U.S. Army Installation Command
The U.S. Nuclear Regulatory Commission (NRC) is giving notice that by petition dated March 16, 2017, as supplemented on April 10, May 21, June 25, July 24, August 16, August 18, October 11, October 12, October 15, and October 16, 2017, Dr. Michael Reimer (the petitioner) has requested that the NRC take action with regard to depleted uranium (DU) from the M101 spotting rounds licensed at the Pohakuloa Training Area (PTA) under source materials license SUC-1593. The petitioner's requests that have been accepted for evaluation are included in the SUPPLEMENTARY INFORMATION section of this document.
Northwest Medical Isotopes, LLC; Notice of Hearing
The U.S. Nuclear Regulatory Commission (NRC or the Commission) will convene an evidentiary session to receive testimony and exhibits in the uncontested proceeding regarding the application from Northwest Medical Isotopes, LLC (NWMI), for a construction permit (CP) to construct a medical radioisotope production facility in Columbia, Missouri. This mandatory hearing will consider safety and environmental matters relating to the requested CP.
Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of exemptions in response to a request from Omaha Public Power District (OPPD or the licensee) that would permit the licensee to reduce its emergency planning (EP) activities at the Fort Calhoun Station, Unit No. 1 (Fort Calhoun). The licensee is seeking exemptions that would eliminate the requirements for the licensee to maintain formal offsite radiological emergency plans, and reduce some of the onsite EP activities, based on the reduced risks at Fort Calhoun, which is permanently shutdown and defueled. However, requirements for certain onsite capabilities to communicate and coordinate with offsite response authorities, in the event of an emergency at Fort Calhoun, would be retained. The NRC staff is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed exemptions.
Regulatory Improvements for Power Reactors Transitioning to Decommissioning
The U.S. Nuclear Regulatory Commission (NRC) is publishing a regulatory basis to support a rulemaking that would amend the NRC's regulations for the decommissioning of nuclear power reactors. The NRC's goals in amending these regulations would be to provide for an efficient decommissioning process; reduce the need for exemptions from existing regulations; address other decommissioning issues deemed relevant by the NRC staff; and support the principles of good regulation, including openness, clarity, and reliability.

Southern Nuclear Operating Company, Inc., Vogtle Electric Generating Plant, Units 3 and 4; Fire Protection System Piping That Must Remain Functional Following a Safe Shutdown Earthquake
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment Nos. 92 and 91 to Combined Licenses (COL), NPF-91 and NPF-92, respectively. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC, MEAG Power SPVJ, LLC, MEAG Power SPVP, LLC, Authority of Georgia, and the City of Dalton, Georgia (the licensee); for construction and operation of the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, located in Burke County, Georgia. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
AREVA Inc.; Import And Export License Amendment Applications
The U.S. Nuclear Regulatory Commission (NRC) received and is considering issuing import and export license amendments, IW009/03 and XW015/01, requested by AREVA Inc., by applications submitted on August 9, 2017, and August 24, 2017. The request seeks the NRC's approval for an amendment of existing licenses to change the licensee name from AREVA NP Inc., to AREVA Inc., and approval to extend the expiration dates for these two licenses.
Low-Level Radioactive Waste Disposal
On October 17, 2017, the U.S. Nuclear Regulatory Commission (NRC) requested public comment on the draft regulatory analysis, ``Draft Regulatory Analysis for Final Rule: Low-Level Radioactive Waste Disposal.'' The public comment period closed on November 16, 2017. The NRC has decided to extend the public comment period until December 18, 2017, to allow more time for members of the public to develop and submit their comments.
Southern Nuclear Operating Company, Inc., Vogtle Electric Generating Plant, Units 3 and 4, Inspections, Tests, Analyses, and Acceptance Criteria

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from October 24, 2017 to November 6, 2017. The last biweekly notice was published on November 7, 2017.

Standard Review Plan for Spent Fuel Dry Storage Systems and Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2215, ``Standard Review Plan for Spent Fuel Dry Storage Systems and Facilities.'' This Standard Review Plan (SRP) provides guidance to the NRC staff for reviewing Safety Analysis Reports (SARs) for (1) a Certificate of Compliance (CoC) for a dry storage system (DSS) for use at a general license facility, and (2) a specific license for a dry storage facility (DSF) that is either an independent spent fuel storage installation (ISFSI) or a monitored retrievable storage installation (MRS). This draft SRP will replace NUREG-1536, ``Standard Review Plan for Dry Cask Storage Systems,'' NUREG-1567, ``Standard Review Plan for Spent Fuel Dry Storage Facilities, and all Interim Staff Guidance (ISGs) that were used to enhance these NUREGs.
License Transfer From Exelon Generation Company, LLC to James A. FitzPatrick Nuclear Power Plant
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving the transfer of the James A. FitzPatrick Nuclear Power Plant Renewed Facility Operating License No. DPR-59, and the transfer of the generally licensed FitzPatrick Independent Spent Fuel Storage Installation from Exelon Generation Company, LLC to Exelon FitzPatrick, LLC.
Emergency Preparedness Requirements for Small Modular Reactors and Other New Technologies
The U.S. Nuclear Regulatory Commission (NRC) is making available a regulatory basis document in support of a rulemaking that would develop new emergency preparedness (EP) requirements for small modular reactors (SMRs) and other new technologies (ONTs), such as non- light-water reactors and medical isotope production facilities. The regulatory basis concludes that there is sufficient justification to proceed with rulemaking to develop a clear set of rules and guidance for EP for SMRs and ONTs. The regulatory basis also concludes that the principle of using a dose-at-distance and consequence-oriented approach to determine the appropriate size of an emergency planning zone can be applied to SMRs and ONTs. The NRC is not seeking public comment on this document. There will be an opportunity for formal public comment on the proposed rule when it is published in the Federal Register.
Wolf Creek Generating Station: Consideration of Approval of Transfer of License
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an indirect license transfer application filed by Wolf Creek Nuclear Operating Corporation (WCNOC) on September 5, 2017. The WCNOC is the licensed operator of Wolf Creek Generating Station (WCGS). Kansas City Power & Light Company (KCP&L) and Kansas Gas and Electric Company (KG&E) are two of the three non-operating owner licensees, each holding a 47 percent undivided interest in WCGS and 47 percent of the stock of WCNOC. The KCP&L is a subsidiary of Great Plains Energy, Inc. (Great Plains) and KG&E is a subsidiary of Westar Energy, Inc. (Westar). The indirect license transfer will result from the proposed merger transaction involving Great Plains and Westar. The current 6 percent owner of WCGS and WCNOC, Kansas Electric Power Cooperative, Inc. (KEPCo), the third non-operating owner licensee, is not a party to this transaction and will remain a 6 percent owner post-transaction.
Miscellaneous Corrections
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to make miscellaneous corrections. The amendments include correcting references, an address and a misspelling. The amendments will also make references to persons in one part of the NRC's regulations gender neutral. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations.
Vital Area Access Controls, Protection of Physical Security Equipment, and Key and Lock Controls
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 5.65, ``Vital Area Access Controls, Protection of Physical Security Equipment, and Key and Lock Controls,'' dated September 1986. This document is being withdrawn because it is outdated and has been superseded by other NRC guidance, and therefore, no longer provides methods that the NRC staff finds acceptable in future requests or applications for NRC's licensing actions.

Nuclear Power Plant Instrumentation for Earthquakes
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 3 of Regulatory Guide (RG) 1.12, ``Nuclear Power Plant Instrumentation for Earthquakes.'' This revision to the guide addresses new reactor plant configurations and the state of practice of seismic instrumentation since Revision 2 of RG 1.12 in 1997. The revision describes the seismic instrumentation criteria, including instrumentation type, locations, characteristics, and maintenance, that the NRC staff considers acceptable for nuclear power plants.
AREVA, Inc.; Consideration of Approval of Transfer of License; Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register on June 29, 2017, regarding an application for indirect transfer of license filed by AREVA, Inc., on April 14, 2017. This action is necessary to add licenses that were omitted from the original application. The original application requested NRC approval of the indirect transfer of Material License SNM-1227, Import License IW009, and Export Licenses XSNM3471, XSNM3551, XSNM3697, XSNM3747, XSOU8833, and XCOM1202, for the Richland, Washington Fuel Manufacturing Facility from AREVA SA, the current parent company of the license holder to Electricite de France (EDF). The amended application adds Export Licenses XCOM1304, XSNM3780, XSNM3781, XSNM3782, and XW015 to the requested action.
Yttrium-90 Microsphere Brachytherapy Sources and Devices TheraSphere® and SIR-Spheres®
The U.S. Nuclear Regulatory Commission (NRC) is revising its licensing guidance for licenses authorizing the use of Yttrium-90 (Y- 90) Microsphere Brachytherapy Sources and Devices TheraSphere[supreg] and SIR-Spheres[supreg]. The NRC is requesting public comment on the draft revision of the licensing guidance (Rev. 10). The document has been revised to significantly update the criteria for training and experience, medical event reporting, inventory requirement specifications, and waste disposal issues. The revised guidance document also provides new information regarding cremation and autopsy. This guidance is intended for use by NRC applicants, NRC licensees, and the NRC staff.

Naturally-Occurring and Accelerator-Produced Radioactive Materials
On August 23, 2017, the U.S. Nuclear Regulatory Commission (NRC) requested public comment on a Petition for Rulemaking (PRM) received from Matthew McKinley on behalf of the Organization of Agreement States (OAS, or the Petitioner). The public comment period is scheduled to close on November 6, 2017. The NRC has decided to extend the public comment period for 30 calendar days to allow more time for members of the public to develop and submit their comments.
