people, while achieving U.S. national security objectives by minimizing benefits to sanctioned individuals and entities. This RFI supports this effort by soliciting feedback from the general public, which will be considered during the process of analyzing whether changes are required, as well as any subsequent drafting of new or revised award terms.

Notice of Meeting of the Board for International Food and Agricultural Development and Request for Public Comment
The Board for International Food and Agricultural Development (BIFAD), an independent advisory committee to the US Agency for International Development (USAID) on food and agriculture issues, will convene a public meeting on September 17, 2024, "Demand-Side Interventions and Approaches for Healthy Diets." USAID Bureau for Legislative and Public Affairs (LPA) and USAID/Ghana Mission are collaborating to conduct research regarding public perception of USAID programs in Ghana. The goal of this research is to use both qualitative and quantitative methods to gain insights into Ghanaian people's awareness and perceptions of development and USAID assistance programs and activities. The research will also narrow preferred media channels. The research data in the report will be aggregated and not provide PII or other privacy-related information. The Research Division within the Innovation, Technology, and Research Hub (ITR), under the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), manages U.S. Agency for International Development (USAID) involvement in the annual Regeneron International Science and Engineering Fair (ISEF). Serving as a Special Award Organization at ISEF since 2014 has allowed the Agency to recognize and award students with the USAID Science for Development Award. In the lead up to ISEF, students compete in high school science fairs that are members of the global network of the Society for Science. USAID also awards the Science Champion Award at these fairs. Winners of the Science Champion Award are selected by the high school science fairs' judges and awards committees for projects that could potentially impact a global development challenge. In order to provide accurate accounting for these awards, we need to collect information from the public, specifically from Judging Committees of science fairs participating in the program.

On May 6, 2024, the United States Agency for International Development (USAID) published a final rule amending USAID's Acquisition Regulation (AIDAR) that implements USAID requirements for managing digital information as a strategic asset to inform the planning, design, implementation, monitoring, and evaluation of the Agency's foreign assistance programs. The rule contained two errors which this document is correcting.

The United States Agency for International Development (USAID) issuing a final rule amending USAID Acquisition Regulation (AIDAR) that implements USAID requirements for managing digital information as a strategic asset to inform the planning, design, implementation, monitoring, and evaluation of the Agency's foreign assistance programs. This final rule incorporates a new policy on Digital Information Planning, Collection, and Submission Requirements and the corresponding clause as well as a new clause entitled "Activity Monitoring, Evaluation, and Learning Plan Requirements" into the (AIDAR). This final rule is intended to reduce the burden on contractors, increase efficiency, and improve the use of data and other forms of digital information across the Agency's programs and operations.

Under the Paperwork Reduction Act of 1995 (PRA), Federal Agencies are required to publish notice in the Federal Register concerning each proposed collection of information, and to allow 30 days for public comment in response to the notice. This notice solicits comments on a renewal collection proposed by the Agency.

Notice of Malaria Vaccine Development Program Scientific Advisory Committee Re-Establishment
Pursuant to the Federal Advisory Committee Act, notice is hereby given of the re-establishment of the USAID Malaria Vaccine Development Program (MVDP) Scientific Advisory Committee (SAC) (previously the USAID Advisory Committee of the Malaria Vaccine Program). The USAID MVDP SAC is an external scientific committee that reviews and provides strategic advice to the USAID MVDP once or twice annually. The Administrator of USAID is re-establishing the committee for two years, effective on the date of filing of its renewed charter.
Request for Information Regarding the Global AI Research Agenda; Extension of Comment Period
On March 13, 2024, the United States Agency for International Development (USAID) published a request for information (RFI) seeking comment on a Global AI Research Agenda being developed on Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence. The RFI established a April 10, 2024, deadline for the submission of written comments. DOE is extending the comment period to April 24, 2024.

USAID Acquisition Regulation (AIDAR): Security and Information Technology Requirements
This final rule amends the U.S. Agency for International Development (USAID) Acquisition Regulation (AIDAR) to incorporate a revised definition of ``information technology'' (IT) and new contract clauses relating to information security, cybersecurity, and IT resources. The purpose of these revisions is to provide increased oversight of contractor acquisition and use of IT resources.

Global AI Research Agenda
The United States Agency for International Development and the U.S. Department of State, in collaboration with the Department of Energy and the National Science Foundation, seek information to assist in carrying out responsibilities under Executive Order 14110 (https:// www.federalregister.gov/executive-order/14110) on Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence issued on October 30, 2023. Specifically, the E.O. directs USAID and the State Department to publish a Global AI Research Agenda to guide the objectives and implementation of AI-related research in contexts beyond United States borders.

Partnerships With Faith-Based and Neighborhood Organizations
This final rule amends the regulations of the agencies listed above (the ``Agencies'') to clarify protections for beneficiaries and prospective beneficiaries of federally funded social services and the rights and obligations of organizations providing such services. In accordance with the Executive order of February 14, 2021, Establishment of the White House Office of Faith-Based and Neighborhood Partnerships, this clarification should promote maximum participation by beneficiaries and providers in the Agencies' covered programs and activities and ensure consistency in the implementation of those programs and activities.
Collaborating, Learning, and Adapting Case Competition Submission Forms
The Office of Learning, Evaluation, and Research holds an annual Collaborating, Learning, and Adapting (CLA) Case Competition, wherein USAID partners and staff can submit examples of the way in which they have employed CLA approaches in their work. The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule revising the Agency for International Development Acquisition Regulation (AIDAR) to incorporate new requirements for Protection from Sexual Exploitation and Abuse (PSEA) and update existing child safeguarding requirements. This proposed rule strengthens protections for USAID's program participants, community members, project staff, and other individuals in a position of vulnerability, and aligns and consolidates new PSEA and updated child safeguarding compliance and reporting requirements with existing requirements for Counter Trafficking in Persons.

Privacy Act of 1974; System of Records
The Agency for International Development (USAID) proposes to establish a new system of records titled, ``USAID-38: Responsibility, Safeguarding, and Compliance Case Management System (RSC CMS)'' subject to the Privacy Act of 1974, as amended. The purpose of publishing this notice is to meet federal requirements and promote consistent maintenance of USAID RSC CMS records. The new system is a dedicated incident and case management system which will contain records that capture reports of misconduct allegations and issues related to USAID programming and supports USAID's ability to monitor and respond to misconduct.
