Notice of Receipt of and Availability for Public Comment on an Application for Wireless Telecommunications Facilities Site; The Presidio of San Francisco, California
This notice announces the Presidio Trust's receipt of and availability for public comment on an application from GTE Mobilnet of California d/b/a Verizon Wireless for installation of a wireless telecommunications facilities site (``Project'') in The Presidio of San Francisco. The proposed location of the Project is in the vicinity of 386 Moraga Avenue. The Project involves (i) installing a new 70-foot monopole to accommodate nine panel antenna panels, and (ii) placing the associated radio equipment on a concrete pad within a 20-foot by 20-foot fenced area. Power and telecommunications service will be brought to the site by underground trench. Freedom of Information Act; Privacy Act; Federal Tort Claims Act; Debt Collection Regulations
This final rule revises Presidio Trust (Trust) regulations addressing requests under the Freedom of Information Act (FOIA), requests under the Privacy Act, administrative claims under the Federal Tort Claims Act (FTCA), and Debt Collection. The Trust is revising these regulations to update, clarify and streamline the language of several procedural provisions, and to incorporate amendments pursuant to the OPEN Government Act of 2007, the FOIA Improvement Act of 2016, and the Digital Accountability and Transparency Act of 2014.

Notice of Wireless Telecommunications Site
This notice announces the Presidio Trust's receipt of and availability for public comment on an application from T-Mobile West LLC to construct and operate a new wireless telecommunications facilities site (``Project'') in the Presidio of San Francisco. The proposed location of the Project is in the vicinity of 1450 Battery Caulfield Road. The Project involves (i) co-locating nine antennae and one microwave dish mounted at a centerline of 116 feet on a 130-foot lattice tower being constructed by Verizon Wireless, and (ii) placing the associated radio and communications equipment on a concrete pad adjacent to the tower. Power and fiber connections for the project will be provided through underground cables connected to existing power and fiber sources. The Council was formed to advise the Executive Director of the Trust on matters pertaining to the rehabilitation and reuse of Fort Winfield Scott as a new national center focused on service and leadership development.
Public Use Limit on Commercial Dog Walking
The Presidio Trust (Trust) is adopting an interim rule imposing a public use limit on persons who are walking four or more dogs at one time in Area B of the Presidio of San Francisco (Presidio) for consideration (Commercial Dog Walkers). The limit will require any such Commercial Dog Walker in Area B to possess a valid commercial dog walking permit issued by the National Park Service (NPS), Golden Gate National Recreation Area (GGNRA). Commercial Dog Walkers will be allowed a maximum of six dogs at any one time. Commercial Dog Walkers will be required to comply with the terms and conditions of the GGNRA permit as well as those rules and regulations otherwise applicable to Area B of the Presidio, and to visibly display their badges when engaging in commercial dog walking activities within Area B. To obtain a GGNRA permit, applicants must submit a business license, proof of liability insurance, and proof of dog-handling training from an existing training course provider (such as the San Francisco SPCA). The GGNRA commercial dog walking permit requirement is a compendium amendment for all GGNRA sites in San Francisco and Marin Counties that allow dog walking, and is being implemented concurrently with the Trust's rule. Both are interim actions and will remain in effect until the final special regulation for dog walking in the GGNRA is adopted as anticipated in late 2015, at which time the Trust expects that it will adopt a final rule following public input and comment. The Trust is no longer pursuing its proposed rule on Commercial Dog Walkers published in the Federal Register on November 21, 2012.

Limiting of Vehicular Use of a Portion of Battery Caulfield Road; Extension of Comment Period
By Federal Register notice of July 29, 2010 (75 FR 44820), the Presidio Trust (Trust) announced its solicitation of public comment in connection with two alternative approaches to limit vehicular use of a portion of Battery Caulfield Road in the Presidio of San Francisco: (1) Limitation of vehicular use during weekday peak a.m. and p.m. hours, 7 to 9 a.m. and 5 to 7 p.m., as well as on weekends (Alternative 1); or (2) limitation of vehicular use at all times (Alternative 2). The Trust is extending the public comment period to October 15, 2010. Although the deadline for the submission of written comments is being extended, interested parties should provide comments as soon as possible.
Proposed Use Limit of Battery Caulfield Road and Request for Comments
The Presidio Trust (Trust) is considering two approaches to limit vehicular use of a portion of Battery Caulfield Road in the Presidio of San Francisco (Presidio): (1) Limitation of vehicular use during weekday peak AM and PM hours, 7 to 9 a.m. and 5 to 7 p.m., as well as on weekends (Alternative 1); or (2) limitation of vehicular use at all times (Alternative 2). The proposed limitation on vehicular use is intended to reduce the amount of cut-through traffic to maintain public health and safety, to protect environmental values, to protect natural resources, and to avoid conflict among visitor uses. By restricting the use of Battery Caulfield Road, the Trust also intends to reduce the amount of traffic through the 14th and 15th Avenue gates. Under both Alternative 1 and Alternative 2, designated vehicles (e.g., emergency vehicles, PresidiGo shuttles and designated Presidio residents and tenants) will continue to have unrestricted access to Battery Caulfield Road, and access by pedestrians and bicyclists will remain unrestricted. The Trust invites comments on both of these proposed limits of public use.

Notice of Trial Use Limits
By Federal Register notice of August 20, 2009 (73 FR 42028), the Presidio Trust (``Trust'') announced its proposal to undertake trial temporary traffic-calming and reduction measures for a period up to 45 days in that portion of The Presidio of San Francisco (``Presidio'') under the Trust's administrative jurisdiction (``Area B''), including temporary road closures of certain roads, in order to assess various means that may slow traffic through Area B and reduce cut-through traffic. The Trust also announced its termination of the temporary public use limits no later than 45 days after they commence. In its notice of the trial temporary traffic-calming and reduction measures the Trust solicited public comment through September 21, 2009.
Legal Process: Testimony by Employees and Production of Records
The Presidio Trust is publishing as a final rule a regulation, limited to the Presidio Trust's organization and management, governing access to Presidio Trust information and records in connection with legal proceedings in which neither the United States nor the Presidio Trust is a party. This final rule establishes guidelines for use in determining whether Presidio Trust employees (as defined in the final rule) will provide testimony or records relating to their official duties. It also establishes procedures for requesters to follow when making demands on or requests to a Presidio Trust employee for official documents or to provide testimony. This final rule standardizes the Presidio Trust's practices, promotes uniformity in decisions, conserves the ability of the Presidio Trust to conduct official business, preserves its employee resources, protects confidential information, provides guidance to requestors, minimizes involvement in matters unrelated to the Presidio Trust's mission and programs, avoids wasteful allocation of agency resources and avoids spending public time and money for private purpose.
